Comparative characteristics of the weather and climate health risk in the Arctic belt of the Krasnoyarsk region

The average for 2009–2019 was determined. monthly indicators of temperature, speed of movement and air humidity in the open area according to the data of meteorological stations at Cape Chelyuskin and Dikson Island. Monthly wind-cold indices (VHI) and equivalent effective temperatures (EET) were calculated, and the assessment of the risk of cold influences on humans was compared. In the Arctic zone of the Krasnoyarsk Territory, thermal discomfort has been established due to low air temperatures, wind strength (from weak to moderate), and humidity (moderate to highly humid) air. Bioclimatic conditions differed in the lower temperatures for 6 months at Cape Chelyuskin and the strength of the wind (1 month); on about. Dixon — higher humidity for 7 months. and wind strength for 2 months. On about Dikson compared with M. Chelyuskin identified less uncomfortable conditions. Average monthly daily temperatures in the open area prove the presence of a cold environment. This suggests that VHI indicates the presence of a potential (4 months) and probable cold health risk (8 months). EET showed the presence of year-round cold risk. At Cape Chelyuskin, the habitat was assessed as «cold» (4 months) and «threat of frostbite» (8 months). Dixon — as «moderately cold» (3 months), «cold» (1 month), «very cold» (1 month) and «threat of frostbite» (7 months).

Increasing the pace of development of the Arctic zone, among other tasks, requires the attraction of significant production resources to improve the transport network, in particular, road construction equipment and technological equipment. Extreme climatic conditions, including low air temperatures and strong winds, are features of the Arctic zone. In this regard, there is a need to form a methodological basis for the development of construction and repair materials for use in the Arctic. To solve this problem, based on the results of mechanical tests at temperatures of +20°C, -30°C and -50°C, the possibility of using carbon fiber plastics with various types of hybrid matrices for the manufacture of mechanical engineering products operating in extreme conditions of the Arctic and the creation of reinforcing linings during their repair. The indicators of manufacturability during repairs under the conditions of constant exposure to negative temperatures using polymeric materials are considered.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.

The impact on healthcare organization on the territory of Russian Arctic of unique natural and climatic, demographic, ethnic, settlement and professional factors of influencing the health of population, constantly or temporarily living on this territory is studied. The necessity is substantiated of various forms and resource provision with healthcare services such real and potential patients of Arctic medical institutions, as representatives of indigenous small peoples of the North, workers of mining and metallurgical industry, military personnel, sailors and shift workers. In this connection a correction of a number of All-Russian normative acts is proposed.

The article is devoted to the analysis of the role of the Northern Sea Route (NSR) in the socio-economic development of the Arctic zone of Russia. The authors believe that climate change, gradually leading to the melting of polar ice, opens up new opportunities for the development of Arctic resources and navigation in the seas of the Arctic Ocean. Of particular interest to the NSR are non-Arctic countries, critically dependent on the supply of foreign mineral and carbon resources, as well as on the export of their goods to Europe. Among them, China stands out, considering the NSR as the Arctic Blue Economic Corridor as part of the global Silk Road system. The NSR is intended to become an essential tool for further development of the Arctic zone of Russia. Development of port infrastructure and creation of a modern ocean and maritime fleet will accelerate the pace of socio-economic development of this strategically important region. To do this, it is necessary to adopt a federal law on special system of preferences for investors, including foreign ones, implementing their projects in the Arctic. Among such preferences there are preferential profit tax rates, reduction in Mineral Extraction Tax (MET) rates, a declarative procedure for VAT refunds, a simplified procedure for granting land plots and unchanged conditions for the implementation of investment projects. In addition, it is important to make the NSR safe and profitable both in terms of quality of service and of price for the shippers. In particular, the payment for icebreakers’ escort of vessels should be competitive and reasonable. The largest Russian private and state-owned companies should be involved into Arctic projects. It is important to synchronize the Arctic oil and gas projects with nuclear and LNG icebreakers’ construction, as well as with the launch of two logistics hubs in Murmansk and Kamchatka. In this case, year-round NSR navigation will be organized, which will ensure the high competitiveness of Russian products supplied to the Asian Pacific markets.
