The conflict-related internal displacement in Ukraine since 2014, after the armed combats with Russian military forces backing the separatist administrations, as well as the occupation of Crimea by the Russian Federation have not been state-organized. They imply a range of personal choices depending on civil positions and destinations for resettlement; therefore, the affected persons get involved in the consequent practical discourses and decision-making processes. Based on the legislative acts and the international reports on internal displacement, the internal displacement due to the current hybrid war of the Russian Federation against Ukraine is compared with the first Russia-backed separatist conflicts after the collapse of the USSR—the wars in South Ossetia, in 1992, and in Abkhazia, in 2008. The internal displacement situations have been reviewed through their dynamic coordination patterns, with regard to non-equilibrium transitions, fluctuations, and adaptations triggered on the systemic, community, and personal levels, as well as to the expected durable solutions: integration, return, temporary resettlement. Therefore, we suggest, for further discussion, the patterns of bistability—for the internal displacement due to the Russo-Georgian wars of 1992 and 2008, characterized by an overfocus, in the practical discourses, on the return of the internally displaced persons (IDP), and metastability—for the conflict-related internal displacement in Ukraine, with both the return and local integration solutions creating the quasi-stable system.

The article highlights and analyses the current issues of international security agenda related to the Russian aggression against Ukraine and the application by the Russian Federation of targeted destabilizing hybrid war techniques the territory of other states. The article describes the fundamental repercussions of Russia’s annexation of Crimea and Russian military invasion of Donbas for international relations. Strategic culture is highlighted as an important factor of success of states and factor of international security as well as a prerequisite for the effective solution of urgent global problems, prevention of crisis and destructive phenomena. The necessity of prompt, consolidated and comprehensive inter-national response to illegal actions by the Russian Federation and its proxy-subjects, rep-resenting a direct and obvious threat to international peace and security is substantiated. The author analyses the Russian aggression against Ukraine in the context of national, European and global security. The researcher notes, referring to the experts’ opinion, that the imposition of sanctions alone is not enough to achieve foreign policy goals. Specific signals from the top political leadership of states and international organizations imposing them are also important because these signals shape certain expectations of decision-makers. The paper conducts research on the understanding of war in Russian military thought from 2013 to 2019, during which time General of the Army Valery Gerasimov was (and still is) the Chief of the General Staff of the Armed Forces of the Russian Federation. Also, the subject matter of the research study is his personal stimulus to the intensification of the studies of the nature, character, physiognomy and types of contemporary war in the Russian military-scientific community, as well as the theoretical results obtained by Russian authors in that particular field in recent years. Essentially, the research effort made by the author of this paper focuses on the analysis of the formulations used by Russian authors to explain/define the content and scope of the term ?war?, as well as the interpretation of the typology of wars devised by some of them. A special reference has been made regarding the understanding of the so-called hybrid war in contemporary Russian military thought. For the purpose of the analysis, studies/monographs or scientific papers published in eminent Russian military scientific or professional journals by the relevant authors (most frequently retired military personnel, primarily those with the rank of colonel or general) from the Armed Forces of the Russian Federation were chosen. The research results presented in this paper can be useful to domestic political science, i.e., to the system of military sciences, in the sense of enriching the types of knowledge with respect to the comprehension of war and the potential commencement of the fundamental (according to their essence, partly philosophical) research studies dealing with that topic.

The aim of the study is to find solutions aimed at the formation of optimal conditions for the creation and functioning of reclamation parks on the territory of existing institutions for reclamation subordinated to the Ministry of agriculture of Russia, through the establishment and justification of the necessary list of functions and powers of their management companies. The comparative analysis of the concept of creation of agricultural parks and the documents regulating functioning of agro-industrial parks is carried out. In addition, the studies were conducted in the context of Federal programs and other legislative acts of the Russian Federation. The analysis of regulatory documentation and scientific developments in the field of agro-industrial sector allowed to compare and make informed decisions on the formation of functions and powers of the management companies of reclamation parks. The formed materials will allow to organize highly effective work of the management companies of recreational parks, by endowing the latter with the necessary functions and powers, without burdening them with unnecessary functions that are not within their competence. Thus formation of functions and powers providing competitive level of activity of reclamation parks needs to be carried out on the basis of functions and powers of the industrial and agroindustrial parks regulated by the current legislation. The formed substantiations will allow to accelerate decision-making processes in the field of powers and functions of managing companies of reclamation parks by legislative and Executive authorities, and thus will contribute to more rapid development of the reclamation complex of the Russian Federation, and as a consequence of the implementation of Federal programs and other legislative acts aimed at the development of agriculture and import substitution in this area.

Disaster-related internal displacement is on the rise in many countries and is increasingly becoming an urban phenomenon. For many people, as in the case of the earthquake disaster 2015 in Nepal, protracted or multiple disaster displacements are a lived reality. While the drivers of displacement are relatively well understood, significant uncertainties remain regarding the factors that trigger prolonged or secondary displacement and impede ending of displacement or achieving durable solutions. The purpose of this article is to illustrate and theorise the discourse of reconstruction and return that shapes experiences, strategies, and policies in order to gain a better understanding of the obstacles to pursuing durable solutions that are still shaping the reality of life for urban internally displaced people (IDPs) in Kathmandu Valley. I use the concepts of ‘fields of practice’ and ‘disaster justice’ to provide insights into the theorisation of the links between social inequality, structural forms of governance, and the reconstruction process itself. Findings demonstrate that the application of these concepts has great potential to expand our understanding of ‘realities of life’ and practices of IDPs, and thus contribute to a more differentiated evidence base for the development and implementation of appropriate disaster risk reduction policies and practices.

The article analyses significance of the Agreement on Friendship, Cooperation and Partnership between Ukraine and the Russian Federation. The author outlines the statement of the President of Ukraine Petro Poroshenko about the termination of the Agreement on Friendship, Cooperation and Partnership between Ukraine and the Russian Federation, analyses the reasons for delaying the breakdown of diplomatic relations with the aggressor country, and studies the trade-economic and financial reasons for such a delay. Fear of large-scale armed invasion in Ukraine, the existence of certain arrangements with negative consequences for the ownership of Ukrainian oligarchs in Russia and so on are distinguished among the reasons for the delay of denouncing this treaty. Therefore, Ukraine legally preserved strategic partnership relations with Russia and continued to develop trade and economic relations. The domestic policy of both states was characterized within the context of Russian-Ukrainian war; the main content of the analysis of the Great Agreement and its 20-year implementation period was revealed. Fundamental changes in relations between the West and Russia were formulated. The analysis of the interpretation of the main points and theses of the Agreement were carried out. After analyzing the Great Agreement the author considers it obvious that Ukraine and Russia have different conceptual views on the role of the Treaty in their development as well as in development of their interstate bilateral relations. The article analyses Russia’s ignoring of the main points and norms of the Agreement on Friendship, Cooperation and Partnership and describes the reasons for radicalization of relations both in political and social dimensions that have been provoked by the Russian-Ukrainian war. The author concludes that Russia under cover of the Great Agreement, created all conditions necessary for committing its military aggression against Ukraine and gives examples of war crimes. The article deals with the formation and development of the process of training cadets of the Russian Interior Ministry institutions for pedagogical prevention of drug addiction. Historical and pedagogical analysis was carried out taking into account the accumulated domestic experience of working with personnel in the Russian military-pedagogical tradition. The author proposes a differentiated approach to the problem of training cadets of the Russian Interior Ministry institutions for pedagogical prevention of drug addiction. It is proposed to consider the Soviet stage of the formation and development of the process of training cadets of the Russian Ministry of the Interior for pedagogical prevention of drug addiction.

In this article the vulnerability of democratic states in the context of a hybrid war through the prism of political institutions and processes was considered. It is determined that the Russian Federation in its dissemination of hybrid threats pays special attention to the institute of direct democracy - elections as the main process of state functioning. Through disinformation campaigns and manipulations with democratic values and principles, the aggressor tries to weaken the opponents, undermine political systems from the inside, and exacerbate tension and polarization in society. The article analyzes the publication of the adviser to the president of the Russian Federation, Vladislav Surkov, in which the unequivocal threat to the Western democratic world order is expressed. An analysis of the statements of Surkov showed that modern liberal democracy is an extremely vulnerable mechanism, where the Russian Federation spreads chaos by manipulating. The aggressor focuses on the erosion of confidence in the government and the strengthening of populism. A similar result is achieved by spreading misinformation and manipulating information. It has been established that misinformation is intended to create an appropriate public opinion, which should correspond to the goals of the aggressor. It is established that the aggressor is interested in the elections as a process, and therefore the victory of a particular (pro-Russian) candidate is not so important for aggressor’s purposes. Therefore the process of voting is bringing to the point of absurdity, which would entail doubts about the result of such a procedure. Accordingly, the final result of such elections will be a political system without voter’s confidence. Narratives that are “thrown” into the information field are designed to disorient the voter as much as possible, to polarize society, which ultimately should cast doubt on the effectiveness of the electoral process. Therefore, Russian propaganda, through various channels, simultaneously criticizes all the political forces, even opposing in its ideology, or supports some of them (e.g. far-right or far-left populist movements).

This article examines the novel of the famous Ukrainian writer Serhii Zhadan «ORPHANAGE» (2017) in terms of the implementation of the binary opposition «home / homelessness». The novel is written in travel genre and covers the events of the war between Ukraine and the Russian Federation in Donbass. It is the theme of the war and the genre of the work that creates the ground for the image of the characters outside their home: sometimes being homeless is not knowing whose side of the war your home is on. The article reveals the specifics of the topic of homelessness in a hybrid war in Ukraine using the intertextual research method. Paratextual analysis is involved: the meaning of the title of the novel, annotation, other extra-textual superstructures for revealing new meanings of the text in the discourse of the researched topic is analyzed. In particular, the linguistic material is partially analyzed taking into account the bilingual population of Donbass. Intertextual connections with the Bible, works by F. Dostoevskii, M. Bulgakov, intermediate components, etc. are revealed.
