In order to protect cultivated land and balance farmers’ needs and shortage of land, the Chinese government introduced policies to rearrange land use in rural areas. However, many problems, such as unused rural construction land and illegally occupied land, have occurred through implementing land use policies. Rural construction land transformation has been promoted to solve these problems. This transformation was designed to let farmers voluntarily transforming their idle rural construction land. Then, local government could rearrange village layout for developing cultivation, industry and green space. Therefore, in order to analyze the factors that influenced farmers’ decision-making behavior in rural construction land transformation, household surveys were conducted in four typical villages in Jizhou District. After using the Probit model to analyze the data, the results indicated that the willingness to settle in the city, the mode of housing resettlement, the mode of compensation, the rationality of the measurement standards, and the annual total household income positively affected the willingness of farmers to transform their rural construction land. The strong willingness to settle in the city dominated the other factors. Moreover, the age and amount of construction land, the method of construction land acquisition, and the amount of cultivated land negatively affected the decision-making behavior during the transformation of rural construction land. Based on the influencing factors, policy suggestions are proposed from the perspectives of establishing an orderly transformation mechanism, implementing priority transformation, and providing compensation for transforming rural construction land.

In our country, the double track system management of land ownership and land use rights has caused the separation between urban and rural construction in land market. The collective non-agricultural construction land entering into market for transfer is inevitable for the construction of socialist market economy. But the current construction of land market is still in a state of separation in the most parts of China. Obviously, the allocation of land resources is inefficient in this state. The paper introduces emphatically the current land use situation of urban and rural construction in China from the theoretical research, the main body of urban and rural market, and the system of foundation.

Residential carbon dioxide emissions can be divided into a direct component caused by consumers via direct energy usage and an indirect component caused by consumers buying and using products to meet their needs, with a higher proportion caused by the latter. Based on Beijing panel data for 1993–2012, an economic boom period in China, indirect carbon dioxide emissions were separately calculated for urban and rural households using the consumer lifestyle approach (CLA) model. Then, an extended stochastic impact by regression on population, affluence, and technology (STIRPAT) model was used to analyze the influence from two aspects, social economy, and land use, with high precision. Results indicate that indirect CO2 emissions in Beijing households display a rising trend in urban areas but a slight decrease in rural areas. Technology influences and forest land are, respectively, the most important aspects of the social economy and land use. Higher population and urbanization resulted in enhanced emissions in both urban and rural areas. The Engel coefficient presented a negative correlation with indirect CO2 emissions for both rural and urban areas. Compared with urban areas, the per capita net income of rural areas restrained consumption. The consumption structure of urban residents was more biased toward the tertiary industry than that of rural residents. Although technical progress has proceeded, it cannot offset urban residents’ indirect CO2 emissions caused by the large amount and rapid growth of consumption. Regarding land use, urban construction land net primary productivity (NPP) was high and not an important factor contributing to indirect CO2 emissions. Forest and lawn primarily served a recreational function and exhibited a positive impact. Water and cultivated land offered insufficient production and thus had a negative influence. For rural residents, lawn and cultivated land production is self-sufficient. Forests offer a carbon sequence effect, and construction land expansion increased the proportion of developed area, offering a scale effect that resulted in reduced carbon emissions. Based on the results, alternative carbon emission reduction policies have been proposed for each tested influence aspect to reduce emissions, including policies for optimizing industrialization quality, constructing a medium-density city, increasing space efficiency, encouraging sustainable consumption behavior, and increasing the efficiency of energy utilization.

With the rapid development of urbanization and industrialization, land exploitation in China has caused a decrease of cultivated land, posing a threat to national food security. To achieve the goals of both economic development and cultivated land protection, China launched an urban–rural land replacement measure supported by a new land use policy of “increasing vs. decreasing balance” of construction land between urban and rural areas in 2008. Setting China’s urban and rural land use policies in a historical context and urban–rural sustainable development, this paper discusses four practices in Jiangsu Province, Tianjin Municipality, Shandong Province, and Chongqing Municipality. These practices achieved success in impelling agricultural modernization development, improving rural infrastructure and living circumstances, releasing the potential of rural land resources, and increasing cultivated land and urban construction land in the past decade. However, in some practices, problems, and even some conflicts, exist in the protection of farmers’ rights and interests. These challenges are discussed in the context of implementation. In order to better implement urban–rural construction land replacement and achieve better results, the authors argue that farmers’ rights and interests must always be put first and their wishes should be respected more, a consolidated urban–rural land market and a better land market mechanism should be founded, the supply of public goods and services for villagers should be further improved, and supervision and evaluation mechanisms should be further strengthened.

It is an effective method to study the value change of ecological services based on land use and cover change information. This paper analyzed the land use and cover change information in the research area, which is based on the remote sensing images and social statistics data of 2005, 2010, and 2015, and then, quantitative estimation of the ecosystem service value was performed. Yangtze-Huaihe river basin, China is a fragile ecological area, which is selected as the research area. During 2005-2015, the area of cultivated land and construction land was the main land use types in the study area, the land use and cover change in the study area were obvious, which was characterized by the increasing of construction land area and the decreasing of cultivated land area, and the total ecosystem services value in the research area has been decreasing continuously, the value from 34.376 billion yuan in 2005 to 26.161 billion yuan in 2015.

The supply of construction land index is difficult in coal villages migration, especially the construction land index in urban and rural, lacking of construction land index becomes the bottleneck of village migration. In order to ruduce the pressure of the contradiction between supply and demand of land used for construction purposes. This paper combines with the actual situation of coal villages, taking Huainan as an example, starting from the connotation and significance of the policy of linking the increase in land used for urban construction with the decrease in land used for rural construction, based on the analysis of the current situation of the city construction land use, making predictions on the potentiality of village land readjustment in coal mining areas, the potentiality of the rural residential areas hook readjustment and the potentiality of linking the increase in land used for urban construction with the decrease in land used for rural construction, the results show that the overall hook potentiality is larger.

In Córdoba, Argentina, the peri-urban horticulture is in conflict with industrial agriculture and urban development. This problem is partly due to urban expansion to rural areas occurred in the last years and to monoculture farming, which has replaced traditional fruit and vegetable cropping in the region. This transformation process has raised concern about the current and future availability of productive sectors that can sustain food supply within the city boundaries and its immediate surroundings as well as about the loss of ecosystem services associated with peri-urban natural environments. Although these dynamic processes are well known, they have not been described or quantified in Córdoba. Baseline information about land use and its dynamics in productive areas or about number of producers is insufficient and/or out of date. At O-AUPA (Spanish acronym for Observatory of Urban and Peri-urban Agriculture and Agroecology) different mapping strategies are developed to contribute to the understanding of the land dynamics in the Green Belt of Córdoba (GBC) and the rural environments surrounding the city. In this work, we present a method based on the use of remote sensing and geographical information systems to characterize urban, peri-urban and rural areas of Córdoba city with the aim of evaluating the temporal dynamics of urban growth and the current state of land use and cover. We mapped and quantified the urban growth between 1974 and 2014, and evaluated land use in peri-urban and rural areas in 2015. We used satellite information from Landsat TM 5 to map the urban growth via a principal component analysis (PCA) and SPOT 5 imagery to characterize the current land use and land cover with the support vector machine classification algorithm. The results show an urban area growth of 46.5% over almost 40 years within the boundaries of the Capital department. Farm plot size increased, showing a concentration of land ownership, implying a reduced number of producers. Evidence indicates the importance of defining land planning guidelines that limit the advance of the urban frontier to valuable agricultural systems, ensure diversification of productive activities and protect and develop the fresh food production systems at the local level.

Abstract In this study, we selected 11 townships with severe ground subsidence located in Weishan County as the study area. Based on the interpretation data of Landsat images, the Binary logistic regression model was used to explore the relationship between land use change and the related 7 driving factors at a scale of 60m * 60m. Using the CLUE-S model, combined with Markov model, the simulation of land use under three scenarios–namely, natural development scenario, ecological protection scenario and farmland protection scenario–were explored. Firstly, using land use map in 2005 as input data, we predicted the land use spatial distribution pattern in 2016. By comparing the actual land use map in 2016 with the simulated map of land use pattern in 2016, the prediction accuracy was evaluated based on the Kappa index. Then, after validation, the distribution of land use pattern in 2025 under the three scenarios was simulated. The results showed the following: (1) The driving factors had satisfactory explanatory power for land use changes. The Kappa index was 0.82, which indicated good simulation accuracy of the CLUE-S model. (2) Under the three scenarios, the area of other agricultural land and water body showed an increasing trend; while the area of farmland, urban and rural construction land, subsided land with water accumulation, and tidal wetland showed a decreasing trend, and the area of urban and rural construction land and tidal wetland decreased the fastest. (3) Under the ecological protection scenario, the farmland decreased faster than the other two scenarios, and most of the farmland was converted to ecological land such as garden land and water body. Under the farmland protection scenario, the area of tidal wetland decreased the fastest, followed by urban and rural construction land. We anticipate that our study results will provide useful information for decision-makers and planners to take appropriate land management measures in the mining area.

Implementing a land fallow policy is of great significance for ensuring China’s food security and promoting the improvement of the ecological environment. The implementation of a fallow project involves different stakeholders. Farmers are the main participants in the fallow project. The decision of farmers to practice fallow is the key factor for the successful development of the fallow project. Therefore, this study theoretically reveals the decision-making mechanism of farmers’ participation in cultivated land fallow by utilizing the hawk-dove evolutionary game theory among farmers and explains some challenges in the implementation of fallow in Guizhou Province. We drew the following conclusions: (1) The behavior of farmers will be affected by other farmers in the same situation, and the effects of mutual incentives and imitations between the groups of farmers are affected by their interests; (2) in the fallow project, the rate of choosing either fallow or unfallow depends on the ratio of fallow income to planting income. If the income of participating in fallow is higher, the demonstration effect of farmers participating in fallow is stronger, and the strategy of continued cultivation is adopted. The fewer unfallow farmers there are, the more consolidated the results of fallow will be; and (3) the government should protect the income of farmers after fallow as much as possible, implement flexible subsidy policies, and formulate corresponding policies to successfully consolidate the fallow results.

Land, nature, and the social environment in contiguous poor regions are harsh and difficult to change. The poor adaptive capacities of the socio-ecological systems of these regions are the main causes of deep, persistent poverty. In February 2016, the Chinese government issued a policy proposing to promote poverty alleviation by relocation (PAR) by means of the “Linking increases in urban construction land with decreases in rural construction land” policy (or simply, the “Link Policy” or LP), which intends to realize the sustainable social and economic development of local villages. Since then, many pilot projects have been carried out across the country based on local resources, environment, and economic development; however, few related studies on these cases have been conducted. After a review of poverty alleviation policies, this paper first introduces the unsustainable conditions of poor rural areas and the implications and advantages of PAR under the Link Policy; we then analyzed the complete PAR process, including formulation, implementation, and completion, by taking Tongyu County in Jilin Province as an example. The study found that the “whole village relocation” model practiced in Tongyu County was relatively successful in terms of improving the living environment, income, and public services of local villagers. On the other hand, there were three main problems: first, many follow-up industries were dominated by the village collectives and heavily dependent on government support or subsidies; second, the newly built village faced the dilemma of “re-hollowing” due to the out-migration of young people and the aging population; third, it was difficult to achieve a true requisition–compensation balance of farmland.
