What hinders the implementation of development programs of Siberia?

The article examines the problems of the socio-economic development of Siberia in the aspect of the adopted federal programs and strategies. The views and approaches of many specialists and experts are analyzed both on the quality of the programs themselves, their systemic validity, and on the complex of external conditions that impede their implementation. It is stated that in the post-perestroika period, de-industrialization processes took place in Siberia, socio-economic inequality with the central regions grew, which led to an outflow of the population. In the post-perestroika period, there was a gradual decrease in the weight of the Siberian Federal District in the Russian economy. So far, no progress has been achieved in leveling the level and quality of life of Siberians in comparison with other regions.

In conditions of instability and inconsistency of socio-economic processes of territorial development, the main task of scientific research and practical actions is to form the financial security of regions. Each territory must adapt to the complex conditions of political and socio-economic instability and solve complex problems that pose threats to their development. Indicators of socio-economic development of each region are characterized by the quality of life of the population, the level of satisfaction of needs and conditions for the development of human potential. Currently, it is important to analyze and evaluate indicators that characterize social and economic well-being in the Republic of Crimea, as well as their comparison with indicators of other subjects of the Russian Federation. The paper assesses the level of socio-economic development of the Republic of Crimea, taking into account financial security. The main indicators, the rating of the socio-economic situation and the rating on the quality of life of the southern Federal district, as well as the share of subjects in the total turnover of organizations and the volume of investment in fixed assets by regions of the southern Federal district are presented. The indicators of socio-economic development of the Republic of Crimea that ensure the financial security of the region are determined. The article analyzes the macroeconomic trends of the Republic of Crimea. It is determined that in order to improve the socio-economic development and financial security of the Republic of Crimea, it is necessary to develop effective investment programs that will attract additional capital to meet the needs of the region in its social and economic development.


Purpose: Analysis and assessment of the quality of life of the urban and rural population in the Siberian Federal District. Design/Methods/Approach: The study uses the methods of analogy and comparison, as well as the monographic and statistical methods. Conclusions. The study clearly indicates a significant stratification in incomes between representatives of urban and rural areas. Practical consequences: The result of this study indicates that agriculture is experiencing serious problems; without taking further measures to improve the quality of life of the population, the industry will remain without professional personnel. Originality/value: The structure of incomes and expenditures of the population is analyzed, the most “favorable” and “unfavorable” regions for living are determined based on average incomes.

The paper focuses on the impact of recession on the population life quality and aims at its quantitative assessment in the regional (e. g., the regions of the Siberian Federal District) and temporal aspects (analytical database includes 2003 - 2013). The authors also consider the possibility of delay (lag) of the individual indicators and areas of life quality in response to the recession. The research methodology is based on a graphical analysis of dynamic trends of the statistics (27 quality of life indicators and 8 economic indicators). The results showed that the sagging economic and social indicators are not always synchronous and proportional to each other, on this basis it is possible to differentiate between the regions of the Siberian Federal District. Furthermore, the reaction of individual indicators of the quality of life and spheres occurs with time delays of different durations. It is necessary to take into account the regional authorities in the policy aimed at maintaining the quality of life in times of recession Keywords: quality of life, the crisis, the impact of regional policy, time lags.

The purpose of this study is to analyze the provisions of the NEG (new economic geography) on the example of Siberian regions including the assessment of the differentiation of economic space and the impact of spatial concentration on the level of economic development: market potential, level of economic specialization; the flow of knowledge; as well as the characteristics of the environment. The research was carried out on data of the regional statistical observation (2005-2017). The results of the study revealed the fragmentation and significant differentiation of the economic space. The study showed that different groups of regions, differing in the level of innovativeness, can be differentiated by the quality and connectivity of the economic space. In the central regions, there is a flow of knowledge and diversification of production, in other regions, qualified human capital and the concentration of the extractive industry play a great role. The influence of the environment is still weakly traced. The influence of centrifugal factors for the development of the "center", the most innovative regions, in the Siberian Federal District, has not been fully proven.

Subject. This article explores the various aspects of the concept of Spatial Development. Objectives. The article aims to develop a conceptual basis for the spatial socio-economic development of the collaborating regions. Methods. For the study, I used the methods of comparative and statistical analyses. Results. The article shows how cooperation between the subjects of the Russian Federation increases the potential of economically united regions. Conclusions. When preparing national strategic planning documents, it is necessary to take into account the specifics of regions, their capacity, available resources, and focus on the relationship between regions.

Subject. This article deals with the issues of determining the level of financial literacy of the population of the Tyva Republic. Objectives. The article aims to analyze the level of financial literacy of the population of the Tyva Republic and identify factors that cause the financial illiteracy rates. Methods. For the study, we used a questionnaire method within a sociological survey. Results. The article presents results of the sociological survey of respondents and highlights the main reasons for the financial illiteracy of the majority of the population of the Tyva Republic. Conclusions. The results obtained can be taken into account when developing the area's socio-economic development programmes improving the quality of life of the population.
