To slow down climate warming and achieve sustainable development, the Paris Agreement attempts to establish cooperative approaches (Article 6.2 in the Paris Agreement) and a sustainable development mechanism (Article 6.4 in the Paris Agreement) for carbon trading. However, deficiencies in implementation exist due to a lack of systematic execution regulations and an integrated management system. To strengthen the effectiveness of the two carbon trading mechanisms for reducing carbon emission, this paper aims to propose an implementation framework of cooperative approaches and a sustainable development mechanism. Based on the international regime theory in global climate change and the nine elements of the market mechanism, the paper makes use of comparative analysis to discuss the type of mechanism, coverage of the system, operational framework, governance framework, and implementation framework of cooperative approaches and a sustainable development mechanism. The main results and conclusions are as follows: (1) Cooperative approaches are considered as project-based and quota-/credit-based carbon market mechanisms. Under cooperative approaches, trading units should be authorized at the international-regional and sub-regional levels. CO2, CH4, N2O, HFCs, PFCs, SF6, and NF3 are the seven types of greenhouse gases that could be traded through cooperative approaches, and they shall be accounted by the unit of CO2-eq. (2) The sustainable development mechanism is considered as an industry-based and credit-based carbon market framework. Under the sustainable development mechanism, trading units should be authorized at the international level. CO2, CH4, N2O, and PFCs can work in the sustainable development mechanism as subject matters. The unit of gases shall be CO2-eq as well. (3) The implementation framework of cooperative approaches ought to follow three stages: project preparation, project submission, and auditing, as well as internationally transferred mitigation outcomes transfer. The implementation framework of the sustainable development mechanism ought to contain three stages: project development and review, project implementation and monitoring, and project acceptance and unit transfer. The authors hope it can work as a guideline for the early implementation stage of the cooperative approaches and sustainable development mechanism to stimulate carbon reduction and further slow climate change.

The study's primary purpose is to propose a proposal of effective implementation of CAs and SDM for alleviating global warming. Based on international regime theory in global climate change and the nine elements of the market mechanism, the article analyzes the type of mechanism, coverage of the system, operational framework, and governance framework of CAs and SDM. The paper combines the operational framework with the governance framework to form an implementation framework of CAs and SDM, developing the nine elements of the market mechanism.ResultsCAs are considered as project-based and quota-/ credit-based carbon market mechanisms. Under CAs, trading units should be authorized at the international-regional/ sub-regional level. CO2, CH4, N2O, HFCs, PFCs, SF6, and NF3 shall be covered and function as subject matters. The unit of CO2-eq shall account for them. CAs can transfer verified ITMOs through bilateral/ multilateral cooperation agreements or ITMOs information disclosure platform. The governance of CAs shall keep up with both international and regional/ sub-regional rules and regulations.SDM is an industry-based and credit-based carbon market framework. Under SDM, trading units should be authorized at the international level. CO2, CH4, N2O, and PFCs work in SDM as subject matters. The unit of gases shall be CO2-eq. SDM is designed to transfer carbon reductions via an industry-level platform. A fully-centralized scenario is suggested as the governance model of SDM.ConclusionsThis study proposes the rules and implementation framework of CAs and SDM, which can work as a guideline for the early implementation stage of CAs and SDM. The implementation framework of CAs ought to follow three stages: project preparation, project submission & auditing, and Internationally Transferred Mitigation Outcomes (ITMOs) transfer. The implementation framework of SDM ought to contain three phases: project development & review, project implementation & monitoring, and project acceptance & unit transfer.

In the light of the new era of climate action under the Paris Agreement (PA) and the rights and justice issues raised by climate change-related policies and measures, this paper discusses the integration of a human rights component within the Sustainable Development Mechanism (SDM) of the PA. Established in article 6.4, the SDM is essentially a new mitigation mechanism available to all Parties aimed at helping them to achieve and increase their mitigation actions, while fostering sustainable development. Looking back at the experience of the Clean Development Mechanism (CDM) of the Kyoto Protocol, which bears great resemblance to the SDM, as well as to the human rights concerns raised during its implementation, the integration of human rights considerations into the SDM and its governing rules seems to be necessary to prevent negative outcomes and human rights harms when implemented. The adoption of such rules, consistent with international human rights, could provide an opportunity for State Parties to operationalise the language included in the PA and tackle the climate change challenge, while ensuring respect for human rights.

The 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs), the Paris Agreement, and a number of important agreements call on the United Nations (UN) to strengthen a relationship with the private sector to develop and transfer climate technology in global action on climate change. The Technology Mechanism (TM) is anchored in the UN Framework Convention on Climate Change as a key enabler for the attainment of the Goals of the Paris Agreement. The growing interest for collaboration with the private sector sets new ambitions for the UN Climate Technology Centre and Network (CTCN). The active engagement of the private sector is critical for successful technology transfer and successful innovation. This paper reviews and analyses the role of the private sector in facilitating technology transfer in CTCN’s Technical Assistance. Furthermore, the shared interest for partnership between the CTCN and the private sector was evaluated by analysing in-depths interviews with major CTCN stakeholders. Based upon this analysis, several recommendations are made on how to enhance public–private partnerships in order to strengthen private sector participation in climate technology transfer activities with a special focus on technology–push and market–pull innovation.

One of the greatest achievements in the global negotiations of 2015 that delivered the 2030 Agenda for Sustainable Development or Sustainable Development Goals (SDGs) and the Paris Agreement on climate change is that, for the first time, the linkages between climate and development were enshrined in each of the documents. This was done in recognition that climate change and development need to be addressed together in order not only to avoid harmful trade-offs and high costs, particularly for poorer countries, but also to exploit the benefits that come from strengthening these linkages. This review presents some of the latest data that argue for stronger linkages as well as the challenges of implementation which are not only politically and economically related but also include issues such as knowledge gaps, finance and governance. Finally, the review also presents a glimpse at the pathways that will be required to reach the ambitious global temperature targets of the Paris Agreement of less than 2°C above pre-industrial levels with efforts to limit temperature rise even further to 1.5°C. This provides the context for some conclusions and recommendations for policy-makers, including on methodologies for assessing linkages and leveraging them for greater benefit. This chapter explores the relationship between international development and global health. Contrary to the view that development implies ‘good change’, this chapter argues that the discourse of development masks the destructive and exploitative practices of wealthy countries at the expense of poorer ones. These practices, and the unregulated capitalist economic system that they are part of, have created massive inequalities between and within countries, and potentially catastrophic climate change. Both of these outcomes are detrimental to global health and the millennium development goals and sustainable development goals do not challenge these dynamics. While the Sustainable Development Goals acknowledge that inequality and climate change are serious threats to the future of humanity, they fail to address the economic system that created them. Notwithstanding, it is possible that the enormity and proximity of the threat posed by inequality and global warming will energise a counter movement to create what Kate Raworth terms ‘an ecologically safe and socially just space’ for the global population while there is still time.

Abstract This workshop is dedicated on SDGs in the focus of environmental and health issues, as very important and actual topic. One of the characteristics of today's societies is the significant availability of modern technologies. Over 5 billion (about 67%) people have a cellphone today. More than 4.5 billion people worldwide use the Internet, close to 60% of the total population. At the same time, one third of the people in the world does not have access to safe drinking water and half of the population does not have access to safe sanitation. The WHO at UN warns of severe inequalities in access to water and hygiene. Air, essential to life, is a leading risk due to ubiquitous pollution and contributes to the global disease burden (7 million deaths per year). Air pollution is a consequence of traffic and industry, but also of demographic trends and other human activities. Food availability reflects global inequality, famine eradication being one of the SDGs. The WHO warns of the urgency. As technology progresses, social inequality grows, the gap widens, and the environment continues to suffer. Furthermore, the social environment in societies is “ruffled” and does not appear to be beneficial toward well-being. New inequalities are emerging in the availability of technology, climate change, education. The achievement reports on the Sustainable Development Goals (SDGs), also point out to the need of reviewing individual indicators. According to the Sustainable Development Agenda, one of the goals is to reduce inequalities, and environmental health is faced by several specific goals. The Global Burden of Disease is the most comprehensive effort to date to measure epidemiological levels and trends worldwide. It is the product of a global research collaborative and quantifies the impact of hundreds of diseases, injuries, and risk factors in countries around the world. This workshop will also discuss Urban Health as a Complex System in the light of SDGs. Climate Change, Public Health impacts and the role of the new digital technologies is also important topic which is contributing to SDG3, improving health, to SDG4, allowing to provide distance health education at relatively low cost and to SDG 13, by reducing the CO2 footprint. Community Engagement can both empower vulnerable populations (so reducing inequalities) and identify the prior environmental issues to be addressed. The aim was to search for public health programs using Community Engagement tools in healthy environment building towards achievement of SDGs. Key messages Health professionals are involved in the overall process of transformation necessary to achieve the SDGs. Health professionals should be proactive and contribute to the transformation leading to better health for the environment, and thus for the human population.

The 2030 Agenda for Sustainable Development is marked by the consolidation of sustainability as a key guiding principle and an emphasis on cities as a potential solution to global development problems. However, in the absence of an agreement on how to implement sustainable development in cities, a set of urban policy solutions and ‘best practices’ became the vehicles through which the sustainable development agenda is spreading worldwide. This article shows that the rapid circulation of Bogotá as a model of sustainable transport since the 2000s reflects an increasing focus of the international development apparatus on urban policy solutions as an arena to achieve global development impacts, what I call the ‘leveraging cities’ logic in this article. This logic emerges at a particular historical conjuncture characterised by: (1) the rising power of global philanthropy to set development agendas; (2) the generalisation of solutionism as a strategy of action among development and philanthropic organisations; and (3) the increasing attention on cities as solutions for global development problems, particularly around sustainability and climate change. By connecting urban policy mobilities debates with development studies this article seeks to unpack the emergence, and the limits, of ‘leveraging cities’ as a proliferating global development practice. These urban policy solutions are far from being a clear framework of action. Rather, their circulation becomes a ‘quick fix’ to frame the problem of sustainable development given the unwillingness of development and philanthropic organisations to intervene in the structural factors and multiple scales that produce environmental degradation and climate change.

Sustainable development is becoming a very important issue in the 21st century. Facing global changes such as the global warming, global climate change, as well as other pressing issue, all spheres of economy and social life need to take part in mitigating them and preventing disasters from happening. Our article studies the role of the small business in the above processes and the place of the small business in promoting sustainable development through its actions, public and social awareness and responsibility. We show how even small and medium enterprises can become a decisive power in tackling the climate change and promoting green thinking and sustainable awareness. This can be achieved through enhancing social responsibility of business companies which can greatly contribute to supporting the Sustainable Development Goals (SDG) and promoting sustainable economic growth.
