The aim of the higher education reform process both in Hungary and in the European countries is establishing a competitive, qualitative higher education. The Education Minister of our country regularly emphasizes in his statements that the quantitative changes of he past 15 years are completed, from now the emphasis must be on quality :„a degree in itself is not sufficient, the actual knowledge behind is necessary”. To achievethis aim, the government carried out several changes in the field of higher education in the past years, one of them was implementing a budget support system in accordance with the performance of the institutions. The objective of the three year long support agreement between the state and the higher education institutions is considering quality parameters and outputs beside and instead of normative (input-based) support. The other occurent and debated issue is the introduction of tuition fees. Although this plan was rejected by the national referendum on 9th March, 2008, some weeks ago an amendment bill was passed, which would mean bringing tuition fees back in the system.In my paper I am examining whether the efficiency of higher education systems are influenced by the extent of the contribution of the state and the private sector to their expenses. Furthermore I’d like to find the answer to the following question: Does it matter what principles and mechanisms play role by the distribution of the state support between the institutions of higher education.

The question of efficiency needs increased attention not only because of the decline of the state support but also the rapid raise of the student mass. In the educationsystemit’snot easy to measurethe output of the services.The situation is more complicated if an organisation or a sector has multiple inputs and outputs. In this case a possible method of determining efficiency is Data Envelopment Analysis. In my paper I’d like to introduce this method and use it to compare the efficiency of higher education systems. urthermore I am examining whether their efficiency is influenced by the extent of the contribution of the state and the private sector or socio-economic factors like GDP per capita and education level of parents.

The paper is aimed to analyze the current higher education reform in Russia in the context of international experience of higher education systems’ performance and economics’ statements. It is shown that changes put into practice are in discrepancy with Russian higher education system institutional environment. As a consequence the achievement of formal resemblance of Russian higher education system with other effective higher education systems will not result in real improvement of its efficiency and quality. Alternative directions for the Russian higher education system transformation are proposed.

For a very long time the Japanese government concentrated its higher education investment on a handful of national institutions, until the policy came to be called into question in the late 1980s in the face of globalisation and other factors. Higher education reform was significantly accelerated in the 1990s: the government has continuously deregulated the higher education system including the incorporation of national universities, and has brought more and more competition through diverse competitive funding schemes. Some policies – not only higher education policies but also science and technology ones – were explicitly designed to develop ‘world-class’ education and research centres, such as the 21st COE programme. This article suggests that although a funding policy based on competition, with a strict evaluation, seems to be a move in the right direction, a right balance of budget allocation between competitive funds and basic education-research funds should be sought. Furthermore, the programmes of the government have to be offered in a more consistent manner, and more concerted and integrated efforts will be required, to address the critical problem of building world-class universities.

Higher education is a major factor of modernization of economy and society. Quality and competitiveness of higher education determines the competitiveness of the state in the international space. Internationalization of higher education, which is implemented in accordance with Kazakhstan’s 2011-2020 State Program for Education Development, is one of the priorities of the integration of national education. A major step towards the internationalization of higher education in Kazakhstan is the decision to implement higher education reform along the general lines of the Bologna process. In line with the national plan, the former types and levels of academic programs were transformed into to the three levels established under the Bologna framework: Bachelor, Master and PhD. Along with this, major changes are taking place in the teaching and learning process, the way curricula and programs are organised and delivered. This article discusses the major initiatives in the field of internationalization of higher education in Kazakhstan, such as the state international scholarship "Bolashak", project of the Ministry of Education and Science of the Republic of Kazakhstan aimed at inviting visiting professors, academic mobility students and faculty from the leading universities all over the world.    Keywords: higher education; internalization of higher education; academic mobility;

In recent decades, the theory of academic capitalism has gained increasing relevance as an approach for understanding the recent evolution of higher education systems. We analyze the reception of academic capitalism theory in Latin America. To meet this objective, the conceptual underpinnings of academic capitalism are explored as well as their criticisms in the specialized literature. Next, the Latin-American reception of this conceptual approach is examined in detail, with special attention to the ways in which this approach is used to evaluate national higher education systems. Building upon this analysis, it is argued that the Latin-American reception process shows limitations both in quantitative and qualitative terms and is frequently used to criticize the state of higher education systems rather than to understand them. The article closes with a summary and selected future lines of research.

Introduction. Higher education systems at the present stage of development are facing new serious challenges. On the one hand, universities function as independent units, on the other, they are part of the regional system, they attract and share the attention of the stakeholders interested in the system (applicants, students, research and teaching staff, business structures, etc.). The purpose of the study is to assess the competitiveness of regional higher education systems through the formed system of indicators, as well as to draw conclusions about the degree of uniformity in the development of these networks. Methods. To assess the state of the higher education system in Russia, the author uses an indicative method of analysis, which makes it possible to determine the degree of compliance of the indicator values achieved by now with the criteria that meet the set requirements for the development of society. Scientific novelty of the research. The novelty of the research consists in forming a set of indicators, which makes it possible to draw conclusions about the competitiveness of regional systems and the degree of their development uniformity, as well as the number of universities in the regional system and their influence on the entire system, according to their uniform development relative to each other. Results. Following the results of diagnosing the regional higher education systems, the author identifies the regions-leaders and the regions-outsiders. The diagnostic results are compared with the data of international rankings. Conclusions. The conclusion states that the region with fewer but equally developing universities (for example, the Belgorod region or the Republic of Tatarstan) have higher indicators of competitiveness. On the contrary, regional higher education systems, represented by a large number of universities, but with unevenly developing performance indicators, are characterized as less competitive, i.e. the performance indicators of the leading university are leveled within the system as a whole.

  In the dynamics of pesantren education, the development of Islamic boarding schools has undergone changes and shifts in several aspects along with the progress of the times and the development of science and technology. Islamic boarding schools are slowly adopting formal educational institutions to maintain the image of the Islamic boarding schools and to maintain or increase the number of students living in the Islamic boarding schools. Ma'had Aly when viewed from the map of education including formal diniyah education, in this case the Government issued several policies related to Islamic Religious Education in Ma'had Aly. The whole series of higher education systems in the style of pesantren (Ma'had Aly) in an effort to create ulama 'which is currently a rare thing, the pesantren with a spirit of independence are able to boost back religious education that is tafaqquh fi al-din. Therefore, the government should pay more attention to providing support and assistance that is equivalent to other Islamic higher education. Keyword: Education Policy and Ma'had Aly Dalam dinamika pendidikan pesantren perkembangan pondok pesantren telah mengalami perubahan dan pergeseran dalam beberapa aspek seiring kemajuan zaman dan perkembangan ilmu pengetahuan dan teknologi. Pondok pesantren perlahan-lahan mengadopsi lembaga pendidikan formal untuk mempertahankan citra pondok pesantren serta memepertahankan atau menambah jumlah santri yang bermukim di pondok pesantren. Ma’had Aly jika dilihat dari peta pendidikan termasuk pendidikan diniyah formal, dalam hal ini Pemerintah mengeluarkan beberapa kebijakan-kebijakan terkait Pendidikan Agama Islam yang ada di Ma’had Aly. Seluruh rangkaian dari sistem pendidikan tinggi ala pesantren (Ma’had Aly) dalam upaya menciptakan ulama’ yang pada saat ini merupakan hal yang langka, maka pesantren dengan jiwa kemandiriannya mampu mendongkrak kembali pendidikan agama yang tafaqquh fi al-din. Oleh karena itu pemerintah seharusnya  lebih memperhatikan dengan memberikan dukungan  dan bantuannya yang setara dengan pendidikan tinggi islam lainnya. Currently, there is a shortage of research on how Ecuadorian universities are coping with the contemporary reforms of higher education under the government of Correa. In 2010, La Ley Orgánica de Educación Superior (higher education law) defined the development, transparency and quality assurance of existing and new higher education institutions. This case study describes the challenges administrators have in recruiting, hiring, and retaining faculty in an environment where both fiscal and human resources are limited. The research reflects the current complexity of the higher education environment in Ecuador under contemporary reforms and creates a space for the discussion on the unique perspectives of administrators from both private and public institutions.
