HEALTHCARE AND QUALITY OF LIFE IN THE SOUTH SIBERIAN MACROREGION: COMPARATIVE ANALYSIS

The article presents and discusses the issues of social and economic development of the South Siberian macroregion, including Novosibirsk, Omsk, Tomsk, Kemerovo regions, Altai Territory and Altai Republic. The emphasis is laid on the comparative analysis of the state and dynamics of quality of life and level of development of healthcare of subjects of the macroregion. A detailed review of the studies in the debated field was made. A typology of the territorial formations, included in the region by the level of economic development, was offered. Open data of government statistics, website content of the authorities of the constituent entities of the Russian Federation, ratings of the territories and authorial assessments of the existent processes were used as a data base. Conclusions were made andrecommendations were given.

One of the main characteristics provided in the framework of strategic planning of the socioeconomic development of regions is the quality of life. The growth of profits and the increase in consumption increases the burden on the environment. The purpose of this article is to analyze the ecological, hydrocarbon potential, the quality of life of the population in the subjects of the South of Russia, to assess the prospects of their changes in the strategies of socio-economic development. The authors use statistical, tabular, qualitative factor analysis, ranking. The materials of the article are a database of regions of the South of Russia in terms of the environmental, hydrocarbon footprint, quality of life, generalizing economic indicators. The paper accumulates information on Krasnodar krai, Rostov, Astrakhan, Volgograd regions, the Republics of Adygea and Kalmykia. The ecological and hydrocarbon footprint varies by region in different ways. The authors have made a rating of the best regions. The factors of the obtained changes are determined. It is found that the quality of life is determined by the volume of GRP, GRP per capita, gross fixed capital accumulation, the actual final consumption of households. Qualitative analysis shows how these factors affect the ecological and hydrocarbon footprint. It is necessary to break the link between the growth of production and the deterioration of the environmental situation. This is possible due to the development of “green” technologies. The analysis of strategies of the social and economic development of the regions of the South of Russia shows that at large volumes of GRP and the developed industrial sector, subjects of the Russian Federation form “green economy” in different branches, at low level of development – only in the sphere of renewable energy. The authors conclude that the developed strategies of socio-economic development of territories do not fully contribute to overcoming ecological and economic contradictions. The authors have formulated proposals to reduce them.

Subject. The article considers indices of socio-economic development of regions. Objectives. We perform a comparative analysis of indices that characterize the level of economic development of the subjects of the Russian Federation and identify the indices that do not have significant differences. Methods. The study draws on general scientific methods of analysis. Results. The correlation analysis at the first stage helped reduce the number of indices to be analyzed at the next stages. At the second stage, we built regressions of each index for the basic characteristics of differentiation. Based on the analysis of beta coefficients, we identified differentiation characteristics, which have a significant impact on the indices in question. At the third stage, we built the matrix of values of the cosines of angles between each pair of indices under consideration. Conclusions. The analysis of the cosines of angles between indices calculated using the regression coefficients of these indices for differentiation characteristics enabled to confirm the results of correlation analysis and identify a subset of indices that are not distinguishable in solving management tasks parameterized with the use of differentiation characteristics.

The objective of this study was to determine a set of problems and critical issues that researchers in Industrial and Organisational Psychology deem to be important areas for immediate and future enquiry. The changing identity of this field of application is investigated, more relevant paradigms in the study of organisational health and wellness is explored and methods, techniques and interventions suitable to the South African context are suggested. Conclusions are formulated to increase the ability of organisations to work towards economic development, while promoting the wellness and quality of life of employees.

The social and economic component of regional development characterizes the processes that take place with the participation of all subjects of a regional economy, which are aimed at achieving economically feasible results while ensuring stable improvement of the level and quality of life of the population. Theoretical and practical issues related to the interconnection of interests, goals and objectives of the social and economic development of systems of different levels are of great importance. It should be noted that the "points of economic growth" in the region are enterprises located in its territory. The potential of their socio-economic development can be revealed through the synergy of interests of the region and enterprises. The mechanism for achieving this can be modeling an impact of enterprises’ investment activity on the sustainable development of the region. The urgency of enhancing enterprises’ investment activity in the region, in particular – in conditions of growing unsustainable market conditions, is obvious, as ensuring the efficiency of their operation and intensification of investment activity is one of the most important functions not only of each enterprise but also the region and the state in general. In industrial regions, the regional government is interested and ready to assist in the enterprises’ upgrading, as it directly faces a lot of problems associated with their low technological level. The use of outdated technologies, physical and moral depreciation of equipment invariably cause a low level of labor productivity, high costs of manufacturing, its low quality, which leads to a decrease in the competitiveness of enterprises in the region. Such enterprises have a negative impact on the environment. All this together affects the level and quality of life of the population, which is a key indicator of the effectiveness of regional authorities. Thus, it can be noted that in modern conditions the emphasis in the transition to investment and innovation development is naturally shifted to the level of regions. Ensuring balanced social and economic development of regions in dynamic conditions of structural and organizational transformations and uncertainty is an crucial, complex and multifaceted problem, for the effective solution of which it is necessary to use effective means of economic assessment of feasibility, effectiveness and risks of socio-economic transformations, as well as appropriate means of assessments and regulations, which should include tools for indicative management.

Aim. The presented study aims to theoretically substantiate and empirically test criteria and indicators for a generalized assessment of the level and sustainability of the quality of life in the regions of the Russian Federation in the context of challenges and volatile foreign economic and political conditions.Tasks. The authors use a system of indicators and the criterion of sustainability of the quality of life to conduct a typological analysis of the distribution and ranking of Russian regions by the quality of life and sustainability of development in 2016-2019.Methods. This study proposes an algorithm and mathematical tools for measuring the level and sustainability of regional development in terms of life quality based on a group of indicators relevant for current Russian conditions, generically characterizing the attractiveness of living conditions in the territory.Results. Methods for analyzing and managing the sustainability of regional economic development in Russia under the influence of political and economic challenges and risks are proposed. A method for comparing the ranking positions of Russian regions by the quality of life is proposed and applied. Several hypotheses about the regularity of regional distribution by the quality of life are considered, and the reasons for the violation of the sustainability of social development are analyzed for groups of regions that showed signs of instability during the analyzed period.Conclusions. Based on the proposed criterion of sustainability of development and assessment of the level of competitive attractiveness of regions and their ranking by the quality of life, the study shows that 43 out of 85 regions were developing steadily in terms of life quality in 2016-2019. Of the 42 regions that showed a decrease in the level and ranking of competitive attractiveness, the majority suffered due to increased unemployment, crime, reduced income, and adverse environmental changes. Increased sustainability of development is usually observed in regions with a high level of competitive attractiveness in terms of the quality of life and the level of economic development.

The article deals with theoretical and economic, social and practical aspects of improving the quality of life as a target criterion for the development of modern Russia. Approved in 2008, "The Concept of Long-Term Social and Economic Development of the Russian Federation for the Period to 2020" contains tasks to achieve high standards of human well-being and social well-being, the formation of a leadership and innovation economy, the expansion of economic freedom and maintenance of social justice, the transition to an innovative socially-oriented type of development. The transition from a resource-resource model of the economy to an innovation requires the development of human potential and the improvement of the quality of life of the population at the level of indicators characteristic of developed countries. In the article, a comparative analysis of the target targets for the development of human potential established by the Concept was carried out, with their actual values published by the Federal Service for State Statistics: the average annual increase in the gross domestic product, the population with cash incomes below the subsistence level, public spending on education, public expenditure on health , the dynamics of the coefficient of funds. The conducted analysis showed that the considered indicators of the development of human potential and the quality of life of the population have not been achieved at present. This is due to unfavorable external and internal factors affecting the Russian economy. The decline in oil prices and the imposition of sanctions against Russia exacerbated structural problems in the economy, which resulted in 2014-2016. to a depreciation of the national currency, an increase in inflation, a decrease in consumer demand, an outflow of capital and a fall in real incomes of the population. Thus, it is necessary to adjust the Concept of Russia's social and economic development taking into account the prevailing macroeconomic situation.

The authors offer conceptual development model of population’s quality of life in the region reflecting interrelations between the public and private investments in improvement of quality of life, quality of life, regional human capital, and social and economic development of the region. The peculiarity of the model is its multiperiodicity, which is used to reflect the influence of certain parameters of the system on other parameters in the dynamic mode. The authors distinguish sets of indicators reflecting population’s quality of life, social and economic development of the region, regional human capital, and demography of the region, as well as describe the factors influencing the formation of the quality of life in the region, and the factors, which are influenced by the quality of life. The following channels of influence are defined, namely, the effect of different areas of investments on the indicators of quality of life of the population and the region's human capital; the influence of indicators of population’s quality of life on regional human capital; the effect of quality of life on indicators of socio-economic development of the region; and the influence of indicators of quality of life and development of the region on demographic parameters of the region. The cluster analysis of the Russian regions in terms of the quality of life of the population is carried out. In total, 32 indicators reflecting the quality of life over 2011-2017 in 81 regions of Russia were used as a data set, which was processed and analyzed by means of STATISTICA software package. The article presents qualitative description of the constructed clusters, defines their characteristic features and differences. In the future, in order to operationalize the conceptual model, it is necessary to carry out a quantitative description of the channels of influence in the form of econometric models.

Being one of the priority directions of social and economic development of edge, this complex promotes the solution of many important tasks: to improvement of quality of life of the population and increase of an employment rate, strengthening of economic capacity of the region and increase of his status in interregional, national and international division of labor, growth of revenues of the budget, development of allied industries in economy, to injection of new investments and capital investments (foreign including), to rational use of land resources, development of modern infrastructure, etc.
