Road traffic signs are part of the road infrastructure components meant to ensure the safe use of roads by motorists and pedestrians alike. A good knowledge and comprehension of road signs helps ensure smooth flow of traffic, improves safety for other motorists and provides drivers with good reaction time to comply with the message dictated by the signs. Abu Dhabi, being the capital of the UAE, brings together people from all over the world for work, business or tourism. Abu Dhabi has quality roads and traffic signage together with an efficient police force that enforces adherence to traffic rules. Despite all these and the reduced fatalities in absolute terms, traffic violations have been increasing exponentially, resulting in five million traffic fines in 2019 for a population of about 2.9 million inhabitants. This study sought to assess motorists’ comprehension of the various traffic signs used across the UAE. The results of the survey (N = 200) revealed that the drivers were able to correctly identify 77% of the road signs in the survey. It was also found that the respondents failed to correctly identify traffic signs within the specific category referred to as “advance warning signs”. Respondents’ education, nationality, gender, and marital status did not have any statistically significant effects on the results compared to earlier studies. It is recommended that more attention be focused on driver education and training.

The road traffic signs recognition in open environment is an important research in the field of safe auxiliary driving, vehicle autonomous navigation and so on. Based on the characteristic of road signs, one-dimensional entropy division was carried on to segment the AOI image obtained by lane detection, and then the road signs were recognized by SVM with improved Hu moment features. Experiments show that the proposed method for road traffic signs recognition in open environment has good reliability and robustness

The driver of an automobile is the key part of the “driver–car–road–environment” system, the stable functioning of which determines the efficiency and safety of road traffic. The driver as the operator of the “driver –car–road–environment” system receives most of the information from the road, data from moving and standing objects, road signs, traffic lights, surface conditions and traffic conditions. An analysis of most traffic accidents shows that the weakest part of the “driver–car–road–environment" system, restricting its effectiveness and dependability, is the person. To ensure the necessary dependability and safety, the driver of any vehicle must be careful. This is supported by an appropriate psychophysiological state, which, in turn, depends on many factors. The article presents an analysis of research work taking into account the influence of various factors on the dependability of a vehicle driver. Means and methods of research are described. Recommendations are given on creating a stand for studying the influence of the psychophysiological state of the driver on road safety. Drawing on the linguistic landscape material of modified road traffic signs in different areas of South Africa, the article illustrates how modified traffic road signs continue to have situated contextual meanings regardless of altered physical placement or content. Drawing on semiotic repurposing this article argues for an extended definition of situated semiotics that takes into account repurposed signs. A fluid interpretation of ‘situatedness' will broaden the scope of what is perceived as situated semiotics and discourage the use of delinquent categories such as ‘transgressive' semiotics for ‘out of place' semiotics.

Teenage drivers are involved in traffic crashes more often than any other driver group, and their fundamental knowledge of traffic control devices and rules of the road is extremely important in safe driving. Only limited data exist, however, on teenage drivers’ understanding of traffic control devices, and little research has been done on determining their comprehension thereof. Research was performed to document teenage drivers’ ability to understand 53 traffic control devices. These traffic control devices included 6 combinations of sign shape and color; 8 regulatory signs; 14 warning signs; 7 school, highway–railroad grade crossing, and construction warning signs; 7 pavement markings; and 11 traffic signals. Research results were then compared with previous comprehension studies to identify specific traffic control devices that the driving public continually misunderstands. In general, the results indicated that surveyed teenage drivers understood the traffic control devices to some degree. Only nine devices were understood by more than 80 percent of the respondents. The devices found problematic to teenage drivers include combinations of sign shape and color, warning-symbol signs, white pavement markings, flashing intersection beacons, and circular red/green arrow left-turn-signal displays. Recommendations include revising states’ drivers handbooks and increasing emphasis in the driver education curriculum to clarify the meaning and intent of problematic traffic control devices.

Traffic sign detection is considered as one of the active research topics in transportation and computer vision. The previous works mainly focus on detecting traffic signs in images or in mobile light detection and ranging (LiDAR) data. In this paper, we propose a novel deep learning method to accurately detect traffic signs by fusing the complementary features from registered airborne geo-referenced color images and noisy airborne LiDAR data. Specifically, we first segment the airborne color images to road and non-road segments by integrating various local features in an inequality constraint quadratic optimization model. Next, we find the corresponding road regions in LiDAR data and extract high elevated objects above the road. We then segment the extracted objects to different regions corresponding to traffic sign candidates using Euclidean distance-based clustering. Finally, we find the corresponding traffic sign candidates in color images, extract their deep features, and represent them in a convex optimization model to classify the candidates. A set of extensive experiments have been carried out on the airborne geo-referenced color images and noisy airborne LiDAR data captured by Utah State University from I-15 highway. The results show the effectiveness of the proposed method in detecting traffic signs.

This article discusses the application of help and care for hit-and-run victims that have resulted in death in the city of Pekanbaru. However, the reality in the field is that it cannot be implemented optimally. This  is because it is very difficult to find the hit-and-run perpetrator, to be held accountable for his actions, and the families of the victims / heirs to get assistance from the vehicle owner, which is regulated in Law 22 of 2009 corcening Road Traffic and Transportation. Hit-and-run cases that are not revealed by the police, become delinquent cases every year. This type of research is research conducted by identifying in the law on how the effectiveness of the law applies in society. The conclusion is tha it cannot be implemented effectively yet, because there is no clarity and firmness on the legal subject of road administrator. So it is not clear who should be responsible for traffic accidents caused by demaged roads. Efforts are pre-emptive efforts by providing outreach to all levels of society, regarding the prevention and impact of non-compliance with traffic regulations. Preventive measures (prevention), namely, installing traffic signs along the road as a guide for road users fot the creation of safety, security, order and smoothness of road traffic and transportation, as well as conducting regular patrols. Repressive measures (prosecution) which aim to provide a deterrent effect against the perpetrators of traffic violations that cause accidents resulting in death.

For the lack of quantitative basis of traffic sign combination information, this paper established a model of information quantity of urban road traffic signs by analyzing the driver’s information processing and the visual recognition of traffic signs combined with theories of informatics. It used various analytical methods to build a model of the relationship between the traffic sign information quantity (TSIQ) and the driver’s visual recognition. Based on factors, the relationship between the TSIQ and the driver’s visual recognition was studied and analyzed to provide a reference for the design of urban traffic sign layout information. The results show that the TSIQ can explain 61% of the driver’s recognition time (DRT). The more information the road traffic sign conveys, the longer DRT will be. The TSIQ’s threshold is 642 bits, and exceeding this value will cause information overload. Different influence factors have a certain impact on drivers’ visual recognition distance (VRD). The male VRD is shorter than the female. The VRD of the young driver is larger than the old driver. The VRD of a novice driver is longer than an experienced driver, while the visual recognition sign of an experienced driver is shorter.
