Accessibility and urban walkability are the cornerstones of urban policies for the contemporary city, which needs to be oriented towards sustainable development principles and models. Such aims are included in the objectives of the 2030 Agenda, as well as in the ambitious objectives of the ‘European Green Deal’. These concepts are closely linked to the paradigm of a sustainable city—livable, healthy and inclusive—based on a system of high-quality public spaces and on a network of services and infrastructures, both tangible and intangible, capable of strengthening and building new social, economic and environmental relationships. It is necessary to recognize potential opportunities for connection and permeability in consolidated urban environments. These are very often fragmented and are characterized by enclaves of very different kinds. Ghettoes and gated communities, old industrial plants and military installations and facilities, to cite a few, represent examples of cases where closures on urban fabrics are realized, impeding full walkability and accessibility. Within such a framework, the present research is aimed at focusing on a particular set of enclaves, such as those represented by the military sites being reconfigured to civilian use, a phenomenon that characterizes many urban areas in the world; in Europe; and in Italy, in particular, given the recent history and the Cold War infrastructure heritage. In such a sense, the city of Cagliari (Sardinia Island, Italy) represents an interesting case study as it is characterized by the presence of a series of military complexes; real ‘enclaves’ influencing the proximity connections; and, more generally, walkability. Building on previous research and analysis of policies and projects aimed at reintroducing, even partially, this military asset into civilian life (Green Barracks Project (GBP)-2019), this paper proposes and applies a methodology to evaluate the effects of urban regeneration on walkability in a flexible network logic, oriented to the ‘15 min city’ model or, more generally, to the renewed, inclusive, safe “city of proximity”, resilient and sustainable.

Maps have long been used as ways of understanding the land as a means of defining borders, land ownership, resources, estimating tax-gathering potential and for defensive purposes. Many of the national mapping agencies originated as arms of the military. When a new regime takes over a country it may decide to prepare its own set of maps – not least for defensive purposes – and to restrict who has access to these maps. When the Soviet Union occupied the Baltic States in 1945 – and these became front-line areas during the Cold War, with large areas devoted to military installations and border zones – a whole new set of maps were created. We took a sample of maps of Estonia from the inter-war years and from the period of political and military occupation from 1945-1991. The Soviet army maps became freely available in the post-Soviet period and studying them and comparing them with the older maps reveals the way the land was perceived. Military maps were produced using different projections and scales, especially regarding the topography and other features relevant for military operations. The maps included deliberate mistakes and if publicly available they contained many blank spaces to hide sensitive areas and to pretend they did not exist. We also found that maps played a key role in planning future landscapes – kolkhoz maps showed how Estonia was foreseen as a complete planned system covering the whole country outside urban areas.

This chapter describes the experiences of a military social worker deployed to Iraq with a combat stress unit, as well as her predeployment and postdeployment experiences. As a civilian, the author is a professor. She explores how deployment affected her academic career and her own overall process of readjustment to civilian life. She describes her main duties and activities as the only professional mental health provider and combat stress team prevention leader at the camp in southern Iraq where she was assigned. The author reflects on early life experiences that motivated her to choose social work as a profession. In terms of joining the military, the author considers how her personal travels as well as employment with U.S. Army Intelligence in Europe, during the Cold War era, contributed to her motivation to join the Army Reserves.

In the 1970s, the fragile historical centre of the city of Perugia was a key area where the binomial of sustainable mobility and urban regeneration was developed and applied. At the turn of the xxi century, the low carbon automatic people-mover Minimetrò broadened that application from the city's historical centre to the outskirts, promoting the enhancement of several urban environments. This paper is the outcome of an investigation of original sources, field surveys and direct interviews, which addresses the Minimetrò as the backbone of a wide regeneration process which has had a considerable impact on the economic development of a peripheral area of the city which was previously devoid of any clear urban sense. The conclusion proposes some solutions to improve the nature of the Minimetrò as an experimental alternative means of transport.

The article analyses the dominant trends in contemporary armed conflicts that are referred to as the “new wars.” Rather than debating the empirical aspects of the concept, the author focuses on its conceptual content, which provides a theoretical framework for understanding the military actions that came after the end of the Cold War. She traces the genealogy of irregular wars, which is a concept known since late antiquity, although it was not at that time a definitive part military theory. Traditional military conflicts often took place between armies of states that officially declared war on each other. They were limited in time and space and had clear goals that, once achieved, left open the possibility of a return to peace. The term “small war” came into use by theorists only at the turn of the eighteenth and nineteenth centuries to describe the processes taking place on the periphery of classical conflicts. However, that term seems to be the most relevant for understanding the irregular nature of combat actions in the twenty-first century. New wars add a dimension of biopolitics to the traditional realm of geopolitics. Drawing examples from the conflicts and armed revolutionary movements of the second half of the twentieth century, the author argues that there were fundamental transformations that set irregular warfare apart: a shift of strategic emphasis, the insurgent and guerrilla nature of the conflicts, the redefinition of “collateral damage,” the spread of terrorist methods for waging war between unequal forces, and private financing of paramilitary groups. The characterization of the essential features of the new wars concept includes an analysis of the factors that led to reformulating war; the key factor was the combination of authoritarianism with economic openness and neoliberal economic policy. The conclusion reached is that, against the background of ongoing global integration, the changes in the conduct of armed conflicts are creating a new culture of security that is justifiably labelled “new wars.”

The academic study of the Soviet economy in the US was created to help fight the Cold War, part of a broader mobilization of the social sciences for national security needs. The Soviet strategic challenge rested on the ability of its economy to produce large numbers of sophisticated weapons. The military sector was the dominant part of the economy, and the most successful one. However, a comprehensive survey of scholarship on the Soviet economy from 1948-1991 shows that it paid little attention to the military sector, compared to other less important parts of the economy. Soviet secrecy does not explain this pattern of neglect. Western scholars developed strained civilian interpretations for several aspects of the economy which the Soviets themselves acknowledged to have military significance. A close reading of the economic literature, combined with insights from other disciplines, suggest three complementary explanations for civilianization of the Soviet economy. Soviet studies was a peripheral field in economics, and its practitioners sought recognition by pursuing the agenda of the mainstream discipline, however ill-fitting their subject. The Soviet economy was supposed to be about socialism, and the military sector appeared to be unrelated to that. By stressing the militarization, one risked being viewed as a Cold War monger. The conflict identified in this book between the incentives of academia and the demands of policy makers (to say nothing of accurate analysis) has broad relevance for national security uses of social science.

The focus of this chapter is an examination of the diversity of living organisms found within urban environments, both inside and outside buildings. The discussion commences with prions and viruses before moving on to consider micro-organisms, plants, and animals. Prions and viruses cause disease in plants and animals, including humans. Micro-organisms are ubiquitous and are found in great numbers throughout urban environments. New technologies are providing new insights into their diversity. Plants may be found inside buildings as well as in gardens and other green spaces. The final sections of the chapter offer a discussion of the diversity of animals that live in urban areas for part or all of their life cycle. Examples of the diversity of life in urban environments are presented throughout, including native and non-native species, those that are benign and deadly, and the common and the rare.

The modelling of thermal exposure in outdoor urban environments is a highly topical challenge in modern climate research. This paper presents the results derived from a new micrometeorological model that employs an integrated biometeorology module to model Universal Thermal Climate Index (UTCI). This is PALM-4U, which includes an integrated human body-shape parameterization, deployed herein for a pilot domain in Prague, Czech Republic. The results highlight the key role of radiation in the spatiotemporal variability of thermal exposure in moderate-climate urban areas during summer days in terms of the way in which this directly affects thermal comfort through radiant temperature and indirectly through the complexity of turbulence in street canyons. The model simulations suggest that the highest thermal exposure may be expected within street canyons near the irradiated north sides of east–west streets and near streets oriented north–south. Heat exposure in streets increases in proximity to buildings with reflective paints. The lowest heat exposure during the day may be anticipated in tree-shaded courtyards. The cooling effect of trees may range from 4 °C to 9 °C in UTCI, and the cooling effect of grass in comparison with artificial paved surfaces in open public places may be from 2 °C to 5 °C UTCI. In general terms, this study illustrates that the PALM modelling system provides a new perspective on the spatiotemporal differentiation of thermal exposure at the pedestrian level; it may therefore contribute to more climate-sensitive urban planning.

The use and coordination of multiple modes of travel efficiently, although beneficial, remains an overarching challenge for urban cities. This paper implements a distributed architecture of an eco-friendly transport guidance system by employing the agent-based paradigm. The paradigm uses software agents to model and represent the complex transport infrastructure of urban environments, including roads, buses, trolleybuses, metros, trams, bicycles, and walking. The system exploits live traffic data (e.g., traffic flow, density, and CO2 emissions) collected from multiple data sources (e.g., road sensors and SCOOT) to provide multimodal route recommendations for travelers through a dedicated application. Moreover, the proposed system empowers the transport management authorities to monitor the traffic flow and conditions of a city in real-time through a dedicated web visualization. We exhibit the advantages of using different types of agents to represent the versatile nature of transport networks and realize the concept of smart transportation. Commuters are supplied with multimodal routes that endeavor to reduce travel times and transport carbon footprint. A technical simulation was executed using various parameters to demonstrate the scalability of our multimodal traffic management architecture. Subsequently, two real user trials were carried out in Nottingham (United Kingdom) and Sofia (Bulgaria) to show the practicality and ease of use of our multimodal travel information system in providing eco-friendly route guidance. Our validation results demonstrate the effectiveness of personalized multimodal route guidance in inducing a positive travel behavior change and the ability of the agent-based route planning system to scale to satisfy the requirements of traffic infrastructure in diverse urban environments.

In civilian life, an individual has the right to refuse medical treatment in almost any circumstance. While a patient who refuses treatment may face adverse consequences such as prolonged illness, our society recognizes the importance of individual choice in health matters. Members of the military, however, enjoy no such right. Service members are required to submit to certain medical treatments as a part of their employment contract. Refusing such treatments is disobeying an order, and the service member then faces the prospect of a dishonorable or “other than honorable” discharge, and even imprisonment. Disobeying an order to receive treatment can thus result in the equivalent of a felony conviction on the individual's employment history forever.
