A detailed hydrogeological study was carried out due to the recent occurrence of unexpected problems associated with the flooding of the water table during excavations in the area of a major urbanization work in Madrid. The numerous exploratory drilling excavations carried out allowed for the development of a conceptual model of the complex hydrogeological functioning in clay formations in an urban area. The clays have very little natural recharge, and the underground flow is highly conditioned by the topography and a fold-fault. Modelling with MODDFLOW confirmed and quantified this conceptual model and also allowed for the design of an efficient network of 1.5 km-long drainage trenches. The design of this drainage network was influenced by the difficult balance that must be respected in order not to contaminate the water with sulphates from the nearby gypsum substrate. This is to guarantee the quantitative and qualitative sustainability of the groundwater. The follow-up and monitoring of the water tables and the quality of the groundwater for more than a year after the excavation of the drainage trenches guaranteed the results of the research.

This paper aims to measure the quality of the services delivered by a court by assessing the satisfaction of court users and service providers, i.e., magistrates and court officials. For that purpose, a case study was carried out and data were collected by means of a questionnaire based on the SERVPERF instrument, in which perceived service quality is measured, considering court users, magistrates, and court officials’ perceptions of post-service performance. One hundred and fifty-eight questionnaires were successfully returned. An in-depth interview was later conducted to the court administrator to gain a richer understanding of the results achieved and ask follow-up questions. Overall, findings revealed that court users, magistrates, and court officials clearly have a positive view of the services provided, although improvement is needed, particularly in the court’s facilities and technological equipment. The current research sheds some light on the potentialities and difficulties of assessing service quality in the judiciary and contributes to the validation of the SERVPERF instrument in this context.

Tariff of services at Kajen Public Hospital charged on general patients was calculated based on operational costs like cost of medical services, consumables, medicines, treatment class, and rental cost of surgery room. Unfortunately, all components of costs for tonsillectomy treatment had not been included. Determination of the tariff had not calculated indirectly costs. Tariff of tonsillectomy treatment at the Kajen Public Hospital at inpatient room based on a local regulation Number 1 year 2012 was Rp 3,275,000 for class 3 whereas tariff for claim of BPJS at the same class at a regional hospital type C was Rp 1,767,900. In this case, there was any difference between costs that had to be spent for tonsillectomy treatment and claim from BPJS. Each cost must be calculated in accordance with clinical pathway to determine unit cost in order to provide high-quality of services. The aim of this study was to figure out amount of unit cost based on clinical pathway on tonsillectomy diagnosis at the Kajen Public Hospital. This was an observational analytic study by conducting a case study at the Kajen Public Hospital. Clinical pathway was arranged through meeting of a drafting team. A calculation of unit cost was performed using a method of Activity Based Costing (ABC), determination of exceeding cost. The results of clinical pathway arrangement showed that steps of tonsillectomy diagnosis pathway were as follows: admission, diagnostic, therapy, and follow up. Unit cost of tonsillectomy diagnosis based on the ABC calculation was Rp 2,717,662. The results of cost recovery rate calculation demonstrated that CRR among general patients was 121% whereas among BPJS patients was 65%. It means that each general patient of the Kajen Public Hospital obtained surplus as many as 21% otherwise each BPJS patient obtained minus as many as 35%. Arrangement of clinical pathway and implementation of final clinical pathway could be used as quality control of the Kajen Public Hospital. The hospital management needs to trace costs, to monitor, and to evaluate the obedience of clinical pathway.

In the constitutional arrangement of Indonesia, the House of Regional Representative of the Republic of Indonesia (DPD RI) becomes a representative institution that has the task to accommodate regional interests in political decisions. One form of public accountability for members of the DPD RI is to follow up regional aspirations. The problem of the free health service program in Banten Province, which is considered to be in conflict with Law Number 24 of 2011 concerning the Social Security Organizing Agency, examines the quality of the representative functions of DPD RI members as people's representatives in the regional context with the orientation of regional interests. This study aims to explain the roles and obligations of DPD RI members in following up on their regional aspirations. This research was conducted using qualitative methods with a case study approach. The results of this study indicate that the success of DPD RI members' accountability depends on their ability to establish good relationships with executive institutions and local governments. The accountability of DPD RI members is proven in this case because the Ministry of Health is now supporting the Banten Provincial Government's policy to fill a vacancy before all Banten people are registered as National Health Insurance participants.
