Methodological aspects of assessing the prospects of project implementation "One belt — one road"

This article is devoted to the assessment of the prospects for the implementation of the project "One Belt — One Road" (OPOP) for the development of China’s trade relations with the countries of the European Union. During the study conducted under the present work, a quantitative assessment of the prospects for increasing the number of participants in the OPOP project, which has allowed to confi rm the previously represented theses, both Russian and foreign scientists about the need to increase the number of project participants. For this purpose, a method was used, which was based on the assessment based on the effectiveness of the country’s foreign trade. It should be noted that the focus of the authors was given to the development of the Northern Transport Corridor, which was due to the participation of Russia and the need to develop and deepen the trade and economic cooperation of China and the countries of the European Union, with the implementation of which the Russian Federation plays an important role, being an integral part of this transport corridor and significant Transport hub for the implementation of the OPOP initiative. Particular attention in the framework of this work was paid to the influence of coronavirus infection for the implementation of the project "One Belt — One Road" and identifying new trends in the development of international trade, due to the influence of a new coronavirus infection, in particular, concerns the failures in the work of transport infrastructure, Convexity with which the bulk of the carriage fell on the railway, and the carriage by sea and air transport had to be suspended. It should be noted that the volume of container transportation between China and the EU in 2020 increased by 57.6 % compared with the first half of 2019, which also affected the increase in trains loading, which, in turn, led to a full load existing capacity.

The article identifies the volume of underserved markets for the development of Ukraine's foreign trade with the EU. The Ukraine's export potential on the EU underserved market is analyzed. It is established that the intensification of trade relations between the Ukraine and EU is a mutually beneficial process, and export potential of Ukraine in the EU market for goods whose exports to the Russian Federation have decreased is of particular importance. The main foreign markets of Ukraine for the export of agricultural and industrial goods from Ukraine have been identified. The main commodity groups of underserved markets to the EU have been identified, the exports of which to the Russian Federation have decreased the most. According to the results of the study, it has been concluded that the underserved markets of the European Union play an important role in the development of Ukraine's trade: first, they allow reorientation of exports of Ukrainian goods, the import of which is prohibited into the customs territory of the Russian Federation, to EU markets; secondly, they help to identify directions for the modernization of Ukrainian production in accordance with the unmet needs of the European goods market. It is concluded that the process of deepening mutual trade in underserved markets in a free trade area is mutually beneficial for Ukraine and the European Union, as trading partners can benefit from increased trade flows, and establishing international partnership between the parties can bring additional benefits in the long run.

The article reveals and analyzes conceptual approaches to the formation of strategic directions of energy policy of the European Union and Poland in the first decades of the XXI century. A critical assess-ment is given from the point of view of international cooperation in the field of energy between the Russian Federation, Poland and the EU as a whole and, in particular, European, national and regional programs for the transformation of the fuel and energy sector in the conditions of decarbonization and transition to green energy.

Israeli-European Union (EU) relations have consisted of a number of conflicting trends that have resulted in the emergence of a highly problematic and volatile relationship: one characterized by a strong and ever-increasing network of economic, cultural, and personal ties, yet marked, at the political level, by disappointment, bitterness, and anger. On the one hand, Israel has displayed a genuine desire to strengthen its ties with the EU and to be included as part of the European integration project. On the other hand, Israelis are deeply suspicious of the Union’s policies and are untrusting of the Union’s intentions toward the Israeli-Palestinian conflict and to the Middle East as a whole. As a result, Israel has been determined to minimize the EU’s role in the Middle East peace process (MEPP), and to deny it any direct involvement in the negotiations with the Palestinians. The article summarizes some key developments in Israeli-European Community (EC)/EU relations since 1957: the Israeli (re)turn to Europe in the late 1950s; EC-Israeli economic and trade relations; the 1980 Venice Declaration and the EC/EU involvement in the MEPP; EU-Israeli relations in a regional/Mediterranean context; the question of Israeli settlements’ products entering free of duty to the European Common Market; EU-Israeli relations in the age of the European Neighbourhood Policy (ENP); the failed attempt to upgrade EU-Israeli relations between the years 2007 and 2014; and the Union’s prohibition on EU funding to Israeli entities beyond the 1967 borders. By discussing the history of this uneasy relationship, the article further offers insights into how the EU is actually judged as a global-normative actor by Israelis.

This article analyzes the development of the environmental insurance legislation of the European Union and the Russian Federation. The advantages of this mechanism in matters of compensation for harm caused to the environment due to environmental offenses are determined. The analysis of Directive No. 2004/35 / CE of the European Parliament and the Council of the EU on environmental responsibility, aimed at preventing environmental damage and eliminating its consequences. A comparison of Russian legislation with the norms of environmental insurance adopted in the European Union is carried out. The conclusion is formulated that environmental insurance should become a priority direction of the state natural resource policy.

This paper will discuss the economic relations between the European Union and the People?s Republic of China. The introductory part will make an insight into the position of China in the contemporary global economy. The following part of the paper will analyze China-EU trade relations. The topics included will be a general overview of these relations since their establishing in 1975 as well as the European Union?s attitude towards the Chinese WTO membership. The Sino-EU partnership and competition will also be described and it will be followed by an overview of the Sino-EU High Level Economic and Trade Dialogue (HED). The concluding topics in this part of the paper will include Sino-EU trade flows, perceived obstacles to trade and investment as well as recent trade disputes between two trading partners. The third part of the paper will deal with Sino-EU investment flows (with an emphasis on Chinese investments in EU member states). After the introductory remarks concerning the EU investments originating from China, the paper will shed light on particular EU member states which are preferred for Chinese investment as well as the industries in which Chinese companies are willing to invest. The concluding part of this paper will offer possible development of relations between the EU and China in the near future.

The article aims to present the benefits and costs for the SADC member countries of the conclusion of EPA and of the implementation of trade liberalisation thereunder, in the light of their trade relations with the European Union. The hypothesis adopted is that for the majority of the SADC countries entering into the agreement will involve improved access for their products to the EU market. The assessment of the advantages and disadvantages of the conclusion of an EPA will take account of a situation in which the countries of the region would not sign an EPA: how their customs status would change and whether it would affect the conditions of trade with the European Union.

The countries of the European Union have a huge territory and a large number of objects of transport infrastructure and rolling stock. In these countries, various methods, complex systems and technologies are offered for the organization and management of the cargo transportation process and passengers with traffic safety. The acceptance and admission of rolling stock to operation is carried out in accordance with the requirements set out in document EN 14363. This document defines the main indicators of railway traffic safety, methods, means and conditions for conducting tests of rolling stock on the definition of its qualitative driving characteristics. In the author’s article, the following safety indicators were studied on the EU railways: the coefficient of stability from rolling the wheel flange of the wheel pair onto the rail head, the value of the turning of the trolley relative to the body of the rolling stock (index X), the indicator of the lateral action of the rolling stock on the rails. The stability of the rolling of the wheel of the wheel pair onto the rail head on the EU railways is investigated on the basis of the Nadal’s criterion. The value of the resistance of the trolley rotation relative to the body of the rolling stock is decisive for proving the safety condition against the derailment wheel pairs on the EU railways. With the help of the indicator of the lateral action of the rolling stock on the rails limited the size of the lateral forces to minimize the risk of shifts of rail-sleeper lattice. The article describes how a rolling stock test on EU railways is being conducted to determine the traffic safety indicators. The author notes that in order to determine the possibility of derailment of rolling stock under the norm EN 14363, it is necessary to have the value of the guiding force. However, determining the direction of the force is a complicated and time-consuming process, since it requires a large number of experimental studies. at present, relations between the Russian Federation and the European Union are in a state of political crisis. The existing disagreements negatively affect the relations of two international players on the European continent. The article discusses the areas of interaction between the Russian Federation and the EU in the field of security, which, contrary to modern political difficulties, reflect the mutual interest of the parties. The author concludes that the joint approaches of Russia and the European Union to resolving issues related to security are a stabilizing factor in the formation of the EU–Russia dialogue in modern political realities.

The article using “A Just Russia” case deals with the party strategies of the Russian left political forces for the creation of the relations with party structures of the European Union. Similar party strategy is at the same time a part of domestic policy and development of the Russian political processes, and at the same time, they are a part of the relationship with the European Union which is built up by Russia. Consequently, that is de facto a part of foreign policy activity. The novelty of the research consists in a combination of the research approaches used in a “partology” while considering a party to be a rational actor acting in conditions of a country political environment and the research approaches accepted in modern European studies. Parties act as internal political players, but at the same time and as contractors of foreign elite, in this case — party elite of the European Union, members of party groups of European Parliament, party Internationals, “the European parties” (earlier known under the term of “party at the European level”). From the Russian parliamentary political forces of several last electoral cycles “A Just Russia”, using a discourse of modern socialism, could establish more actively than others cooperation with European left, including influencing adoption of significant decisions in the EU, for example, on reform of the EU Gas Directive and the Third Energy Package of the EU. The party, through the prism of socialist ideology, is trying to bring together certain positions of the party elites of the Russian Federation and the EU, bringing differences on social avant-garde and identity politics out of the brackets. Therefore, it focuses recently on the problems of sanctions issues, considering its communication with the Party of European socialists and socialist groups in the European Parliament as another potentially popular diplomatic track for the country.
