The article substantiates the author’s hypothesis of the fundamental reasons for periodic «ups» in prices for essential food products, including the most recent price jump in the second half of 2020. Both the official assessments of the causes of recurring food price surges and the measures taken by the executive branch to stop and prevent them are subjected to critical analysis. Conclusions and fundamental proposals are formulated aimed at eradicating the systemic causes of price volatility in the domestic food market.

Purpose The purpose of this paper is to investigate the role of perceived food quality and consumer ethnocentrism and potential trade-offs between these two concepts in Russian consumers’ food purchase decisions after the implementation of the Russian import ban. Design/methodology/approach Survey data were collected via in-person interviews in the City of Perm, which is one of the largest and most industrial cities in Russia. A double-bounded dichotomous-choice contingent valuation model is utilized to estimate willingness to pay (WTP) and to analyze factors that affect consumers’ choice. Findings The results suggest that most respondents do not consider domestically produced cheese as a risky product in terms of food safety but simply of lower quality than imported cheese. However, the average respondent’s WTP discount for domestic cheese compared to imported cheese is 8 percent, which is relatively small. This corresponds to participants’ opinion that buying domestic cheese is the right thing to do since it supports Russian farmers and producers. The results indicate further that with increasing education and income levels, individuals are less likely to prefer domestically produced cheese for either economic or quality reasons. This effect is stronger for the quality preference. Research limitations/implications The results indicate that if the Russian government aims at expanding the domestic food market further, more attention needs to be paid to ensuring the quality of domestic food products in order to increase consumer acceptance and WTP. Originality/value This is the first study providing empirical evidence on Russian consumers’ attitudes and perceptions of domestically vs imported food products after the implementation of the Russian import ban, which can be considered as an external policy shock.

Today scientific-practical bases of technologies of structured food products allow to create a principally new segment of products at the food market. Introduction of new principles of processing raw materials and ingredients, practical production methods allows to get food products with a new commodity and consumption form. There were studied technological aspects of producing structured food products of a round form on the example of the structured olive technology. Experimental studies and practical achievements in structuring (capsulation) allowed to create a product-analogue with quality and safety parameters, maximally approximated to the natural product. Principles of extruding formation with the synchronous combination of principles of external gel-creation allow to get a three-phase structure of a product (skin, internal content, filler), high organoleptic indices and target food value. At the same time the developed technology allows to involve in the technological process low-value parts of an olive-fruit and raw materials with decreased commodity-technological properties. In its turn, it allows to increase profitability indices and economic capacity of the new technology.

This paper aims to identify which Schwartz values and regulatory focus orientations influence consumer behavior on the food market in the domain of preference for domestic products, which is closely related to consumer ethnocentrism. The CAWI (Computer-Assisted Web Interviews) method was applied. The sample consisting of 1000 respondents was representative for the Polish adult population in terms of sex, age, education, place of living (rural vs. urban), and region. The willingness to pay (WTP) a higher price for domestic products was affected by the tradition and universalism values. Consumer value orientations and regulatory focus were more powerful in explaining the WTP than demographic or socio-economic variables. The theories of value orientations and regulatory focus were found to be more relevant for men than for women, as reflected in adjusted regression determination coefficients. Finally, the promotion regulatory focus was a significant predictor of the WTP among men, but not among women. Based on my findings, it is recommended (1) to emphasize the following elements in marketing communications in order to stimulate the purchases of domestic food products: appeals to tradition, customs, ecology, being natural; (2) to take into account the Schwartz values in consumer segmentation on the food market; (3) to differentiate marketing communications for domestic food products on the basis of gender segmentation: in messages addressed to male consumers, arguments appealing to the promotion orientation should be used more frequently.

The article is devoted to the problematic aspects of the legal support of national security in the food sector in the context of the development of globalization processes in the food market. Particular attention is paid to the quality of food products in connection with the peculiarities of the organization of its global production and the activities of transnational corporations in national markets. Examining the positive and negative aspects of the globalization of food production, the authors draw attention to the threats to the food security of countries posed by this process, including the significant risks to ensure the food sovereignty of states and the health of their citizens. Analyzes the organizational and legal measures taken by the Russian Federation to ensure its national security in the food sector, in particular, aimed at improving the quality characteristics of food products. The imperfection of the legal mechanism for ensuring the quality and safety of food products is noted. According to the authors, its main drawback is the imbalance in the legal regulation of the quality and safety of food products towards the preferential guarantee of food safety at the expense of their quality.

Behavior strategy of food enterprises exerts a direct influence on food quality and safety. Against the backdrop of value perception differences on food quality and safety between different food enterprises, this paper establishes a static game model and based on prospect theory, explores the reasons for food quality and safety issues in our food market from the perspectives of psychology and economics. Finally, it presents a more scientific food quality and safety mechanism and countermeasures.

The quality and safety of food products, including those intended for children’s nutrition, are a priority for the World Health Organization. At present, in order to ensure the quality and safety of food products for child nutrition, there are numerous regulatory and legal acts in Russia. The article provides the systematization of the regulatory and legal framework, taking into account the requirements for food products intended for child nutrition (for the raw materials used, prepared food, its nutritional value, enrichment with vitamins and micronutrients, the use of appropriate packaging and marking) and for the processes that make up its circulation (manufacturing, storage, transportation, sale, advertising and product information). Information on marking of food products for children’s nutrition in accordance with Technical Regulations of the Customs Union 022/2011 was given. The information on the main consumer characteristics of food products specified in the legislation of the Russian Federation was considered. When comparing this information, its inconsistency was established, which can make it difficult for the consumer to choose the right food products for children’s nutrition and its further use. With regard to food products intended for child nutrition, marking serves as the way of communicating information to the consumer. As a result of comparing the information on marking of packaged food products with information on the main consumer characteristics of food products, their inconsistency was also revealed, which may complicate the observance of the consumer’s rights for safety of product and information about the product. It was noted that marking of food products for child nutrition is a relevant source of information for a doctor. The authors proposed ways to optimize the regulatory framework governing the quality and safety of food products intended for child nutrition. The aim is to study the problems of ensuring food security of the Republic of Kazakhstan in the conditions of the Eurasian Economic Union. Methods - monographic, economic-statistical, abstract-logical. Results - it is shown that each of the EAEU member States has identified priority areas and mechanisms for sustainable development. The main economic indicators of agroindustrial complex, indicating a significant increase in the volume of agricultural production in comparison with the previous time periodare considered. The level of per capita consumption of basic food products of the Union member States has been justified, which characterizes the economic and physical availability of food and confirms a favorable situation in this area. The regions producing the largest volumes of food products in monetary terms have been identified; sectors that provide more than half of all production in the countryare identified. Despite the positive trends, problems that have a significant impact on the growth of production potential of Kazakhstanare identified. An insufficient level of consumption of certain types of products in the republic is noted. Conclusions - in order to ensure the collective food security of the EAEU member States, measures aimed to develop cooperation and integration in the AIC, to create a favorable environment for increasing the competitiveness of the industry, marketing of agricultural products and foodhave been proposed. In agricultural policy, it is important to take into account the main risks and threats to sustainable economic development: exceeding the threshold value of imports; price imbalances in goods market; shortage of qualified personnel; underdevelopment of the system of monitoring and forecasting indicators of agri-food market.

The article under discussion considers methods of quality control of turkey meat products. The author believes that the quality control of food raw materials and food products is a significant stage in the production of food products. It is important to organize research aimed at improving the quality and safety of turkey meat products, using accurate, rapid, and highly effective methods of infrared spectroscopy and chromato-mass spectrometry to determine its chemical composition to develop methods to determine the correctness of HS codes.
