At the turn of culture and economics, cultural and creative industries (CCIs) stimulate business, technology, and society and drive innovations within individual regions, as well as on a cross-border level. This makes CCIs and thus culture, creativity, and design significant elements of the modern, post-industrial, and knowledge-based economy. The purpose of the paper is to outline the expectations and needs of entrepreneurs in both the creative and traditional sectors for the future cooperation and implementation of cross-sectoral innovations. It is assumed that there are no guidelines on establishing a cross-sectorial process for the efficient transfer of knowledge for innovation between the two sectors, establishing a strong platform of international cooperation for innovations in the region. To obtain information in this area quantitative and qualitative research was done. A series of expert interviews were conducted, and empirical expert observations were made in the form of qualitative surveys and expert assessments. The presented results are based on the summary reports of empirical research activities. The results of the analysis allowed us to determine that the assumption was true and that representatives of both the traditional and creative sectors lack proven models of cooperation and commercialization for joint innovations.

In modern information and IT society, creativity is elevated to a pedestal as a condition for market success, but also survival. In other words, in post-industrial production, or the entire economy, and certainly media companies, which of course operate according to market principles and are based on information, creativity is the most wanted commodity. In the modern knowledge society, there has been a strong affirmation of the phenomenon of cultural, that is, creative industries that have great importance for the economic, social, political and general development of society. At the same time, changes in the economic, technological and cultural spheres have strongly influenced changes in the media, as an important creative industry. This means that media products (information, videos, pics) and the media are industry, not only because of the rating criteria which dictate the direction of business but also because it is about mass production and consumers. Creativity is an important strategic resource for increasing competitiveness in a knowledge-based economy. However, media policy does not encourage the systematic promotion of creativity. Consumerist entertainment industry suppresses and marginalizes authentic, creative cultural practices, replacing them with pseudo-cultural contests. The integration of theoretical knowledge and education into the Serbian media sphere is practically at the zero points with recurrences that seriously undermine the overall development, application of knowledge, modern technological achievements, and the affirmation of democracy and freedom as the basic precondition for the overall prosperity of society.

The paper addresses the role that Cultural and Creative Industries play in contemporary urban dynamics. In the framework of the knowledge-based economy, value is increasingly generated and multiplied by activating and consolidating networks between cities, and it is reproduced in intra-urban dynamics, by disrupting hierarchies and seeking value chains in unconventional areas. In this framework, the EU ROCK project is a paradigmatic experimentation of a new urban system in which convergence as a source of value is replaced by reticular expansion. The paper tests the ROCK methodology against network literature, investigating its role as a network infrastructure for knowledge and innovation expansion. This interpretation can inform policies for CCIs, especially in the context of the New European Bauhaus, as it calls for more articulated public action to redesign urban dynamics, settlements and flows in specific urban areas.

This paper presents a rationale for distinguishing between notions of cultural and creative industries which has implications for theory, industry and policy analysis. I do this from the standpoint of a researcher and analyst and also from a position of a corporate involvement in a substantial project to grow and diversify a regional economy through the development of its creative industries. This project is a ‘creative industries precinct’ in inner suburban Brisbane involving my university, Queensland University of Technology, the Queensland state government through its Department of State Development, a variety of industry players, and retail and property developers. There is theoretical purchase in distinguishing the two terms, in part to put further flesh on the bones of claims about the nature of the knowledge-based economy and its relation to culture and creativity. Shifts in the nature of the industries usually described by the terms also need to be captured effectively, as do different policy regimes that come into play as regulation of and support for cultural and creative industries.

Background: Law firms in Botswana offer a particularly interesting context to explore the effects of transition in the knowledge economy. Acquiring and leveraging knowledge effectively in law firms through knowledge management can result in competitive advantage; yet the adoption of this approach remains in its infancy. Objectives: This article investigates the factors that will motivate the adoption of knowledge management in law firms in Botswana, and creates an awareness of the potential benefits of knowledge management in these firms.Method: The article uses both quantitative and qualitative research methods and the survey research design. A survey was performed on all 115 registered law firms and 217 lawyers in Botswana. Interviews were conducted with selected lawyers for more insight. Results: Several changes in the legal environment have motivated law firms to adopt knowledge management. Furthermore, lawyers appreciate the potential benefits of knowledge management. Conclusion: With the rise of the knowledge-based economy, coupled with the pressures faced by the legal industry in recent years, law firms in Botswana can no longer afford to rely on the traditional methods of managing knowledge. Knowledge management will, therefore, enhance the cost effectiveness of these firms. Strategic knowledge management certainly helps to prepare law firms in Botswana to be alive to the fact that the systematic harnessing of legal knowledge is no longer a luxury, but an absolute necessity in the knowledge economy. It will also provide an enabling business environment for private sector development and growth and, therefore, facilitate Botswana’s drive towards the knowledge-based economy.

Finding a new destination for declining industrial communities is a common European trend, wherein local, national and EU interests are intertwined and sometimes contested. New meaning is sought, among other things, in economics, political activity, and images of the past. This article analyzes local development narratives in the case of the “northern periphery”. This paper highlights how the shrinking town of Kajaani, Finland, reacts to the state’s changing role in regional industrial strategies by comparing different local interpretations of future expectations. The research material comprises interviews, city strategies, and editorials from a local newspaper. This paper suggests that the previously dominant narrative of decentralization still holds sway in the minds of the local advocates. However, it is flavored by the narrative of the knowledge-based economy forming three interrelated local narratives: the narrative of the small town; the narrative of closure; and the narrative of traction. The analysis shows that a northern model city of former industrial policy is seeking to reform and develop its original strengths. However, strong links to previous doctrines of state regional policy still frame the potential of local interpretations and make them specifically Nordic development narratives.

The transfer of knowledge is an important task of contemporary organisations. In the knowledge-based economy, more and more organisations have increasingly recognised and encouraged the value of knowledge transfer. However, there is sometimes a tendency to horde knowledge, perhaps through fear of losing power or through uncertainty over job security. In this paper, we consider the motivators of knowledge transfer based on an empirical study carried out in part of a UK multinational, IBM Laboratories, in which the atmosphere appeared conducive to knowledge sharing, and knowledge transfer appeared voluntary and spontaneous. The paper questions why members of an organisation like IBM might be enthusiastic about the transfer of knowledge among themselves. The paper investigates the motivating factors that encourage the transfer of knowledge. A number of motivators underlying knowledge transfer are identified.

In 2002, ‘film’ consolidated a position within municipal governance as part of the Brisbane City Council's economic development program based on the ‘new economy’ understanding of the role of the city as the physical location of commercial and cultural activity. This positioning of film within the notion of industry clustering, and the acknowledgment that production technologies of film and television share a common ground with games development, and other forms of leisure software, represent a fundamental departure from the precepts of the traditional national cinema model. Are creative industries discourse and cluster logic opening up a new field of governance for film policy? How does this translate to the state and federal levels if policy is to become more accommodating to the structures and dynamics of specific regional locations? This paper examines two Queensland approaches to creative industries discourse and cluster logic as a way of understanding the impact this move to a ‘global knowledge-based economy’ will have on the traditional policy framework.

Abstract So far, ‘Industrial Culture’ as a term has been widely used as a synonym for industrial heritage. Only recently, a re-interpretation of industrial culture has been discussed, which goes beyond heritage issues by including contemporary or upcoming cultural and creative resources, addressing directly the future development opportunities of regions. Whilst some aspects of this conceptual framework of industrial culture are already applied in some places, there is no comprehensive outline available yet. In the academic field so far no coherent concept can be found. The aim of this thematic issue is to foster a discussion on the state-of-the-art regarding the conceptualisation of industrial culture. This thematic issue has gathered contributions that respond to the following questions: the different understandings of the concept of industrial culture; the role of industrial culture in the context of a post-industrial society and a knowledge-based economy; the connection between industrial culture, regional development and regional identity, as well as the inter-linkages between traditional industrial sectors and creative industries. The contributions in this issue focus strongly on the connection between the industrial past, present and future, bringing together different academic view points on the topic. The issue maps out current research topics and poses new questions on dealing with the wide topic of industrial culture.

AbstractThe Exchange of knowledge between universities and SMEs became a source of sustainable competitive advantages. The innovation capacity of SMEs is under pressure for various reasons since knowledge management is more costly and innovation readiness more difficult to be achieved. Higher Education Institutions (HEIs) became in this context critical players in the knowledge-based economy to interact with small companies. The traditional functions of universities are the generation of knowledge (research) and its transmission (teaching) are reconsidered in order to better serve the managers.This paper investigate conditions SMEs and universities may better work together, assuming that a pro university-SMEs cooperation behaviour at the level of the SMEs managers and universities is an essential factor of an efficient transfer of knowledge. Evidence of this interaction from development regions of Romania are shown in order to identify emerging cooperation patterns. Another area this paper investigates is the interaction of universities and SMEs when they are bound together in a longer cooperation alliances, in clusters. Actions to develop clusters include universities as central resource. The research intends to review the role of the university in cluster development for Romanian development regions on their struggle to occupy a role in European smart specialization processes. As a main conclusion, the article argues that smart specialization and communities of practice are interconnected concepts enabling innovation processes in university-industry interaction. Knowledge transfer may be more efficient when clusters and universities are interacting on a long-term basis.
