Amidst the global religious resurgence in the post-secular world, the field of international relations finds itself unwilling or unable to situate religion back to theoretical paradigms subject to the Westphalian–Enlightenment prejudice. Advocates of religion’s theoretical and empirical significance often turn to religious soft power, a burgeoning theory that gradually becomes the anchorage of discussion but still suffers from conceptual ambiguity and limited explanatory capacity. This essay endeavors to fill in this lacuna by presenting the interdisciplinary attempt to integrate soft power in IR with the three dimensions of power in sociology, which results in a typology of performative, discursive, and relational dimensions of religious soft power. The explanatory and predictive capacity of this model is tested in the empirical case of the evangelical group’s influence on US foreign policy of the post 9/11 Global War on Terror. A process-level historical account based on archival sources furthers scholars’ knowledge of transnational religious actors’ ability to seize both systematic transformations at the international level and contentious dynamics in the domestic environment, which generates a reorientation in norms, identities, and values that contributes to the outcome of foreign policy, thereby answering the un-addressed question of how religion influences domestic and international politics. The bridging of IR, sociology, and historical sociology, three fields often intertwined, suggests a future direction for not only the religious return to IR but also the overcoming of the “intellectual autism” of this discipline, which needs to be better prepared for continuous challenges of soaring populism, nationalism, and clash of civilizations in the twenty-first century.

AbstractThis article discusses how and under what conditions ideas coming from International Relations (IR) scholarship are used in foreign policy. We argue that the focus on policy relevance, which dominates the IR literature on the research-policy interface, is limited. Focusing instead on political utilisation highlights types and mechanisms of political impact, which are overlooked in studies on policy relevance. The fruitfulness of this change in focus is showed in an analysis of how Samuel Huntington's ‘clash of civilizations’ notion and Joseph Nye's ‘soft power’ concept have been used in US foreign policy. George W. Bush's explicit critique and reframing of ‘the clash’ thesis should not be interpreted as absence of impact, but as a significant symbolic utilisation, which has helped legitimate US foreign policy. Likewise, in the few instances in which the notion of ‘soft power’ has been used explicitly, it has played a conceptual and symbolical rather than instrumental role. More generally, this article argues that accessible framing and paradigm compatibility are essential for political utilisation of ideas.

This chapter examines the influence of religion on US foreign policy. It first considers how religion affected American policy during the Cold War, from the time of Harry S. Truman to George H. W. Bush, before discussing the bilateral relationship between Israel and the United States. It then looks at the rise of the American Israel Public Affairs Committee (AIPAC), a US-based interest group, and how its work has been complemented by conservative evangelicals and fundamentalists who ascribe to Christian Zionism. It also explores the ways in which religion has intersected with the global war on terror and US foreign policy, how the US resorted to faith-based diplomacy, the issue of religious freedom, and George W. Bush’s Emergency Plan for AIDS Relief (PEPFAR) in Africa. The chapter concludes with an analysis of the Office of Religion and Global Affairs (ORGA), created by Barack Obama.

Recent theories on the causes of war focus on how institutional and structural factors shape leaders’ decisions in foreign policy. However, citizens, policy-makers, and a growing number scholars argue that leaders’ background experiences may matter for both domestic and foreign policy choices. This article contributes to an emerging body of scholarship on leaders in international relations by showing how personal attributes influence the initiation of militarized disputes. Based on the soft power theory of international experiences and the impressionable-years hypothesis of socialization, I theorize that leaders with the experience of attending a university in a Western democratic country should be less likely than non-Western-educated leaders to initiate militarized interstate disputes. I test this proposition by employing a new dataset, building on Archigos and LEAD, that includes background attributes of more than 900 leaders from 147 non-Western countries between 1947 and 2001. The results strongly support the hypothesis, even when accounting for leader selection, time-variant country and leader-level controls, other leaders’ background characteristics, and country and year fixed effects. This finding lends credence to the soft power thesis of academic institutions on international sojourners, and highlights the value of considering leaders’ experiences in analyses about international relations.

Due to its specific history, Saudi Arabia’s domestic and international politics are inextricably linked together. In the shaping and implementation of the kingdom’s essentially defensive international behavior, Islam has kept a central position as a legitimizing factor and as a tool of ‘soft power’ foreign policy. This paper firstly aims to explore the position that religion holds in the Saudi perceptions of stability in the post-2011 era, where safeguarding the status quo remained the priority, while the new administration responded to external pressure by shifting towards a ‘hard power’ foreign policy with questionable results. Furthermore, the paper explores the links between foreign policy choices and the promotion of a new, modern image for the kingdom whereas the regime has appropriated for itself the notion of ‘moderate Islam’ in order to restore its international image and attract investments for the ‘Vision 2030’ reform program. Finally, it proposes a discussion of the position of Islam in the future direction of the country, amidst an increasing authoritarian rule.

This paper examines Brazilian Foreign Policy during Lula’s administration and how the concept of autonomy has shaped Brazil’s stance on alleged terrorist activities within its borders. By using the Neoclassical Realist approach, this article explores how autonomy has allowed for Brazil to oppose the pressures of the United States’ led Global War on Terror between 2003-2010. Autonomy has worked as an intervening variable that allowed for Brazilian Foreign Policy, to some extent, to take its own direction in matters of security.

Public diplomacy is a subfield of political science and international relations that involves study of the process and practice by which nation-states and other international actors engage global publics to serve their interests. It developed during the Cold War as an outgrowth of the rise of mass media and public opinion drivers in foreign policy management. The United States, in a bipolar ideological struggle with the Soviet Union, recognized that gaining public support for policy goals among foreign populations worked better at times through direct engagement than traditional, often closed-door, government-to-government contact. Public diplomacy is still not a defined academic field with an underlying theory, although its proximity to the originator of soft power, Joseph Nye, places it closer to the neoliberal school that emphasizes multilateral pluralistic approaches in international relations. The term is a normative replacement for the more pejorative-laden propaganda, centralizes the role of the civilian in international relations to elevate public engagement above the level of manipulation associated with government or corporate propaganda. Building mutual understanding among the actors involved is the value commonly associated with public diplomacy outcomes of an exchange or cultural nature, along with information activities that prioritize the foreign policy goals and national interests of a particular state. In the mid-20th century, public diplomacy’s emphasis was less scholarly and more practical—to influence foreign opinion in competition with nation-state rivals. In the post-Cold War period, the United States in particular pursued market democracy expansion in the newly industrializing countries of the East. Soft power, the negative and positive attraction that flows from an international actor’s culture and behavior, became the favored term associated with public diplomacy. After 9/11, messaging and making a case for one’s agenda to win the hearts and minds of a Muslim-majority public became predominant against the backdrop of a U.S.-led global war on terrorism and two active interventions in Afghanistan and Iraq. Public diplomacy was utilized in one-way communication campaigns such as the Shared Values Initiative of the U.S. Department of State, which backfired when its target-country audiences rejected the embedded messages as self-serving propaganda. In the 21st century, global civil society and its enemies are on the level of any diplomat or culture minister in matters of public diplomacy. Narrative competition in a digital and networked era is much deeper, broader, and adversarial while the mainstream news media, which formerly set how and what we think about, no longer holds dominance over national and international narratives. Interstate competition has shifted to competition from nonstate actors who use social media as a form of information and influence warfare in international relations. As disparate scholars and practitioners continue to acknowledge public diplomacy approaches, the research agenda will remain case-driven, corporate-centric (with the infusion of public relations), less theoretical, and more global than its Anglo-American roots.

Feminist scholars have provided important analyses of the gendered and racialised discourses used to justify the Global War on Terror. They show how post-9/11 policies were made possible through particular binary constructions of race, gender, and national identity in official discourse. Turning to popular culture, this article uses a Queer feminist poststructuralist approach to look at the ways that Ms. Marvel comics destabilise and contest those racialised and gendered discourses. Specifically, it explores how Ms. Marvel provides a reading of race, gender, and national identity in post-9/11 USA that challenges gendered-racialised stereotypes. Providing a Queer reading of Ms. Marvel that undermines the coherence of Self/Other binaries, the article concludes that to write, draw, and circulate comics and the politics they depict is a way of intervening in international relations that imbues comics with the power to engage in dialogue with and (re)shape systems of racialised-gendered domination and counter discriminatory legislation. Purpose This paper aims to examine the hypotheses of main international theories (realism, liberalism and constructivism) and the development of these theories toward the behavior of foreign policy of small states in the developing world. The theories of international relations, especially the realistic theory, face a theoretical debate and a fundamental criticism. The hypotheses of these theories are not able to explain the external behavior of some small states, especially those in the developing world such as Qatar. In particular, these small states do not have the elements of physical power through which they can play this role. However, they are based on the internal determinants (such as political leadership and the variable of perception) and non-physical dimensions of power to play an effective and influential external role. Design/methodology/approach This topic sheds light on the hypotheses of theories of main international relations, which explain the behavior of foreign policy of small states. This is due to the increased number of such states after the disintegration of Soviet Union, the practice of some countries an effective foreign role and the transformation of the concept of power from the hard power to soft power, and then to smart power Findings The theories of international relations, especially the realistic theory, face a theoretical debate and a fundamental criticism. The hypotheses of these theories are not able to explain the external behavior of some small states, especially those in the developing world such as Qatar. In particular, these small states do not have the elements of physical power through which they can play this role. Originality/value The importance of the study comes from its interest in small countries in general and the Qatar situation in particular. The small country emerged as a player independent of the Gulf Cooperation Council, unlike what prevailed before, which led to the discussion of a regional role for Qatar despite its small power compared to the strength and size of other factions in the region such as Turkey, Israel and Iran.

The chapter is devoted to the problem of the formation of “soft power” in the Eurasian space. All attempts to find a common language between states in the world lead to the fact that an appeal to “soft power” appears more and more often on the states' agenda as a tool of achieving the goals of the states, including the states of Eurasian region. The concept of “soft power”, introduced into the circulation of the modern theory of international relations by J. Nye, is being actively discussed in Russia. In recent years, President V. Putin and Minister of Foreign Affairs of Russia S. Lavrov were repeatedly called upon to multiply the Russian resource of “soft power” for solving foreign policy tasks. Undoubtedly, this is also valid when we speak about Eurasian integration.

This analysis considers the emergence of South Africa's parliamentary diplomacy, or the role of Parliament on the international stage, since 1994. The early discourse both within Parliament and in academic analysis, reflects an emphasis on the role of oversight and the role of Parliament in the foreign policy decision-making process. Recognition of the role of parliamentary diplomacy has been slow to develop, although Parliament is increasingly acknowledging its role as an international actor. This has seen the development of structures and policy to support this. The value of parliamentary diplomacy as part of a country's international relations, however, remains an area in need of further deliberation. This analysis begins by unpacking the concept of parliamentary diplomacy before addressing the emerging role and value of parliamentary diplomacy for South Africa, particularly through the linkages between parliamentary diplomacy and soft power in promoting foreign policy.
