The article is devoted to political repressions among Belarusians of Bashkiria in the 30s of the XX century. To date, this ethnic group remains one of the little-studied peoples of the republic, which was a consequence of the long-term priority in the research of the titular Bashkir ethnic group against the background of the ethnocentrism of the historical science of the country. The number of publications devoted to the Belarusians of Bashkiria continues to remain insignificant until now, and most of them are published in the periodical press, as a rule, they have a journalistic, local history, popular science, reference or review orientation. For the first time, the researcher was faced with the task of identifying the dynamics of repressive measures against the ethnic group of Belarusians who lived compactly in rural areas of the region. The analysis of the data of the "Book of Memory of the Victims of Political Repression of the Republic of Bashkortostan" has established that rural residents from among the Belarusian ethnic group suffered more at the initial stages of mass collectivization. this confirms the prosperity of the settlers acquired during the functioning of the farm system of management, as well as the fact that the repressions against Belarusians did not have an ethnic coloring, like their neighbors in the farm residence of Latvians. As an example, the archival and investigative cases of the FSB in the Republic of Bashkortostan from 1931 are considered. The fate of a late-period migrant who emigrated to the Soviet Union in 1926 from the territory of Western Belarus is considered.

The article reveals the necessity to use a foresight when designing strategic plans and programs for the socio-economic development of rural municipalities in the present conditions of spatial and harmonious development of rural territories. A phased algorithm for forecasting the social development in rural areas. The article presents the results of foreseeing the social development of rural territories of the Non-chernozem zone of the Republic of Bashkortostan. The proposed unified foresight research methodology that makes it possible to provide a realistic target setting and precise «targeting» of strategic planning for the social development in rural areas. Summing up that the foresight technologies should be used as a system tool for developing a strategy for sustainable development of rural territorial systems.

Abstract. The article actualizes the need of foresight technologies in the sustainable development of strategic plans of sustainable development in rural municipalities at the level of the Russian Federation. It is pointed out that the modern methodology of foresight studies is quite flexible and multifaceted, has wide application at different hierarchical levels of management. The purpose of the study is to prove the need to use the foresight methodologies for rural development strategic planning and forecasting tool. In the course of the study, the following methods were used: strategic planning and forecasting, foresight technologies (expert survey and expert opinions), comparative analysis. The scientific novelty of the study is determined by the formation of a set of practical recommendations on the use of foresight tools at the municipal level of management in rural areas. The systematic approach usage in combination with foresight technologies allows to develop strategic plans for the development in rural areas from the perspective of long-term improvement of their economic and social component. A brief analysis of the current state and development of foresight research in the Russian Federation is presented. It is concluded that in modern conditions of rural development it is necessary to develop strategic programs and anti-crisis measures that should focus on the application of the foresight technologies. It shows that the characteristic features of the rural municipal foresight are, on the one hand, the obligatory interconnection of strategic priorities for rural areas development in the long term and, on the other hand, the need to achieve the interest of key factors in regional development. Results of a research: the algorithm of strategic planning of sustainable development of rural areas of the region based on foresight technologies and the mechanism for its implementation at the municipal level are considered; strategic goals and priority areas for sustainable development of rural areas of the Republic of Bashkortostan in the sub-regional context were defined. On the basis of the foresight analysis, a three-level branding of agri-food products manufactured in the region was carried out, and brands within the considered rural municipalities were identified. It is concluded that foresight technologies should be used as the system tool for the formation and implementation of sustainable development strategy in rural areas of the Republic of Bashkortostan.

In this article, on the example of the districts of the Republic of Bashkortostan, the need for a comprehensive use of marketing and branding tools at the municipal level is actualized. The marketing approach in municipal management is considered as one of the effective mechanisms in increasing the investment and tourist attractiveness of depressed territories. Designated foreign and domestic experience in the field of territorial marketing and branding. The problems and prospects of applying the tools of territorial marketing and branding in relation to the Uchalinsky municipal district – one of the south-eastern regions of the Republic of Bashkortostan – are analyzed in detail. The conclusion is made about the need to diversify the economy of the region and the feasibility of developing a comprehensive program – the “Marketing Concept of Uchaly District of the Republic of Bashkortostan”, aimed at increasing its investment attractiveness and competitiveness. A number of territorial brands for the Uchalinsky district of the Republic of Belarus are proposed – “Uchalinskaya Jasper”, “Uchalinsk Gold”, “Uchalinsky Silver”, “Uchalinsky Kumys” and others. The necessity of introducing in the Department of Economic Development, Investments and Entrepreneurship of the District Administration additional staff units of specialists in the field of territorial marketing and branding, which would supervise more clearly the issues of patenting, branding of local products, is substantiated. As a result of the study, the authors prove the necessity of organizing in the future in the Republic of Bashkortostan a tourism and recreation zone with a preferential taxation for subjects of ethnic business, including agricultural and ethnic tourism, primarily in the south-eastern regions. It was concluded that the integrated application of the marketing approach in the regional and municipal management will contribute to increasing the investment and tourist attractiveness of rural areas, more efficient development of the rural economy, growth of employment, incomes and quality of life of villagers.

Based on the data of the All-Russian population censuses of 2002 and 2010, as well as the micro-census of 2015, the author examines the dynamics of the structure of the urban and rural population of Russia and Bashkortostan in terms of the representation of two categories of residents – local natives living in a place of permanent residence without leaving, and migrants, that is, those who live in a place since a certain time or are a local native with migration experience. A comparative analysis of the population census data revealed the following trends in the migration mobility of the population of Russia and Bashkortostan in the first decade and a half of this century. The results of the 2002 census showed the dominance of “non-migrants” in the urban and rural population both in the whole country and in Bashkortostan. They were more represented in the republic than in Russia. The intensification of migration processes in the following years led to the reverse ratio of different categories of the population in 2010 – the predominance of migrants and a decrease in the proportion of local natives living without leaving. During this period, migration flows increased not only to cities, but also to rural areas, which also affected the higher representation of rural migrants. Five years later, the 2015 micro-census data brought the population structure closer to the situation in 2002 – the dominance of local natives, which to a certain extent indicates a decrease in the migration mobility of the population. However, the results of the micro-census could also be influenced by organizational and methodological reasons related to different approaches to accounting for the most mobile categories of the population. At the same time, the decline in migration activity of the population in the period between 2010 and 2015 is also indicated by the results of representative sociological studies both in the country as a whole and in the Republic of Bashkortostan. The general trend of changes in the population structure between 2002 and 2015 is characterized by a lower representation of migrants and a greater representation of local natives in Bashkortostan compared to Russia at the beginning of the period under review and the alignment of national and all-Russian indicators by 2015. To a certain extent, this may be due to the fact that the decline in migration mobility of the population in the republic was not as intense as in the whole country. The upcoming population census will provide an opportunity to get a more complete picture of the nature of changes in the genetic structure of the population over the past decade.
