ABSTRAKPembangunan pariwisata merupakan bagian integral dari pembangunan daerah yang berkontribusi bagi peningkatan  keuangan daerah  maupun kesejahteraan  masyarakat setempat. Namun perkembangannya  tidak mampu diikuti ketersediaan  infrastruktur yang memadai karena keterbatasan dana daerah dalam APBD, sehingga mendorong pemerintah untuk mengandeng investor  berperan serta dalam pembangunan infrastruktur pariwisata. Tujuan pengabdian kepada masyarakat ini, untuk memberikan solusi kepada pemerintah daerah dalam membangun infrastruktur daerah yang memiliki manfaat baik kepada pemda, investor, termasuk masyarakat dalam menikmati destinasi wisata. Metode pendekatan yang dipergunakan yuridis normatif, spesifikasi penelitian deskriptif analisis, dan analisis data secara kualitatif. Hasil penelitian, (1) Kabupaten Cianjur memiliki letak geografis yang strategis, serta dukungan potensi wisata alam, wisata seni dan budaya, serta wisata lainnya yang pernah menempatkan Cianjur sebagai salah satu destinasi wisata dari 10 kabupaten/kota terfavorit se-Indonesia; dan (2) Investasi pembangunan pariwisata Kabupaten Cianjur melalui model Build Operate And Transfer/BOT, bermanfaat bagi Pemda dalam mewujudkan pembangunan infrastruktur pariwisata ditengah keterbatasan APBD. ABSTRACTthe development of tourism is an integral part of regional development that contribute to an increase in the financial area as well as the welfare of the local community. But the development was not able to follow the availability of adequate infrastructure because of lack of funds in the area of BUDGETS, thereby encouraging the Government to mengandeng investors participate in the development of tourism infrastructure. The purpose of this community, to provide solutions to local governments in developing the infrastructure of the areas that have good benefits to local government, investors, including community in enjoying the tourist destinations. Methods of juridical normative approach used, specification descriptive analysis, research and analysis of qualitative data. The results of the research, (1) Cianjur has a strategic geographical location, as well as support the potential of nature tourism, art and cultural tours, as well as other tourist who ever put the Cianjur as one of the tourist destinations in 10 kabupaten/kota favorite se-Indonesia; and (2) development of tourism Investment Cianjur through model Build Operate And Transfer/bots, useful for local government in realizing tourism infrastructure development amid the limitations of BUDGETS.

Natuna regency is a rich area of natural resource products, but still includes underdeveloped areas in Riau Islands Province. Local governments have to make fundamental changes in building the infrastructure aspects, economic, and human resources to eliminate underdevelopment and reduce dependency on central government. The aims of this research are: (1). to evaluate the effectiveness and stakeholders’ perception of the CD program, in terms of participation and partnership; and (2) to formulate a strategy for synergizing the CD Program of Star Energy with the local government’s development program. The analytical methods that are used in this research are descriptive analysis and SWOT analysis. This research was undertaken in Palmatak Sub District and Siantan Sub District of Natuna District of Kepulauan Riau Province, from June until October, 2008. The results indicated that the government stakeholders perceived that the participation of the CD program’s beneficiaries was adequate, and that the partnership between Star Energy and the local government was inadequate. The result of SWOT analysis suggested that Star Energy needs to focus its CD program on sustainable activities, such as economic development and education programs. The strategy for increasing synergy with the local development programs is to intensify communication between the company and the local government through the formation of community development partnership forum.Keywords: Community Development (CD), Effectiveness, Policy Strategy

The quality of government service delivery has been questioned lately. Issues regarding bureaucratic red tape, inefficiency, delay, unresponsive, lack of empathy, and arrogance are some of the complaints received by the Public Complaint Bureau. Based upon this background, this paper attempts to examine the quality of service delivery in some selected local governments in Perak. The study utilizes a quantitative approach in which questionnaire surveys were distributed to local government staff and clients. A total of 500 customers and 150 staff participated in the survey. Using descriptive analysis, the findings demonstrate that the overall quality service delivery is satisfactory. Both citizens and staff feel that the local government involved in the study are able to deliver their services based on the needs of the clients. However, respondents also raise some serious concerns regarding certain issues such as lack of facilities (park and cleanliness ofpublic toilet), improper maintenance (drainage are clogged, recreational facilities are not maintained), and the availability of facilities and program for disable (OKU) group. The study postulates that the different level of satisfaction among the five selected local governments is due to the demographic characteristics of the government. To be specific, the more urban the government, the more it can generate the revenues, thus giving it more flexibility to provide quality service delivery to the customers. On the other hand, with adequate staff training and greater citizen empowerment, local government can always strive to ensure that services delivered are always effective and efficient.

The budgeting process is central to every administration be it the central government, local governments and the private sector because financial control is perhaps the most effective coordination tool. The scope and nature of government operations as a whole are determined by the allocations for the various programs. In fact, human nature has never been proven compared to when humans struggle to get a larger than usual share of the funds. This paper examines budgeting at the local government level, its preparation, problems and prospects. The study found that there was a wide gap between the budget plan and its implementation which resulted in the failure to fulfill political promises and the increasingly high expectations of society. The widespread dissatisfaction of the masses with the local government contributed greatly to the slow pace of local community development. This paper makes several recommendations that will reduce the incidence of budget deficits in the Government.

In fact, it is identified that</em><em> </em><em>the constraints are still remained in fulfilling the government mission. The aim of this paper is to reveal the problematic aspects in terms of the use of underground space by conducting</em><em> qualitative data in term of interviewing experts and official staff of five local governments’ i.e.: Jakarta, Bandung, Surabaya, Makassar, and Medan.  It is concluded that the problematic aspects are: the resources, land ownership, legal aspect; underground spatial planning, as well as technical and technological aspects. </em></p><strong><em>Keywords</em></strong><em>: </em><em>underground space, utilization, problematic aspects</em>

 ABSTRACTThe implementation of public services is still going on with the old public administration practices. Therefore, it is time for the bureaucracy to change its mindset. The development of the paradigm of public administration can bring enlightenment to the bureaucracy. Public Service innovation and creativity is one of the right solutions in the era of regional autonomy in achieving the welfare of modern regional government. The Indonesian state in running the government, the relationship between the central government and local governments must be well and harmoniously established. The intertwined goal is for the prosperity of the people. Direct elections for the head of local government were a process of recruiting leaders in regions that can guarantee the representation of local people through a democratic process. In this process, theoretically and constitutionally political parties have important and strategic roles and functions. Unfortunately, the oligarchic practice that engulfed almost all political parties has internally and externally recognized the basic principles of democracy in the process of recruiting prospective leaders in the region. The democratic process is only procedural, not substantial. So far it is strongly suspected that the process of regional head elections is more colored by transactional politics. This paper aims first, to obtain an overview of the recruitment process for the local head government candidates by political parties in Malang Raya region. Second, to describe the power of money in choosing candidates by the parties and the voters. Third, to explain the transactional political impact on the performance of elected candidates. Methods were using descriptive analysis with qualitative approach and become parts of investigational report. Data were collected from interview and documentation. The results were consist of three aspects: first, at the stage of nomination of candidates for local head of government internally in political parties there was a tendency for friction between central and local political party leaders. In turn, this friction brought the failure of their  candidate in the local election.  Second, even though there were allegations of transactional politics between candidates for regional heads and political parties carrying them or between political parties, the allegations were not supported by concrete data. Third, the selection process for the head of local governments in the Malang Raya area tends to be less consistent with the performance of the government, especially those relating to PAD, IKF, and HDI.

ABSTRACTDekonsentrasi Authority of the head of the region in implementing the financial management of this Research Area focuses on these problems. Using research methods normative legal science by using qualitative data analysis, comprehensive, and complete. Sebingga it was found that the results of research, organization of dekonsentrasi committed by the local government in line with the Undang-undnag Number 33 Year 2014 about equalization kuangan Central Government and local governments should It is a comprehensive system. Financial equalization is carried out in line with the governmental affairs division between the Government and the Government of the region, which is in the system settings not only covers aspects of revenue areas, but also aspects of the management and accountability. In line with that, then surrender the authority of the Government, pelimpahan the authority of Government, and the assignment from the Government in the framework of the Organization of the principle of decentralization, dekonsentrasi, and pembantuan should also be followed with the settings funding and utilization of the national resources efficiently and effectively.

Abstrak Angkutan penyeberangan di Dermaga Ngunut Kabupaten Tulungagung sangat dibutuhkan oleh masyarakat sekitarnya karena dapat membantu mobilitas mereka sehari-hari. Tujuan dari penelitian ini adalah untuk mengevaluasi dan mengembangkan angkutan penyeberangan di Dermaga Ngunut. Dengan menggunakan analisis deskriptif kualitatif dan analisis SWOT, penelitian ini menunjukkan bahwa angkutan penyeberangan di Dermaga Ngunut berada pada posisi kuat (strong) dan menengah (medium). Angkutan penyeberangan di daerah tersebut memiliki peluang yang tinggi serta kekuatan yang cukup (medium) untuk ditumbuhkan dan dikembangkan walaupun  memiliki kelemahan. Salah satu kelemahannya ialah Pemerintah Kabupaten Tulungagung memiliki keterbatasan wewenang dalam pembinaan dan pengelolaan angkutan penyeberangan. Dengan demikian, strategi yang dapat diterapkan adalah mengubah kelemahan menjadi kekuatan dengan cara memberikan kewenangan yang lebih besar kepada Pemerintah Kabupaten Tulungagung untuk mengelola angkutan penyeberangan di daerahnya. Aspek sarana yang perlu diperhatikan ialah pembuatan perahu yang belum mengikutsertakan pendamping atau teknisi dari industri galangan kapal. Adapun, aspek prasarana yang perlu diperhatikan ialah pembangunan dermaga yang belum sepenuhnya mengikuti proses dan prosedur dari instansi yang berwenang. Kata kunci: Angkutan penyeberangan, sarana prasarana, kelaikan berlayar, SWOT, strategi AbstractEvaluation and Development of Ferry Services at Ngunut Dock, Tulungagung Regency: Communities around Ngunut Dock, Tulungagung Regency, require ferry services to help their daily mobility. This research was designed to evaluate and develop ferry services at this dock by qualitative descriptive analysis and SWOT analysis. The results showed that the ferry services observed were in the strong and medium cells and had a great or excellent opportunity and a decent strength (medium) to grow and develop mainly because the community needed these services. This research, however, identified a weakness, i.e., the government of Tulungagung Regency had little to no authority to build and manage the ferry services. For these reasons, the strategy adopted must factor in improvements that change the weakness into a strength by giving the local government greater authority in the management. Future facility and infrastructure development must consider the fact that the ferry boat was made without technical assistance from the ship or boat industry and that the dock construction did not entirely follow the processes and procedures recommended by relevant authorities.  Keywords: Ferry services, infrastructure, seaworthiness, SWOT, strategy

Tourism sector has a significant role in the economic development of our country. Tourism sector has contributed 6.88 percent to the GDP and has 12.36 percent share in employment (direct and indirect) in the year 2014. It has also a significant share in foreign exchange earnings. The benefit of tourism mostly goes to the local community (Sonya & Jacqueline, Mansour E. Zaei & Mahin E. Zaei, 2013). In this paper, an attempt has been made to assess how the tourism industry has created an opportunity for the economic, political, social and cultural development of the local community at Manali in Himachal Pradesh (India) and also tried to study the problems that are associated with the tourism in the region. The study found that the tourism industry has been extending its contribution for the development of local community at Manali. It has been providing employment, business and investment opportunities, revenue generation for the government, encouraging the community to promote and preserve its art, culture and heritage, raising the demand of agriculture products, provided opportunities for local people to run and work in the transport business and by promoting MSMEs in the region. Besides the opportunities, the tourism industry has also added many problems to the local community. Traffic congestion, increase in water and air pollution, solid waste generation, degradation of the cultural heritage, ecological imbalances, rise in cost of living, increase in crime, noise and environment pollution, migration of people to the region, negative impact on local culture, and extra pressure on civic services during the tourists season, are the problems associated with the tourism. The study suggest that effective management of natural resources, dissemination of environment protection information, involvement of local community in decision making, professionalization in the working of local administration, extending the support of government in sponsoring the events, infrastructure development, tracking records of migrants with the help of local community to curb the crime rate, promotion and preservation of art, culture and heritage, involvement of NGOs, compliance of the rules can make tourism more beneficial in the development of local community.
