The article examines the phenomenon of online education, which is very actively spreading in foreign and domestic education systems, but requiring monitoring of this process. The problems of online education are analyzed according to the assessments of domestic and foreign authors, including the materials of annual conferences held by the Sloan Consortium Corporation (now Online Learning Consortium (OLC)). The data of a sociological study of the motivation and readiness of online education actors at a regional university using the methodology of nonparametric statistics are presented. The cluster analysis, carried out by the K-means method, made it possible to obtain an empirical typology of tutors and students of Dubna State University and identify target groups among university members of faculty as online course developers and among university students as consumers of an online educational product. A comprehensive analysis of the theoretical and empirical blocks made it possible to identify trends in the development of online education, problem areas associated not only with the economic component, but also with motivational reinforcement, which can be considered among the factors of managerial decision-making by the university administration.

Analyzed are behavior of applicants before and after entering the university, as well as forms of image of the university based on real perception in the context of the educational process. Modern universities are focused on attracting as many applicants as possible, since this has become a criterion for evaluating universities against the background of competitors. The positioning and promotion of the university is based on the rather ephemeral concept of “image”. The image at the stage of admission is reinforced by the constants set by the university, which after the applicant's admission become phantom and have no direct relation to the educational process, the prestige of the university, or the prospective employment in the labor market. The research process was provided by sending a personal questionnaire, compiled in Google, to the contacts of groups of students and teachers of the Rostov State University of Economics (Rostov-on-Don). The final conclusions are based on the generalization of the participants ' responses, their collective discussion, and the development of an algorithm for structural analysis of the real and virtual advantages of the university that affect the formation of a favorable image of the university in the minds of its audience.

The article describes the state of online learning at Voronezh State University and presents general information about its main components, such as e- library resources, electronic system for education process management, and  the university’s online courses. Since 2001 the University is a participant of  the scientific and technological program “Creation of the open education  system in the Russian Federation”. Within the framework of this program an  informational and educational portal Voronezh. OpeNet.ru − “Voronezh  virtual university” has been established, which is a part of the mega-portal of the Russian informational and educational environment of open education  (www.OpeNet.ru). In 2007 the University has started the work for  implementation of network education based on LMS Moodle. Online education is being realized on three levels: e-library resources,  organization of educational process (“Electronic University”), and online  courses (distant courses, university online courses, and open online courses).  Distant courses include 59 courses on ecology and learning  foreign languages worked out in the framework of Tempus project. At  present Voronezh State University is developing its own open online courses  (MOOC) using the experience of Tomsk State University and Moscow Institute of Physics and Technology. The implementation of online learning makes it  possible to realize two main principles of modern education − “education for  everybody” and “lifelong education”.

In this paper we describe computer-aided assessment methods used in online Calculus courses and the data they produce. The online learning environment collects a lot of timestamped data about every action a student makes. Assessment data can be harnessed into use as a feedback, predictor, and recommendation facility for students and instructors. We also describe late professor Mika Seppälä’s seminal work at the University of Helsinki to develop online materials and tools for learning mathematics since 2001. He also utilized these methods in Calculus teaching at Florida State University. The open online course “Single Variable Calculus” was held in Helsinki in 2004. This intensive work evolved into a complete online English Calculus curriculum starting from the Fall 2013 and soon recognized as an alternative route for taking traditional university Calculus courses in Helsinki. Automatic assessment systems of mathematical competencies, such as STACK and WeBWorK, can take a student’s answer as a mathematical object, e.g. a function or an equation, and check whether it satisfies the requirements set for a correct answer as well as give immediate and meaningful feedback. That is a powerful tool especially for formative assessment: log data shows that many students prefer to start with quizzes and when necessary, consult lecturing materials

The training of a specialist at a university is determined by the quality of the educational process, during which it is necessary to take into account the situation on the labor market. Successful training largely depends on the students self-education, which is difficult and limited in the context of a pandemic. The conditions of todays realities dictate the methods and forms of the process of self-education of students. During the pandemic, students practice self-education on a remote basis. We consider this form as a complex functional system with its own logic of development and relatively independent stages of learning via the Internet. Changes in various fields of activity are observed daily, which increases the requirements for the quality of education of a competitive individual; the idea of online education using electronic information platforms that serve as a means of self-education of students at the university is analyzed. The process of organizing the educational process in disciplines and tasks from the position of digitalization, through the introduction of modern digital technologies in the process of education of academic courses at the time of the pandemic in the country and the world, becomes significant. The conceptual apparatus considered in the paper: information space, educational space, self-education, competence, competence approach. It clarifies the need to teach the discipline in combination to acquire professional experience; the idea of revealing and enriching the inner potential of each person, his development and self-education throughout his life is substantiated; a detailed analysis of psychological and pedagogical literature is given. The results of a comprehensive study conducted at Chelyabinsk State University confirm the dependence of communicative competence on the students self-education during the pandemic.

The article presents the results of an empirical study whose purpose was to identify students’ assessment of the quality of education at a regional university. The study was conducted on the basis of Udmurt State University as part of the research project “Transitive University in the face of global, national and regional challenges” in February-March, 2019. In total, 611 full-time students were interviewed. Despite the fact that the university is on the 228th place out of 2060 organizations engaged in research activities and is of high potential, the quality of education as a whole is estimated by students at a low level and the main complaints are reduced to the poor state of the facilities of the educational environment and the practice organization.

The article analyses a regional university as a social institution on the example of the case of the Ingush State University. A general description of the university is given. It is shown that a regional university in modern conditions as a social institution acquires special significance both as a scientific institution, and as the main element of the regional educational space, and as a center of an innovative economy. The Ingush University focuses on continuing professional education, that includes pre-university training, secondary vocational education, higher vocational education at various levels, as well as postgraduate and additional vocational education. Opportunities for obtaining secondary vocational and higher education for socially vulnerable segments of the population are expanding. The university is one of the largest employers in the region, therefore, the article emphasises its role in solving the problem of graduates employment. The university provides opportunities for stable employment for representatives of the highest qualifications, who otherwise would not have been able to find an occupation due to the peculiarities of the structure of the depressed regional economy. In addition, the conditions for the development of small innovative enterprises are being formed at the Ingush State University. The driving force behind this process is the Engineering Center, a supplier of a sorbent with a high sorption capacity to the Russian market. The centre is aimed at a long-term solution of problems in the development of modified sorption materials that are used in a wide range of industries, including medicine and agronomy, to eliminate environmental pollution as a result of oil spills, to purify wastewater from various organic substances. The culture-creating role of the university in the space of regional culture is multifaceted. The university, on the one hand, is part of the world cultural and educational community, on the other hand, it works to preserve, develop and spread the culture of the regional peoples. The article analyses the integrative function of the university in the creation and support of a single educational and cultural space as an important condition for state unity and sustainable development of our multinational country. The role of the rector's personality in solving the problems facing the regional university in modern conditions is emphasized.

The aim of the study is to clarify the needs of students in transitive changes at Udmurt State University during the transition to a transitive strategy of the university innovation ecosystem development in the region. The theoretical part substantiates the main transformational challenges of our time, affecting the field of universities in a transition society - a transitive society, in which the need for constant innovation changes becomes normative. Based on the results of focus groups held at Udmurt State University in 2018, the main problems and factors of impact on the educational environment of a regional university were identified that may be useful for managerial analysis and decision making. Two quantitative studies of 2019, with the general title “Graduates’ assessment of the quality of education at Udmurt State University and their own educational, migration and career prospects,” turned out to be significantly more effective. In the first case, a questionnaire survey of bachelors of 3 and 4 courses and first-year undergraduate full-time students (n=611) was conducted, in the second case - an online survey of UdSU graduates who completed university training in the period 2008-2018, currently residing outside Udmurtia and registered on the vk.com platform, (n = 281). The following were analyzed: the main reasons for choosing UdSU as a university of the first level of training; the quality of university training, the infrastructure of the university, the compliance of educational programs with modern labor market requirements; main post-graduate strategies and factors influencing the migration behavior of graduates.

The academy in which we toil is moving rapidly towards a greater role for online delivery of higher education, and both fans and skeptics offer strong reasons to believe this technological shock will have substantial disruptive effects on faculty. How can we as economic educators continue to provide sufficient value-added to justify our role in a world where much of what we now do is effectively being automated and commoditized? In this brave new online world, many successful and resilient faculty will add value (and differentiate their product) not by producing costly and elaborate multimedia lectures in which they become a superstar professor-celebrity, but rather through careful, clever, and innovative choices regarding both the adoption of the online content of other providers and the forms of online interactions they integrate into their course designs. Possible forms of faculty-to-student and student-to-student interactions run the digital gamut from discussion boards and electronic testing to peer assessments, games and simulations, and virtual office hours. This article explores basic descriptive and prescriptive questions economic educators and their administrators are likely to face as the online education tide rises. For example, how much does it cost to develop online content and how much time does it take? What are the key “ingredients” for a pedagogically sound online course? Throughout, I will draw on both the extant literature as well as my own experience at the University of California, Irvine, where the online evolution is advancing rapidly.
