Applicability of management guidelines for surfing resources in California

Surf breaks are finite, valuable, and vulnerable natural resources, that not only influence community and cultural identities, but are a source of revenue and provide a range of health benefits. Despite these values, surf breaks largely lack recognition as coastal resources and therefore the associated management measures required to maintain them. Some countries, especially those endowed with high-quality surf breaks and where the sport of surfing is accepted as mainstream, have recognized the value of surfing resources and have specific policies for their conservation. In Aotearoa New Zealand surf breaks are included within national environmental policy. Aotearoa New Zealand has recently produced Management Guidelines for Surfing Resources (MGSR), which were developed in conjunction with universities, regional authorities, not-for-profit entities, and government agencies. The MGSR provide recommendations for both consenting authorities and those wishing to undertake activities in the coastal marine area, as well as tools and techniques to aid in the management of surfing resources. While the MGSR are firmly aligned with Aotearoa New Zealand’s cultural and legal frameworks, much of their content is applicable to surf breaks worldwide. In the United States, there are several national-level and state-level statutes that are generally relevant to various aspects of surfing resources, but there is no law or policy that directly addresses them. This paper describes the MGSR, considers California’s existing governance frameworks, and examines the potential benefits of adapting and expanding the MGSR in this state.

In the past two decades, most states in the United States have added authorization for pharmacists to administer some vaccinations. Expansions of this authority have also come with prescription requirements or other regulatory burdens. The objective of this study was to evaluate the impact of these expansions on influenza immunization rates in adults age 65 and over. A panel data, differences-in-differences regression framework to control for state-level unobserved confounders and shocks at the national level was used on a combination of a dataset of state-level statute and regulatory changes and influenza immunization data from the Behavioral Risk Factor Surveillance System. Giving pharmacists permission to vaccinate had a positive impact on adult influenza immunization rates of 1.4 percentage points for adults age 65 and over. This effect was diminished by the presence of laws requiring pharmacists to obtain patient-specific prescriptions. There was no evidence that allowing pharmacists to administer vaccinations led patients to have fewer annual check-ups with physicians or not have a usual source of health care. Expanding pharmacists’ scope of practice laws to include administering the influenza vaccine had a positive impact on influenza shot uptake. This may have implications for relaxing restrictions on other forms of care that could be provided by pharmacists.

AbstractExternal political efficacy, the belief that government is responsive to the demands of its citizens, has been declining in the United States since the 1960s. However, scholars do not yet fully understand the reasons for its decline. Nor have they found suitable explanations for why it fluctuates within the electorate. Drawing on the growing literature on the effects of income inequality on public policy, I posit that increasing income inequality factors into the decline of external political efficacy. Using multilevel regression models accounting for individual and contextual factors, I find increasing state-level income inequality has a substantial negative effect on external political efficacy. It is greater than most state and national-level economic measures or individual-level variables on external political efficacy. These results have important implications both for research on income inequality and political participation and also for research on income inequality and distributional public policy.

This article explores the history of gifted education policy and practice in the United States over the last five decades, documenting the lack of sustained progress in obtaining sustained federal support. It also highlights two case examples, one at the state level and a second at the national level of where a policy in a specific aspect of gifted program development has been successfully advanced. Implications of the article suggest that gifted education policy is not coherent across the country, is controlled by state legislatures, and subject to annual scrutiny for continued and new funding.

As of 18 October 2020, over 39.5 million cases of coronavirus disease 2019 (COVID-19) and 1.1 million associated deaths have been reported worldwide. It is crucial to understand the effect of social determination of health on novel COVID-19 outcomes in order to establish health justice. There is an imperative need, for policy makers at all levels, to consider socioeconomic and racial and ethnic disparities in pandemic planning. Cross-sectional analysis from COVID Boston University’s Center for Antiracist Research COVID Racial Data Tracker was performed to evaluate the racial and ethnic distribution of COVID-19 outcomes relative to representation in the United States. Representation quotients (RQs) were calculated to assess for disparity using state-level data from the American Community Survey (ACS). We found that on a national level, Hispanic/Latinx, American Indian/Alaskan Native, Native Hawaiian/Pacific Islanders, and Black people had RQs > 1, indicating that these groups are over-represented in COVID-19 incidence. Dramatic racial and ethnic variances in state-level incidence and mortality RQs were also observed. This study investigates pandemic disparities and examines some factors which inform the social determination of health. These findings are key for developing effective public policy and allocating resources to effectively decrease health disparities. Protective standards, stay-at-home orders, and essential worker guidelines must be tailored to address the social determination of health in order to mitigate health injustices, as identified by COVID-19 incidence and mortality RQs.

Historians of public policy, who typically share a conviction that historical analysis can clarify the options available to policymakers, have witnessed this decade's quickening debate over the role and control of American higher education with, in one of Yogi Berra's immortal phrases, a sense of “déjà vu all over again.” Political leaders have continued, in a near vacuum of historical knowledge, to manipulate present variables and project them into the future with little awareness, beyond current political memory, of their past consequences, or of a legacy of political and cultural tradition that would constrain their manipulation. At the national level of debate, which is not where educational policy in the United States historically has been made, the level of historical awareness generally has been greater than at the state level. In the flurry of national commissions and foundation reports that probed the deficiencies of American higher education in 1984–85, the historical evolution of the college curriculum was addressed in reasonably informed historical terms.1 Even though the urgency of debate in the 1980s was fueled by the common pain of recession and post-baby-boom retrenchment, and also by fears of increasing vulnerability to oil boycotts and Japanese economic competition, the national elites who wrote the reports were mindful of the roots of Big Science in the Manhattan Project. Their ties to the academic establishment were intimate, and their historical memories embraced the wisdom of the liberal arts as well as the efficacy of land-grant agriculture and Silicon Valley.

On 15 March 2019, a white supremacist gunman shot dead 50 Muslim worshippers at two mosques in Christchurch, Aotearoa, New Zealand. His actions changed forever the safe haven known as ‘God’s Own’. New Zealanders were shocked that such an event had happened here. Many Kiwis believed the nation to be safe, given its geographic isolation from the terrorist targets of Europe and the United States of America. However, the atrocity has exposed an unhealthy underbelly that has long permeated New Zealand’s socio-culture. Racism and discrimination have forefronted ensuing conversations. This article explores the nation’s history of discrimination preceding the terrorist attack. In doing so, we expose something subtly denied: that New Zealand is not the egalitarian land of milk and honey that many Kiwis believed it to be. We suggest that the terrorist attack not only highlighted the nation’s discrimination but also provided its liminal moment. Part of that liminality was Cat/Yusuf Steven’s performance, in Christchurch, of ‘Peace Train’. We compound our exploration of Aotearoa New Zealand’s history of discrimination by asking how the lyrics of ‘Peace Train’ provide a way to view our past and provide an opportunity to perceive a way forward for the nation, given the tragedy of terrorism. We suggest that ‘Peace Train’ is a metaphorical illumination of the nation’s liminality, and that it provided a road map of unity that helped to guide many Kiwis in understanding and coming to terms with not only what had happened but also a future view of how Kiwis might see themselves.

It is a peculiarity of the European continent that there are four independent Anglican jurisdictions side by side: the Church of England with its Diocese in Europe, The Episcopal Church, based in the United States of America, with its Convocation of Episcopal Churches in Europe, and the Lusitanian and Spanish Reformed Episcopal Churches which are extra-provincial dioceses in the Anglican Communion. Alongside these, there are the Old Catholic Churches of the Union of Utrecht, with dioceses in the Netherlands, Germany, Austria and Switzerland. All of them are in full communion with each other, but they lack a comprehensive jurisdictional structure; consequently, there are cities where two or three bishops exercise jurisdiction canonically totally separately.

Unfavorable pregnancy outcomes caused by Chlamydia trachomatis or Neisseria gonorrhoeae infection are well known. The first step in addressing antenatal C. trachomatis and N. gonorrhoeae infection is a national policy to screen all pregnant women for C. trachomatis and N. gonorrhoeae, regardless of symptoms. The aim of this study was to inform policy makers on the presence of antenatal screening recommendations for C. trachomatis and N. gonorrhoeae infection. We conducted a three-part study from June 2015 to February 2016. We analyzed English and French language information online on Ministry of Health websites regarding C. trachomatis and N. gonorrhoeae antenatal screening. We referenced both primary official country and regional policy documents. We contacted the Ministry of Health directly if the information on the national antenatal screening was outdated or unavailable. In parallel, we sent a survey to the regional representative from the World Health Organization to help collect country-level data. Fourteen countries have current policies for antenatal screening of C. trachomatis and/or N. gonorrhoeae infection: Australia, the Bahamas, Bulgaria, Canada, Estonia, Japan, Germany, Latvia, New Zealand, Democratic People’s Republic of Korea, Romania, Sweden, the United Kingdom, and the United States. Australia, New Zealand, and Latvia and the United States restricted antenatal screening to women ≤25 years old and those of higher risk. Several countries responded that they had policies to treat pregnant women with symptoms. This is the currently recommended WHO guideline but is not the same as universal screening. North Korea had policies in place which were not implemented due to lack of personnel and/or supplies. National level policies to support routine screening for C. trachomatis and N. gonorrhoeae infection to prevent adverse pregnancy and newborn outcomes are uncommon.

PURPOSE: Given the benefits of the human–animal bond (HAB), animals are being used in a range of social work settings. It is important to gain a more in-depth understanding of social work practitioners’ knowledge and actions in these interactions. The purpose of this study was to examine the views and knowledge of social workers in relation to the HAB in Aotearoa New Zealand. METHODS: A survey using an online portal was administrated to qualified social workers via professional and community networks to assess their exposure, level of knowledge, support, training, and barriers to animal–human relations. RESULTS: A total of 140 questionnaires were used for analysis. The results, similar to findings from Canada and the United States, indicate that social workers seemed to have high exposure to information about the benefits of HAB and understanding of the connections between animal abuse and child abuse/domestic violence. Only 68% have included animals in their social work practice. The vast majority have had no specific training in HAB. Untested or untrained animals were also reported to have been used in social work intervention practice. The lack of clear workplace policies, support and professional training in HAB were key barriers that inhibited the inclusion of animals in practice. CONCLUSIONS: Lack of understanding over how to include HAB in practice has serious implications for social work. HAB continues to influence and contribute to the lives of families and individuals and social workers have a duty to develop general awareness and knowledge of the benefits to human health and wellbeing of interacting with animals.

The article analyses a market-based approach to early childhood education (ECE) provision and the growth of for-profit ECE provision, evidence about ‘quality’ and accessibility, and problems occurring when a need for private profit conflicts with the best interests of families and children. The issue of for-profit provision is set within the context of international developments and solutions in Europe, UK, US and Canada. Immediate steps that might be taken for a democratic system of community-based and public early childhood education in Aotearoa New Zealand are pinpointed. Overall, the article offers possibilities for asserting democratic values as a way towards alternatives in Aotearoa New Zealand’s early childhood education provision.
