The quality of government service delivery has been questioned lately. Issues regarding bureaucratic red tape, inefficiency, delay, unresponsive, lack of empathy, and arrogance are some of the complaints received by the Public Complaint Bureau. Based upon this background, this paper attempts to examine the quality of service delivery in some selected local governments in Perak. The study utilizes a quantitative approach in which questionnaire surveys were distributed to local government staff and clients. A total of 500 customers and 150 staff participated in the survey. Using descriptive analysis, the findings demonstrate that the overall quality service delivery is satisfactory. Both citizens and staff feel that the local government involved in the study are able to deliver their services based on the needs of the clients. However, respondents also raise some serious concerns regarding certain issues such as lack of facilities (park and cleanliness ofpublic toilet), improper maintenance (drainage are clogged, recreational facilities are not maintained), and the availability of facilities and program for disable (OKU) group. The study postulates that the different level of satisfaction among the five selected local governments is due to the demographic characteristics of the government. To be specific, the more urban the government, the more it can generate the revenues, thus giving it more flexibility to provide quality service delivery to the customers. On the other hand, with adequate staff training and greater citizen empowerment, local government can always strive to ensure that services delivered are always effective and efficient.

The article analyzes the experience of Russian regions in assessing the informational openness of state authorities and local governments. A comprehensive indicator of the information openness of the local government is proposed, which includes summary indicators of the work of the government with the population, the quality and attendance of the official website, the activity of the government on social networks, the quality of the organization of work with the media, and public satisfaction with information openness.

Natuna regency is a rich area of natural resource products, but still includes underdeveloped areas in Riau Islands Province. Local governments have to make fundamental changes in building the infrastructure aspects, economic, and human resources to eliminate underdevelopment and reduce dependency on central government. The aims of this research are: (1). to evaluate the effectiveness and stakeholders’ perception of the CD program, in terms of participation and partnership; and (2) to formulate a strategy for synergizing the CD Program of Star Energy with the local government’s development program. The analytical methods that are used in this research are descriptive analysis and SWOT analysis. This research was undertaken in Palmatak Sub District and Siantan Sub District of Natuna District of Kepulauan Riau Province, from June until October, 2008. The results indicated that the government stakeholders perceived that the participation of the CD program’s beneficiaries was adequate, and that the partnership between Star Energy and the local government was inadequate. The result of SWOT analysis suggested that Star Energy needs to focus its CD program on sustainable activities, such as economic development and education programs. The strategy for increasing synergy with the local development programs is to intensify communication between the company and the local government through the formation of community development partnership forum.Keywords: Community Development (CD), Effectiveness, Policy Strategy

ABSTRAKPembangunan pariwisata merupakan bagian integral dari pembangunan daerah yang berkontribusi bagi peningkatan  keuangan daerah  maupun kesejahteraan  masyarakat setempat. Namun perkembangannya  tidak mampu diikuti ketersediaan  infrastruktur yang memadai karena keterbatasan dana daerah dalam APBD, sehingga mendorong pemerintah untuk mengandeng investor  berperan serta dalam pembangunan infrastruktur pariwisata. Tujuan pengabdian kepada masyarakat ini, untuk memberikan solusi kepada pemerintah daerah dalam membangun infrastruktur daerah yang memiliki manfaat baik kepada pemda, investor, termasuk masyarakat dalam menikmati destinasi wisata. Metode pendekatan yang dipergunakan yuridis normatif, spesifikasi penelitian deskriptif analisis, dan analisis data secara kualitatif. Hasil penelitian, (1) Kabupaten Cianjur memiliki letak geografis yang strategis, serta dukungan potensi wisata alam, wisata seni dan budaya, serta wisata lainnya yang pernah menempatkan Cianjur sebagai salah satu destinasi wisata dari 10 kabupaten/kota terfavorit se-Indonesia; dan (2) Investasi pembangunan pariwisata Kabupaten Cianjur melalui model Build Operate And Transfer/BOT, bermanfaat bagi Pemda dalam mewujudkan pembangunan infrastruktur pariwisata ditengah keterbatasan APBD. ABSTRACTthe development of tourism is an integral part of regional development that contribute to an increase in the financial area as well as the welfare of the local community. But the development was not able to follow the availability of adequate infrastructure because of lack of funds in the area of BUDGETS, thereby encouraging the Government to mengandeng investors participate in the development of tourism infrastructure. The purpose of this community, to provide solutions to local governments in developing the infrastructure of the areas that have good benefits to local government, investors, including community in enjoying the tourist destinations. Methods of juridical normative approach used, specification descriptive analysis, research and analysis of qualitative data. The results of the research, (1) Cianjur has a strategic geographical location, as well as support the potential of nature tourism, art and cultural tours, as well as other tourist who ever put the Cianjur as one of the tourist destinations in 10 kabupaten/kota favorite se-Indonesia; and (2) development of tourism Investment Cianjur through model Build Operate And Transfer/bots, useful for local government in realizing tourism infrastructure development amid the limitations of BUDGETS.

Local government systems are considered the primary governance level in terms of democracies, though, their contribution to governance is well-established. Concerning this, the present study aims to assess the local government concerning the province of Sindh Pakistan. The focus of this study is to highlight the efficacy as well as the efficiency of the restructuring of the government office. For conducting this study, an experimental research design based on the qualitative research approach is used. The findings of the study conclude that the empowerment of the local government is closely related to the enhanced work practices and better attainment of the economic goals. It also shows that this assists in better management as well as reduction of conflict, since they are more aware of the problems. Therefore, more authority should be provided to these local governments for ensuring the welfare of the people, and Pakistan as a whole.

Direct elections for the head of local government were a process of recruiting leaders in regions that can guarantee the representation of local people through a democratic process. In this process, theoretically and constitutionally political parties have important and strategic roles and functions. Unfortunately, the oligarchic practice that engulfed almost all political parties has internally and externally recognized the basic principles of democracy in the process of recruiting prospective leaders in the region. The democratic process is only procedural, not substantial. So far it is strongly suspected that the process of regional head elections is more colored by transactional politics. This paper aims first, to obtain an overview of the recruitment process for the local head government candidates by political parties in Malang Raya region. Second, to describe the power of money in choosing candidates by the parties and the voters. Third, to explain the transactional political impact on the performance of elected candidates. Methods were using descriptive analysis with qualitative approach and become parts of investigational report. Data were collected from interview and documentation. The results were consist of three aspects: first, at the stage of nomination of candidates for local head of government internally in political parties there was a tendency for friction between central and local political party leaders. In turn, this friction brought the failure of their  candidate in the local election.  Second, even though there were allegations of transactional politics between candidates for regional heads and political parties carrying them or between political parties, the allegations were not supported by concrete data. Third, the selection process for the head of local governments in the Malang Raya area tends to be less consistent with the performance of the government, especially those relating to PAD, IKF, and HDI.

Pandemi Covid-19 mempunyai dampak yang cukup besar pada segala sektor, dan pariwisata halal merupakan sektor yang juga cukup merasakan dampaknya. Penelitian ini menggali potensi upaya pemulihan pariwisata halal dengan pendekatan analisa deskriptif. Menggunakan data terbaru tahun 2020 dan tema yang unik. Metode penelitian menggunakan pendekatan analisa deskriptif, dengan teknik pengumpulan data menggunakan triangulasi berupa observasi, wawancara dan dokumentasi. Berdasarkan penggolahan data diperoleh hasil dari  strategi dengan melakukan Protokol kesehatan berbasis CHSE yaitu Cleanliness (Kebersihan), Health (Kesehatan), Safety (Keamanan), dan Enviroment (Ramah lingkungan) dan juga startegi pemulihan dengan jangka pendek, menengah dan panjang. Strategi jangka pendek lebih mengedepankan dukungan pemerintah daerah, mulai dukungan finansial dan kebijakan yang mendukung. Strategi menengah yaitu dengan menggabungkan peran lembaga pendidikan, pemerintah dan media. Strategi jangka panjang dengan melakukan sistem opersional industri pariwisata, dengan input yaitu memperhatikan kualitas destinasi pariwisata, dan kemudian diprosesnya dengan bantuan penuh pihak pemerintah dan outputnya melakukan pembenahan yang tersturuktur sehingga pariwisata halal di ponorogo dapat perkembang lagi. Dari hasil diatas diperoleh kesimpulan bahwa Pariwisata Halal di Ponorogo telah melakukan pembenahan dengan strategi-setrategi diatas, namun masih belum maksimal sehingga perlu didukung secara penuh oleh Pemerintah daerah, Stakeholder, Media dan Masyarakat.The Covid-19 pandemic has had a considerable impact on all sectors, and halal tourism is a sector that is also quite affected. This study explores the potential of halal tourism recovery efforts with a descriptive analysis approach. Using the latest data for 2020 and a unique theme. The research method uses a descriptive analysis approach, with data collection techniques using triangulation in the form of observation, interviews and documentation. Based on data processing, the results obtained from the strategy by carrying out a CHSE-based health protocol, namely Cleanliness, Health, Safety, and Environment, as well as recovery strategies in the short, medium and long term. The short-term strategy prioritizes local government support, start with financial support and supportive policies. The intermediate strategy is to combine the roles of educational institutions, the government and the media. The long-term strategy is to carry out an operational system for the tourism industry, with input, namely paying attention to the quality of tourism destinations, and then processing it with the full assistance of the government and the output carrying out structured improvements so that halal tourism in Ponorogo can develop again. From the results above, it can be concluded that Halal Tourism in Ponorogo has made improvements with the strategies above, but it is still not optimal so it needs to be fully supported by the local government, stakeholders, media and society. The long-term strategy is to carry out an operational system for the tourism industry, with input that is paying attention to the quality of tourism destinations, and then processing it with the full assistance of the government and the output is making structured improvements so that halal tourism in Ponorogo can develop again. The paper discusses the level of satisfaction of the local government performance and certain forms of citizen’s participation in the improvement of the quality of life in the rural communities, such as creating new job positions, improvement of the infrastructure, creating better opportunities for the children, and decreasing of the poverty. Politicians often make big promises before elections while talking about democracy, rule of law and citizens well-being. After their election, however, they forget about the problems of their fellow citizens. Citizens then feel helpless, fall in apathy and hopelessness, and take a distance from politics and the vital questions for their rural community. The paper will show some data related to these issues gathered from a research conducted by the author in 2016 on a representative sample of 640 respondents on the territory of Republic of Macedonia. The research results show the current situation of the citizen’s satisfaction from the local government with respect to the solutions of water supply and sewerage, transport of citizens, opening of new jobs, building of social services facilities, opportunities for culture and recreational activities, and they ways in which the citizens influenced the local government. The results mostly reflect dissatisfaction with the work of the local government in addressing local problems, the underdeveloped mechanism of public participation, low level of human capital in rural local governments and other problems.

Since the enactment of Law No. 23 Year 2014 about Local Government, there is a mechanism shift in service delivery from the local government to central government, especially related to infrastructure management in border areas. This shift has reversed the policy of decentralized service delivery mechanism to centralized one. This policy has confused the local governments in adjusting their policies to the central government policies. Thus, an asymmetric policy needs to be implemented in order to accelerate border areas development. This paper intends to propose the alternative options in dealing with the new policy and to design a better way how the central government may intervene asymmetrically the sub-national governments in accelerating development and service delivery mechanism in border areas. The descriptive analysis is used as the main method for this paper.

The Local Government Ordinance (LGO), formulated by the National Reconstruction Bureau (NRB) in 2000 and promulgated by provincial governments in August 2001, assigns powers, responsibilities, and service delivery functions to three levels of local governments: district, tehsil, and union. Responsibilities for the delivery of social and human development services, such as primary and basic health, education and social welfare, are delegated to the district level, whereas municipal services, such as water, sanitation and urban services are assigned to the tehsil level. The LGO does not only deal with the delivery of public services in its plan but also stresses the need for fiscal decentralisation, claiming that “Fiscal decentralisation is the heart of any devolution exercise. Without fiscal decentralisation no authority is devolved.”

This study aims to determine how service quality of Building Permit in District Kramat JatiResidential, East Jakarta. The population in this research is 48 people in the district who filed a Keramat Jati Residential petition. The method used in this research is descriptive analysis. The sampling technique used in this study is Incidental Sampling, which sampling technique by coincidence, that anyone who by chance met with the researchers can be used as a sample, which is deemed suitable by research. Then the amount used as many as 48 people. Theory framework used in this study is Ratminto and Winarsih 2006. Service is an activity or a description of the activities that take place in the direct interaction between a person with another person or machine physically and provide customer satisfaction. The result is that the services provided by the Kramat Jati’s subdistrict officer for the community applicant Building Permit Residential, located in the Good criteria with interpretation number is 3.52. The conclusion of this study is still a lack of discipline of officers in the service process that makes the event of delay that hinder the implementation of the applicant service Building Permit Residential, the researchers recommend the discipline of officers need to be improved so that every service process can run well and can improve quality of care provided to the public.Keywords : Quality Service, Building Permit, the Applicant Building Permit
