The article provides recommendations for land administration. With an abundance of productive agricultural land, success in agricultural production and the attractiveness of rural life are achieved by the ability of the population to pay, access to investment resources, the availability of a commodity distribution network, good management, land market infrastructure, a system of information support for agricultural activities, land management, cadastre and land evaluation for making reasonable management decisions and the necessary state support of agriculture.

The article considers various global factors influencing rural development under the conditions of liberalization of the agricultural land market in Ukraine. The author assesses the impact of global processes and global capital on the development of national farms, income distribution, access to land resources, production processes and equitable development in this country. It is proved that globalization, leading to increased concentration of agri-food production and business and expanding the role of large transnationalized corporations, is primarily aimed at exploiting the country’s existing comparative advantages, rather than increasing them, and promotes, in many recipient countries, a model of double economy split in the technological and socio-economic dimensions into qualitatively heterogeneous sectors. The author concludes that although global factors of agricultural production may have a relatively positive impact in macroeconomic terms, the dominance of multinational (transnational) companies, large exporting companies and financially powerful sovereign welfare funds in the market may create risks and threats of crowding out Ukrainian farmers from the market and blocking the sustainable development of rural areas. At the same time, Ukraine's agricultural sector will be transformed into a raw-material link of global food production chains dominated by large transnationalized entities, and a kind of raw-material enclave of transnationalized production will be created within the Ukrainian economy. The article argues that in today's global economy, where cardinal transformations are taking place and uncertainty is growing, land will become an increasingly valuable asset, attractive not only to agricultural producers but also to land speculators and those who try to maintain the value of their assets under the conditions of growing global risks. Under such conditions, investment in land will not at all necessarily contribute to the development of agricultural production, because speculative capital in the face of widespread expectations of a long and significant upward trend in land prices will prevail over productive agricultural capital. In general, this might lead to a significant increase in the cost of agricultural production and food prices. The author proves that the liberalization of the land market leads to increased risks of transfer of the control over Ukraine’s land resources to foreigners (sovereign financial funds and major international corporations), given their dramatic advantage by available financial resources for land acquisition, compared to those possessed by Ukraine’s residents. The article substantiates a set of policy measures and national policy instruments necessary to minimize the risks associated with the introduction (in the context of globalization) of free purchase and sale of agricultural land, which comply with the regulation principles of the European Union.

The agricultural land market and its legal and political limitations play an important role in sustainable agricultural production. This study analyzed the agricultural land market in particular regions of Slovakia in terms of the sustainability of agricultural production. We focused on the development of proposed land prices between 2014 and 2018 to find out whether the prices proposed by landowners align with administrative land prices reflecting the soil quality in particular regions of Slovakia, or whether they are influenced by the proposed land prices of neighboring regions. Moreover, we focused on the existence of regional differences in proposed land prices in Slovakia, including differences in supply prices of arable land and permanent grasslands in particular regions. Statistical induction tools, together with multiple range tests and spatial autocorrelation, were used to confirm or refuse our expectations. We confirmed statistically significant differences in proposed land prices between regions. Moreover, we found that landowners are only influenced by the proposed land prices of their neighboring regions to a slight degree. However, we found that the price scissors between proposed land prices and administrative land prices open towards smaller administrative land prices, meaning that land of poorer fertility is supplied at a higher price than land of the best soil quality. There is a risk that expensive and poorer land plots will be used by investors for non-agricultural purposes, and agricultural production will be crowded out from these regions. Therefore, we propose that changes to the prepared legislative measures are necessary in order to promote the sustainability of agricultural production in all regions of the country.

The analysis of urgent problems of land relations transformation and of forming agricultural land market in Ukraine is carried out in the article. The general characteristic of main reform stages is given. The reasons of lasting action of the moratorium on agricultural land sale-purchase being the chief obstacle for complete market development are defined. Supporters' and opponents' arguments about moratorium canceling, population estimation of advantages and threats of land circulation are described. The results of the research project "Farmers' land expectation" made by the authors are given. The project purpose was studying population rational expectations concerning the directions of further land reform development and its results. The research was conducted on the local level in rural surrounding, which is characterized by high competition level among agrarian business subjects at agricultural land lease market. Landowners' and other interested group people' opinions concerning lease cost, potential sale price, inclination towards land sale, possibilities of farmers' common farming on their own land, leaseholders' participation in social and economic development of rural areas are examined. High level of farmers' uncertainty about land market indicators because of knowledge lack and low level of land reform information support is established.

Introduction. The functioning of the agricultural land market under the existing institutional restrictions hinders the development of one of the most common mechanisms for investment support of the agricultural sector of the economy, namely land mortgage lending. However, the lifting of the moratorium on the sale of agricultural land should serve as an impetus for the development of land mortgage lending, as a tool for transforming land resources into financial assets. Methods. The study is formed based on the use of calculation and constructive, experimental, abstract and logical methods, data from the legislative and statistical base, as well as the study of scientific approaches to the development of land mortgage lending in agriculture. Results. The world experience in land mortgage lending is analyzed, which is based on two main models of its functioning system: single-level (mortgage provider ↔ land mortgage bank) and two-level (mortgage provider ↔ bank ↔ land mortgage agency). The role of land mortgage lending in infrastructure support of the agricultural land market is substantiated. The mechanism of interaction of land, financial and credit and stock markets in the system of land mortgage lending for agriculture. The toolkit for refinancing and securitization of mortgage assets in the land-mortgage lending system of agriculture is substantiated. Discussion. Implementation of recommendations on refinancing and securitization of mortgage pools in the securities markets, as components of the financial subsystem of the agricultural land market infrastructure, will ensure the accelerated development of land mortgage lending in Ukraine’s agriculture. Karst features such as polje are highly vulnerable to natural and anthropogenic pollution. The main objectives of this study were to investigate the soil quality in the Ioannina polje (north-west Greece) concerning arsenic (As) and zinc (Zn), and delineate their origin as well as compare the As and Zn content in soil with criteria recorded in the literature. For this purpose, the geomorphological settings, the land use, and the soil physicochemical properties were mapped and evaluated, including soil texture and concentrations of aqua-regia extractable As and Zn. The concentration of elements was spatially correlated with the land use and the geology of the study area, while screening values were applied to assess land suitability. The results reveal that 72% of the total study area has a very gentle slope. This relief favors urban and agricultural activity. Thus, the urban and agricultural land used cover 92% of the total area. The spatial distribution for As and Zn in the soil of the study area is located on very gentle slopes and is strongly correlated with the geological parent materials and human-induced contamination sources. Arsenic and Zn can be considered enriched in the soil of the area studied. The median topsoil contents (in mg kg−1) for As (agricultural soil 16.0; urban soil 17.8) and Zn (agricultural soil 92.0; urban soil 95.0) are higher compared to the corresponding median values of European topsoils. Land evaluation suitability concerning criteria given from the literature is discussed. The proposed work may be helpful in the project of land use planning and the protection of the natural environment.
