Small-scale inland fisheries are essential for livelihoods and food security in developing countries such as Burkina Faso. However, there is a gap in research on the ongoing transformation of the sector toward sustainability. This article analyzes the transition in inland fisheries and aquaculture in Burkina Faso and its implications in terms of natural resources management, food security, and livelihoods. We used the Multi-Level Perspective (MLP) method as a reference transition framework and sampled using a mixed approach including 63 qualitative interviews, with fisheries experts and stakeholders, as well as quantitative data gathered through a representative survey with 204 fishermen’s households. We examined open access, concession, and co-management fisheries systems. Our results show that technical and institutional changes in fisheries over the last decades deeply shaped and transformed fisheries governance. Technological changes improved the sector’s productivity and its contribution to households’ livelihoods. Fishermen’s households consume up to 25% of fishermen’s catches. The share of the catches consumed is typically higher when commercial fishing is “not important”, but it remains typically low when it is “very important”. The income is higher for fishermen who allocate more time to or gain more income from animals breeding. The establishment of state-based management affects the balance between the coexisting traditional and newer “republican” institutions. Concession and co-management niches can contribute to the empowerment of the stakeholders and establishment of more effective management. However, they are still dominated by the traditional and centralized state regimes and governance. The support of the socio-technical landscape is paramount for the scaling-up of the fish farming niche, which has the potential to improve food security and sustain rural livelihoods in the least developed country, Burkina Faso.

Inland fisheries management in Cambodia has undergone two major policy reforms over the last two decades. These reforms led to the abolishment of a century-old commercial fishing lot system in 2012 and the establishment of new fish sanctuary and community fishing areas. However, the status of fisheries and fish assemblages following the reforms is not well understood. Here, we investigated the temporal changes in fish catch weight and fish assemblage structure for the period 1995–2000 before fishing lot abolishment (BLA) and for the period 2012–2015 after the removal of all fishing lots (after lot abolishment-ALA) using time-series fish catch data recorded from the Tonle Sap Lake (TSL), one of the world largest inland fisheries. We found (i) mean catch trends vary seasonally, with stable catch trends during the BLA and decreasing catch trends during the ALA and (ii) significant shifts in fish assemblage composition, notably a shift from large-bodied, migratory, and/or predatory species during the BLA toward more short-distance migratory and/or floodplain, small-bodied species during the ALA. Fishing lot abolishment coincided with substantial changes to floodplain habitats and increases in fishing pressure, threatening TSL fish stocks. Flow alterations caused by dams and climate change may exacerbate the problem. Therefore, to realize the fisheries reform objectives, it is imperative to strengthen the fisheries’ governance and management system, including effective law enforcement, institutional strengthening, improved planning, cooperation, and coordination as well as clearly defined roles and responsibilities among concerned stakeholders at all levels.

SUMMARYThis paper examines the contribution of products derived from baobab (Adansonia digitata), shea (Vitellaria paradoxa) and néré (Parkia biglobosa) to rural livelihoods in Burkina Faso. A survey was conducted in northern and southern regions to identify and understand the social and environmental factors influencing the utilization of tree products by rural households for home consumption and commercialization, and to explore the contribution of tree products to food security. Emphasis was placed on the roles and responsibilities of women for tree product utilization. Inter- and intra-household relationships governing tree foods were found to vary between regions and tree species, and with gender and household composition. Collection and utilization of tree products differed between north and south because of contrasting ecological contexts and evolving social mores. Household decision making processes were negotiated and consensual in both regions. The results suggest that domestication and dissemination of planting and regeneration technologies, and product processing and marketing initiatives, need a gendered and tree-specific approach in order to build on local norms and capacities. Measures for the conservation and management of tree resources are most important where ecological constraints are most severe but dependence is greatest for sustaining food security.


<em>Abstract</em> .—For the past decade, French inland commercial fishers have faced increasing difficulties in maintaining their fishing and marketing activities for the fish consumption sector. Lack of political will, combined with short-sighted political decision making and increasing regulatory constraints, has made it difficult to develop opportunities for inland commercial fishing. A lack of collective organization among inland fisheries markets, the sector’s poor visibility and image, and conflicts with recreational angling associations have also contributed to these difficulties. Consequently, some small-scale commercial inland fisheries are undergoing liquidation. However, this sector has also made important contributions to society by diversifying its activities through environmental services such as data collection for knowledge and conservation of native fish biodiversity. Indeed, in most cases, professional inland fishers provide the only data on fish stocks and the health of continental aquatic ecosystems. Indeed, this information, knowledge, and associated heritage are part of a cultural legacy that deserves to be preserved, given that fishing plays an important role in the social and cultural identity of many fluvial and lakeside territories. Commercial fishers could also play a significant role in implementing long-term cross-sectoral policies through their contributions to sustainable hydrosystem management, local gastronomy, and ecotourism. This paper presents the strategy that was used to try to halt the general decline of small-scale commercial inland fisheries in France and Europe and describes why the strategy failed.

It is reported that fish contribute 70% of the animal protein intake in Malawi. This may be currently lower, as per capita fish consumption is reported to have declined by 58% from 14 kg/person/year in the 1970s to 8.12 kg/person/year in 2014. The situation poses a serious national nutrition problem, if not put under control. The Malawi Government and other stakeholders were therefore prompted to promote fish farming to supplement the fish that are provided from capture fisheries on the market. Currently, Malawi Development Cooperation (MALDECO) Aquaculture is a prominent commercial aquaculture company in Malawi, with just above 6,000 small-scale farmers. Feed is a challenge due to the high prices of soybean and imported fishmeal. Most small-scale fish farmers use maize bran to feed their fish, but this is nonviable as it results in low yield and abandonment of fish farming by most farmers. This study seeks to provide information in search of a solution to address feed challenges in the fish sector. A literature review was conducted on approaches being used by fish farmers and current efforts to resolve these challenges, and the information gained was used to outline a roadmap for solving livestock feed challenges at household level in Malawi. It was observed that using waste from the farmyard, farmers could culture insects which have high protein content than soybean and highly digestible than fish meal. Insects can deal with environmental pollution by utilising waste. Incorporation of insect meal in fish feed can replace soybean and fish meal, hence turning the fish industry around in Malawi by making it more productive. The goal of making fish products adequately available on the market may rely on the potential of incorporating insect meal in fish feed. Insect inclusion in fish feed has a potential for increasing fish consumption per capita in Malawi, hence improving food security. However, challenges to be resolved are food acceptance, food safety issues and legislation, which can be dealt with by the coordination of government, industry and academia.

ABSTRACT This paper used qualitative methodology to explore the South African government communication and land expropriation without compensation and its effects on food security using Alice town located in the Eastern Cape Province South Africa as its case study. This was done to allow the participants to give their perceptions on the role of government communication on land expropriation without compensation and its effects on South African food security. In this paper, a total population of 30 comprising of 26 small scale farmers in rural Alice and 4 employees from the Department of Agriculture (Alice), Eastern Cape, South Africa were interviewed to get their perception and views on government communications and land expropriation without compensation and its effects on South African food security. The findings of this paper revealed that the agricultural sector plays a vital role in the South African economy hence there is a great need to speed up transformation in the sector.

In this study, we use double-robust estimators (i.e., inverse probability weighting and inverse probability weighting with regression adjustment) to quantify the effect of adopting climate-adaptive improved sorghum varieties on household and women dietary diversity scores in Tanzania. The two indicators, respectively, measure access to broader food groups and micronutrient and macronutrient availability among children and women of reproductive age. The selection of sample households was through a multistage sampling technique, and the population was all households in the sorghum-producing regions of Central, Northern, and Northwestern Tanzania. Before data collection, enumerators took part in a 1-week training workshop and later collected data from 822 respondents using a structured questionnaire. The main results from the study show that the adoption of improved sorghum seeds has a positive effect on both household and women dietary diversity scores. Access to quality food groups improves nutritional status, food security adequacy, and general welfare of small-scale farmers in developing countries. Agricultural projects that enhance access to improved seeds are, therefore, likely to generate a positive and sustainable effect on food security and poverty alleviation in sorghum-producing regions of Tanzania.

About 36% of fatal road accidents in Norway involve at least one driver who is “at work”. It has been argued that the implementation of rules clearly defining the responsibility of road transport companies to prevent work related accidents, by implementing safety management systems (SMS), could lead to increased safety. In the present study we tested the validity of this suggestion, by examining the influence of different sector rules on work-related accident prevention in Norwegian road and maritime transport. In contrast to the road sector, the maritime sector has had rules requiring SMS for over 20 years, clearly defining the shipping companies responsibility for prevention of work-related accidents. The aims of the study were to: (1) examine how the different sector rules influence perceptions of whether the responsibility to prevent work-related accidents is clearly defined in each sector; and (2) compare respondents’ perceptions of the quality of their sectors’ efforts to prevent work-related accidents, and factors influencing this. The study was based on a small-scale survey (N = 112) and qualitative interviews with sector experts (N = 17) from companies, authorities, and NGOs in the road and the maritime sectors. Results indicate that respondents in the maritime sector perceive the responsibility to prevent work-related accidents as far more clearly defined, and they rate their sector’s efforts to prevent accidents as higher than respondents in road. Multivariate analyses indicate that this is related to the scope of safety regulations in the sectors studied, controlled for several important framework conditions. Based on the results, we conclude that the implementation of SMS rules focused on transport companies’ responsibility to prevent work-related accidents could improve safety in the road sector. However, due to barriers to SMS implementation in the road sector, we suggest starting with a simplified version of SMS.

The impacts of climate change on marine capture fisheries have been observed in several studies. It is likely to have a substantial effect on fishers’ income and food security. This study aims to estimate the impact of adaptation strategies on fishers’ income and their household’s food security. Data were collected from small-scale fishers’ households, which own a fishing boat smaller or equal to five gross tonnages (GT). The study sites were the two coastal regions of Malang and Probolinggo in East Java, Indonesia, due to the meager socioeconomic resources caused by climate change. A probit regression model was used to determine the factors influencing the fishers’ adaptation. Propensity score matching (PSM) was applied to evaluate the impact of the adaptation strategies on income and food security. Food security was measured by food consumption score (FCS). The findings indicated that participation in the fishers’ group affected adaptation strategies significantly, and so did the access to credit and climate information. Also, PSM showed that the adaptation strategies had a positive and significant impact on fishers’ income and food security. Those who applied the adaptation strategies had a higher income and FCS than those who did not. This finding implies that the fishery sector’s adaptation strategies can have significant expansion outcome and reduce exposure to risks posed by climate change. Therefore, the arrangement of more climate change adaptation strategies should be promoted by the government for small-scale fishers in Indonesia.

AbstractMany regions around the world are experiencing an increase in climate-related shocks, such as drought. This poses serious threats to farming activities and has major implications for sustaining rural livelihoods and food security. Farmers’ ability to respond to and withstand the increasing incidence of drought events needs to be strengthened and their resilience enhanced. Implementation of measures to enhance resilience is determined by decisions of farmers and it is important to understand the reasons behind their behavior. We assessed the viability of measures to enhance resilience of farmers to drought, by developing a general framework that covers economic-technical and psychological-cognitive aspects, here summarized under the terms (1) motivation and (2) feasibility. The conceptual framework was applied to cocoa farmers in Ghana and tef farmers in Ethiopia by using questionnaire-based surveys. A portfolio of five specific measures to build resilience (i.e., irrigation, shade trees, fire belts, bookkeeping, mulching, early mature varieties, weather forecast, reduced tillage, improved harvesting) in each country was evaluated with a closed-ended questionnaire that covered the various aspects of motivation and feasibility whereby farmers were asked to (dis)agree on a 5-point Likert scale. The results show that if the motivation mean score is increased by 0.1 units, the probability of implementation increases by 16.9% in Ghana and by 7.7% in Ethiopia. If the feasibility mean score is increased by 0.1 units, the probability of implementation increases by 24.9% in Ghana and by 11.9% in Ethiopia. We can conclude that motivation and feasibility matter, and we improve our understanding of measure implementation if we include both feasibility and motivation into viability assessments.
