The countries of the European Union have a huge territory and a large number of objects of transport infrastructure and rolling stock. In these countries, various methods, complex systems and technologies are offered for the organization and management of the cargo transportation process and passengers with traffic safety. The acceptance and admission of rolling stock to operation is carried out in accordance with the requirements set out in document EN 14363. This document defines the main indicators of railway traffic safety, methods, means and conditions for conducting tests of rolling stock on the definition of its qualitative driving characteristics. In the author’s article, the following safety indicators were studied on the EU railways: the coefficient of stability from rolling the wheel flange of the wheel pair onto the rail head, the value of the turning of the trolley relative to the body of the rolling stock (index X), the indicator of the lateral action of the rolling stock on the rails. The stability of the rolling of the wheel of the wheel pair onto the rail head on the EU railways is investigated on the basis of the Nadal’s criterion. The value of the resistance of the trolley rotation relative to the body of the rolling stock is decisive for proving the safety condition against the derailment wheel pairs on the EU railways. With the help of the indicator of the lateral action of the rolling stock on the rails limited the size of the lateral forces to minimize the risk of shifts of rail-sleeper lattice. The article describes how a rolling stock test on EU railways is being conducted to determine the traffic safety indicators. The author notes that in order to determine the possibility of derailment of rolling stock under the norm EN 14363, it is necessary to have the value of the guiding force. However, determining the direction of the force is a complicated and time-consuming process, since it requires a large number of experimental studies. It is considered the possibility of improvement of the international railway transportation of benzene and other related cargoes between Ukraine and the European Union countries for the carriage of these cargoes in tank containers. The volume of chemical cargo transportation to the EU countries to the rolling stock types for 2018 has been analyzed. The research of the effectiveness of organization of international transportation according to the criterion of the total hours of downtime by wagons under accumulation. The mathematical model of chemical cargoes transportation by wagons, wagon groups and container trains with the accumulation to the technical standards on the cargo diversions was elaborated. The models take into account the unevenness of the wagon arrivals to the accumulation points and observance of the number of wagons to the established norm. A comparison of the effectiveness of the two models of the organization of the chemical cargo delivery and it was defined a more effective version of transportation. It has been established that for more efficient using of the rolling stock and for the rolling stock circulation decreasing is the cargo transportation by trains which consist of cisterns or/and tank container carriages. The influence of the components of the rolling stock circulation and its value are analyzed. The research of the cost of benzene transportation in cisterns and tank containers for the individual diversions was studied. According to the research results the cost of benzene transportation by platforms of the railways ownership is less than twice in comparison to private cisterns and tank-containers of the Ukrainian Railways fleet. These recommendations will improve the process of transportation and increase of volumes of international cargo by railroads between Ukraine and the EU countries.

New members joined the European Union in 2004 in the  hope of catching up. One of the fields where new members  are lagging is transport. After joining the EU, investments in transport infrastructure and transport equipment have  risen remarkably, mainly due to EU funding. At the same  time, GDP growth of new members has exceeded the EU  average. This paper examines the connection between  investment in transport and economic growth in the  European Union focusing on the group of its Central and  Eastern European new members. Direct effects of  investments, indirect effects on productivity and welfare, as  well as crowding in effects on further investments are  considered. This paper aims to identify issues for further  research and to give an outlook for the decade of the  2020s.

This article is devoted to the assessment of the prospects for the implementation of the project "One Belt — One Road" (OPOP) for the development of China’s trade relations with the countries of the European Union. During the study conducted under the present work, a quantitative assessment of the prospects for increasing the number of participants in the OPOP project, which has allowed to confi rm the previously represented theses, both Russian and foreign scientists about the need to increase the number of project participants. For this purpose, a method was used, which was based on the assessment based on the effectiveness of the country’s foreign trade. It should be noted that the focus of the authors was given to the development of the Northern Transport Corridor, which was due to the participation of Russia and the need to develop and deepen the trade and economic cooperation of China and the countries of the European Union, with the implementation of which the Russian Federation plays an important role, being an integral part of this transport corridor and significant Transport hub for the implementation of the OPOP initiative. Particular attention in the framework of this work was paid to the influence of coronavirus infection for the implementation of the project "One Belt — One Road" and identifying new trends in the development of international trade, due to the influence of a new coronavirus infection, in particular, concerns the failures in the work of transport infrastructure, Convexity with which the bulk of the carriage fell on the railway, and the carriage by sea and air transport had to be suspended. It should be noted that the volume of container transportation between China and the EU in 2020 increased by 57.6 % compared with the first half of 2019, which also affected the increase in trains loading, which, in turn, led to a full load existing capacity.

In the article the author notes that the horizontal forces arising in the process of pressing the wheel flanges to the working edge of the rail, under certain conditions can be very significant. These forces, in combination with the wheel unloading, caused by the geometric deviation of the track in the plan and profile, can lead to rolling the wheel of the wheelset onto the rail head and, as a consequence, to the stock derailment. Such pressing of the wheel to the rail head in the straight part of the track can occur when faults in the running gears of the wagons: non-parallelism of the axles of the wheel pairs of the bogie frame by the difference in the bases of the side frames, wear of the guide axle-box openings; the difference of the flanges on one wheel pair is more than permissible, wear of the body and bogie bolster center plates, step bearing; a significant difference in the diameters of the wheels of the wheelset caused by the intense wear of the rolling surface of one of them, etc. The article deals with the investigation of the influence of the wheels’ diameters difference of the wheelset on the amount of lateral force for the empty and loaded state of the rolling stock wagon. The results obtained made it possible to conclude that an increase in the wheels’ diameters difference of the wheelset of a loaded wagon of rolling stock leads to more intensive growth of the lateral force, as compared with the exhaust. This is caused by the linear dependence of the lateral force on the mass of the wagon of the rolling stock. However, for both the empty and the loaded wagon, the increase in the lateral force value has a negative effect. In conjunction with the unloading of the wheel it increases the probability of rolling in the wheel of the wheelset on the rail head. Also, an increase in the action of the lateral force from the wheelset on the rail, causes increased wear of the rail, the wheel flange, which is pressed. At the same time, rolling surfaces of an irregular shape are formed on the surface of the other wheel. Therefore, it is important to ensure the maintenance of the wheels of a wheel pair with the smallest difference in its diameters. The article deals with economic sanctions and their impact on the state and prospects of the neighboring partner economies - the European Union (EU) and Russia. It provides comparisons of current data with that of the year 2013 (before sanctions) to demonstrate the impact of sanctions on both sides. Despite the fact that Russia remains the EU’s key partner, it came out of the first three partners of the EU. The current economic recession is caused by different reasons, not only by sanctions. Both the EU and Russia have internal problems, which the sanctions confrontation only exacerbates. The article emphasizes the need for a speedy restoration of cooperation.

Subject. Foreign economic and trade ties among countries are getting tighter and less predictable in the early 21st century. This directly stems from a growing disparity of partners, especially if it goes about their future cooperation as part of integration groups or international organizations. Communities of experts suggest using various approaches to locally adjusting integration phases, especially implementing the two-speed integration in the European Union. Objectives. The study is an attempt to examine an improvement of foreign economic cooperation and suggest its implementation steps for the European Union. This all is due to considerable inner controversies and problems within the EU, which grow more serious year by year. Methods. The methodological framework comprises the historical logic, dialectical principles, scientific abstraction method. The process and system approach was especially important for justifying the implementation of the above steps. It was used to examine foreign economic relations of partners in the European Union. Results. The article sets forth the theoretical and methodological framework for the geostrategic economic bloc, including a conceptual structure model. I present steps to implement a foreign economic cooperation of partners in the EU in terms of its form. Conclusions and Relevance. Should the form of the foreign economic relations among the EU countries be implemented, counties at the periphery of the EU will be able to become active parties to the integration group.

Subject. The article considers the concept of circular economy, which has originated relatively recently in the academic literature, and is now increasingly recognized in many countries at the national level. In the European Union, the transition to circular economy is viewed as an opportunity to improve competitiveness of the European Union, protect businesses from resource shortages and fluctuating prices for raw materials and supplies, and a way to increase employment and innovation. Objectives. The aim of the study is to analyze the incentives developed by the European Commission for moving to circular economy, and to assess their effectiveness on the basis of statistical analysis. Methods. I employ general scientific methods of research. Results. The analysis of the EU Action Plan for the Circular Economy enabled to conclude that the results of the recent research in circular economy barriers, eco-innovation, technology and infrastructure were successfully integrated into the framework of this document. Understanding the root causes holding back the circular economy development and the balanced combination of economic and administrative incentives strengthened the Action Plan, and it contributed to the circular economy development in the EU. Conclusions. The measures to stimulate the development of the circular economy proposed in the European Action Plan can be viewed as a prototype for designing similar strategies in other countries, including Russia. Meanwhile, a more detailed analysis of barriers to the circular economy at the level of individual countries and regions is needed.

Political security is very often considered through the prism of individual states. In the scholar literature in-depth analyses of this kind of security are rarely encountered in the context of international entities that these countries integrate. The purpose of this article is to draw attention to key aspects of political security in the European Union (EU) Member States. The EU as a supranational organisation, gathering Member States first, ensures the stability of the EU as a whole, and secondly, it ensures that Member States respect common values and principles. Additionally, the EU institutions focus on ensuring the proper functioning of the Eurozone (also called officially “euro area” in EU regulations). Actions that may have a negative impact on the level of the EU’s political security include the boycott of establishing new institutions conducive to the peaceful coexistence and development of states. These threats seem to have a significant impact on the situation in the EU in the face of the proposed (and not accepted by Member States not belonging to the Eurogroup) Eurozone reforms concerning, inter alia, appointment of the Minister of Economy and Finance and the creation of a new institution - the European Monetary Fund.

In the discussion on the future of the EU, the topic of differentiated integration has become a strategic issue, with different variants beginning to appear as modus operandi of the European Union, which has become a subject of controversy among Member States. Significantly, the debate on differentiated integration began to be accompanied by reflections on disintegration. This article attempts to define disintegration on the assumption that it should be defined through the prism of integration, and that such a defining process can not be limited to concluding a one-way contrast between disintegration versus integration and vice versa. This is due to the assumption that the European Union is a dichotomous construct in which integration and disintegration mutually exclude and complement each other. This dichotomy is most evident in the definition of integration and disintegration through the prism of Europeanisation top-down and bottom-up processes that generate, reveal, visualize, stimulate integration mechanisms what allows to diagnose their determinants.
