In this article, on the example of the districts of the Republic of Bashkortostan, the need for a comprehensive use of marketing and branding tools at the municipal level is actualized. The marketing approach in municipal management is considered as one of the effective mechanisms in increasing the investment and tourist attractiveness of depressed territories. Designated foreign and domestic experience in the field of territorial marketing and branding. The problems and prospects of applying the tools of territorial marketing and branding in relation to the Uchalinsky municipal district – one of the south-eastern regions of the Republic of Bashkortostan – are analyzed in detail. The conclusion is made about the need to diversify the economy of the region and the feasibility of developing a comprehensive program – the “Marketing Concept of Uchaly District of the Republic of Bashkortostan”, aimed at increasing its investment attractiveness and competitiveness. A number of territorial brands for the Uchalinsky district of the Republic of Belarus are proposed – “Uchalinskaya Jasper”, “Uchalinsk Gold”, “Uchalinsky Silver”, “Uchalinsky Kumys” and others. The necessity of introducing in the Department of Economic Development, Investments and Entrepreneurship of the District Administration additional staff units of specialists in the field of territorial marketing and branding, which would supervise more clearly the issues of patenting, branding of local products, is substantiated. As a result of the study, the authors prove the necessity of organizing in the future in the Republic of Bashkortostan a tourism and recreation zone with a preferential taxation for subjects of ethnic business, including agricultural and ethnic tourism, primarily in the south-eastern regions. It was concluded that the integrated application of the marketing approach in the regional and municipal management will contribute to increasing the investment and tourist attractiveness of rural areas, more efficient development of the rural economy, growth of employment, incomes and quality of life of villagers.

This article uses the example of the Bashkir TRANS – Urals-South-Eastern regions of the Republic of Bashkortostan to describe the prospects for using ethno-branding tools in regional and municipal management of rural development in terms of increasing their investment and tourist attractiveness in the context of the coronavirus pandemic. From the authors' point of view, the regions of the Bashkir TRANS-Urals have a number of competitive advantages, including a rich history, unique tourist and recreational resources, and preserved traditions and customs of the indigenous Bashkir population. But in order for these advantages to contribute to the growth of investment and tourist attractiveness of these rural areas, it is necessary to create recognizable and most attractive images, ethnobrands through the active use of tools of territorial marketing and branding, in particular, ethnobranding. To increase the effectiveness of territorial ethnobranding, the authors justify the need to consolidate the efforts of Federal, regional and local authorities, the business community, research and educational institutions, and private firms professionally engaged in marketing, branding, advertising, and promotion of goods and services. City and district Administrations, business incubators in Ufa, Sterlitamak, Salavat, Oktyabrsky, information and consulting centers of municipalities, Universities, Colleges, institutions of the Russian Academy of Sciences, and well-known consulting firms can act as coordinators and consultants in matters of territorial marketing and branding. The authors concluded that the active use of regional and municipal management tools tobringing should contribute to more effective promotion of products and services from local producers to national and international markets, increase their investment and tourist attractiveness, growth of the tourist flow in South-Eastern Bashkortostan, increase employment and quality of life of the villagers.

The revival and sustainable development of consumer cooperation in rural areas is currently one of the strategic directions of modern agricultural policy. Based on the advanced foreign and domestic experience, this is most relevant in relation to depressed rural areas, where cooperation can be a kind of driver in improving the quality of socio-economic development. Due to the development of consumer cooperatives of various forms and areas of activity, not only the problems of production, processing and marketing of agricultural products are effectively solved, but also the emergence of new non-agricultural sectors of the rural economy, its wide diversification is initiated, which contributes to the creation of new jobs, an increase in income and the quality of life of the population. Republic of Bashkortostan at the end of 2018–2019 is the leader among the subjects of the Russian Federation in terms of the number of agricultural consumer cooperatives created annually. However, the problem of their sustainability in the long term is currently acute. In addition, it is important to preserve the system of the Bashkir Union of Consumer Societies that has existed since the beginning of the 20th century and to revive it on a new market basis. Therefore, within the framework of this article, using the example of the southeastern and north-eastern regions of the Republic of Bashkortostan, the need to develop and implement, in addition to regional, municipal and intermunicipal strategies for the development of agricultural consumer cooperatives, including the second and third levels, for the organization of sustainable regional cooperative systems is actualized. and lifting depressed rural areas out of the crisis

This article attempts to identify new prospects for the rural economy due to the development of digital technologies. The foreign and domestic experience of digitalization in the agricultural sector is analyzed. Recommendations and proposals on the introduction of digital technologies in the economy of the village of the Republic of Bashkortostan are developed, which are applicable to other regions of the Russian Federation. The authors actualize the need to develop a long-term “Program for digitalization of the rural economy of the Republic of Bashkortostan for the period until 2030” to improve the efficiency of the rural economy and the quality of life of the rural population.

The article is devoted to political repressions among Belarusians of Bashkiria in the 30s of the XX century. To date, this ethnic group remains one of the little-studied peoples of the republic, which was a consequence of the long-term priority in the research of the titular Bashkir ethnic group against the background of the ethnocentrism of the historical science of the country. The number of publications devoted to the Belarusians of Bashkiria continues to remain insignificant until now, and most of them are published in the periodical press, as a rule, they have a journalistic, local history, popular science, reference or review orientation. For the first time, the researcher was faced with the task of identifying the dynamics of repressive measures against the ethnic group of Belarusians who lived compactly in rural areas of the region. The analysis of the data of the "Book of Memory of the Victims of Political Repression of the Republic of Bashkortostan" has established that rural residents from among the Belarusian ethnic group suffered more at the initial stages of mass collectivization. this confirms the prosperity of the settlers acquired during the functioning of the farm system of management, as well as the fact that the repressions against Belarusians did not have an ethnic coloring, like their neighbors in the farm residence of Latvians. As an example, the archival and investigative cases of the FSB in the Republic of Bashkortostan from 1931 are considered. The fate of a late-period migrant who emigrated to the Soviet Union in 1926 from the territory of Western Belarus is considered.

Sustainable development of rural areas is very significant for the economic development of the Republic of Serbia. Reduction in the number of citizens in rural areas and neglect of agriculture in the previous years have led to numerous economic and social problems. The most important among them include the unfavorable demographic trends, undeveloped infrastructure, small agricultural farms that are not market oriented, a low productivity level of agriculture and a low income per farm, a large share of agriculture in rural economy, a low degree of diversification of rural economy, insufficient investment into rural areas, etc. Such condition is unsustainable because it causes more difficult life and work conditions in rural areas. Rural areas in the Republic of Serbia are the subject of this analysis. The aim of the paper is to examine possibilities of further development of rural areas in Serbia. The methods which will be used in the paper include the methods of synthesis, analysis and compilation.
