To deal with the contradictions that are caused by natural conditions and unreasonable water allocations in Minqin County, which are located downstream of the Shiyang River basin in arid northwest China, an optimization-based multi-scale calculation method was proposed for analyzing agricultural water-saving potential. Firstly, an optimization model was developed for allocating water and land resources legitimately with the conjunctive use of surface water and groundwater. Secondly, the groundwater equilibrium was fully considered in developing optimization model to achieve the ecological value of agricultural water savings. Then, multi-scale agricultural water-saving potentials were analyzed based on optimal results under different water-saving levels. These results provide local water managers with satisfactory economic benefit with higher water use efficiency. With reasonable management strategies of water and land resources, the ecosystem of Minqin County could gradually recover in the future. The results of the multi-scale water-saving potential analysis can help decision makers to identify desired water-saving plans that consider the coordinated development of the local economy, society, and ecology.

Abstract Agricultural water resources have been limited over the years due to global warming and irregular rainfall in the arid and semi-arid regions. To mitigate the water stress in agriculture, mulching has a crucial impact as a water-saving technique in rain-fed crop cultivation. It is important mainly for preserving soil moisture, relegating soil temperature, and limiting soil evaporation, which affects the crop yield. Mulching has many strategic effects on soil ecosystem, crop growth, and climate. Mulch insulates the soil, helping to provide a buffer from cold and hot temperatures that have a crucial activity in creating beautiful and protected landscapes. This study has accumulated a series of information about both organic and plastic mulch materials and its applicability on crop cultivation. Moreover, future research potentials of mulching with modeling were discussed to quantify water loss in agriculture.

Worldwide, water scarcity threatens delivery of water to urban centers. Increasing water use efficiency (WUE) is often recommended to reduce water demand, especially in water-scarce areas. In this paper, agricultural water use efficiency (AWUE) is examined using the super-efficient data envelopment analysis (DEA) approach in Xi'an in Northwest China at a temporal and spatial level. The grey systems analysis technique was then adopted to identify the factors that influenced the efficiency differentials under the shortage of water resources. From the perspective of temporal scales, the AWUE increased year by year during 2004–2012, and the highest (2.05) was obtained in 2009. Additionally, the AWUE was the best in the urban area at the spatial scale. Moreover, the key influencing factors of the AWUE are the financial situations and agricultural water-saving technology. Finally, we identified several knowledge gaps and proposed water-saving strategies for increasing AWUE and reducing its water demand by: (1) improving irrigation practices (timing and amounts) based on compatible water-saving techniques; (2) maximizing regional WUE by managing water resources and allocation at regional scales as well as enhancing coordination among Chinese water governance institutes.

Investigation and potential analysis of low-slope hilly land resources is a foundational work for carrying out land development and utilization scenically. In this paper, based on status of land use change survey data in 2011 and satellite remote sensing data of study area, at the same time,we combined with the practical situation of study area, by using superposition analysis, spatial clustering and fuzzy comprehensive evaluation, did an investigation to low-slope hilly land resources which slopes between 8 degree and 25 degree, analyzed theoretical potential and actual potential of low-slope hilly development and utilization, in order to provide the basis and reference for land use work. The results of the project show: (1) development potential of low-slope hilly land resources is large; (2) the discrepancy beteen theoretical potential and actual potential is obvious; (3) the strategic of development and utilization must be adjust measures to local conditions, pay equal attention to ecological benefit, social benefit and economic benefit and considerate landscape and ecological balance comprehensively.
