This article is a workhouse population study of the Antrim, Ballymena, and Ballymoney Poor Law Unions in County Antrim, Ireland, in 1850–1851 and 1860–1861. Under the Irish Poor Law, the workhouse was the central institution for the welfare of the destitute poor during the nineteenth century. Beyond national trends and a broad regional framework, however, little is known of how workhouse populations varied at the local level or the place of poor relief within the economies of makeshifts of individuals and families. The article draws upon statistical returns to show that changes in the workhouse populations in this area of Ulster diverged from the national pattern as a consequence of local economic and social conditions. The familial circumstances of children in these workhouses are explored through analysis of the admission and discharge registers. Far from presenting a monolithic group, children were admitted to the workhouses in a wide variety of family forms which used the workhouses of this locality in multiple ways.

Abstract:In the agricultural township of Rigton, ten miles north of Leeds, three-quarters of labouring households had recourse to poor relief at some stage between 1815 and 1861. The chronology of this microhistory straddles the end of the French Wars, the Sturges Bourne reforms, and, due to the existence of the country's largest Gilbert Unions, the region's laggardly application of the Poor Law Amendment Act. It seeks, by source linkage, to establish the contexts of labour, welfare and the life cycle within a northern community, and place the poor and their experiences of, and strategies against, poverty within that community. A demographic overview introduces the contexts of labouring families' lives, whilst a commentary on expositions of biographical reconstitutions of two generations of a labouring family, forms a major part of this exploration. This argues that whilst relationships with, and mitigation against, poverty were fluid and complex, as the century progressed labouring families had a decreasing interface with the Poor Law, and adopted and developed new economic strategies to add to their portfolio of makeshifts.1

Although the New Poor Law was passed by the Westminster Parliament, it was implemented at the most local level through newly established parochial boards. By tracing the case of a Paisley widow in need of poor relief through the changing landscape of the Scottish Poor Law in the 1850s, this article analyses the changing interpretation of the law regarding widows’ settlements and highlights the interplay between local bodies and higher courts in interpreting the law. Individual experience and practice in localities worked together to create a national system that reflected Scottish understandings of gender, marriage, and independence.

AbstractSocial commentators in the early decades of the nineteenth century considered the ‘poor classes’ to be a homogenous sub-group of society dependent on parish poor relief. Whilst in recent decades studies of the Old Poor Law have added much to our understandings of the complexity of poor relief practices, the concept of dependency has proved remarkably durable. This article challenges this central assumption by focusing upon the very individuals who constituted this supposedly homogenous dependent group. The relief histories of eight individuals from two cohorts who resided in the Dorset parish of Motcombe are (re)constructed and linked to demographic data to produce detailed biographies. On the basis of these biographies it is argued that even in north Dorset, where opportunities for employment and alternative forms of subsistence were few, ‘the poor’ experienced complex fluctuations of dependence on, and independence from, poor relief. It is also shown that traditional assumptions about the factors prompting relief, including the expansion of the family, did not have a uniform impact on all individuals. Such a methodology also makes it possible to explore how the parish managed to respond to the differing and similar needs of individuals. It is thus stressed that instead of following one policy for all, parish officials applied and tailored relief to suit each individual.

How did philanthropy adjust to the transformation of society in the nineteenth century? What was its role in social relations and in relieving poverty? Recent writers studying these issues have suggested the need for detailed studies at local level, and in studying some English towns and cities in the earlier part of the nineteenth century they have come to varying conclusions. Roger Smith's study of Nottingham shows that philanthropy added insignificantly to the amount of relief available through the Poor Law. By contrast Peter Searby's study of Coventry shows that philanthropic funds were quite abundant and after some reforms in the 1830's even applied to the relief of the poor! Professor McCord's articles on the North-East of England in the early nineteenth century seek to establish the more ambitious claim “that nineteenth-century philanthropy provided increasing resources and extended machinery with which to diminish the undesirable effects of that period's social problems”.

The welfare state emerged in 1948 when the National Assistance Act finally abolished the New Poor Law Forty-two years later, as politicians and bureaucrats struggle to keep increasing expenditure within bounds, the existence of the welfare state in its present form is under threat. Just over 150 years ago, the Old Poor Law was presenting parish ratepayers with a similar problem of rising costs, leading in 1834 to a fundamental reorganisation into the New Poor Law It may therefore be profitable to see how effective in practice the New Poor Law was when it replaced a system widely regarded as profligate, and to consider the extent to which benefits payable through the welfare state were available a hundred years or more ago.This study examines in detail how the New Poor Law, and other forms of relief, affected the whole population of the rural parish of Colyton, in south Devonshire, during the thirty years from 1851 to 1881. It will first describe the sources from which a poor person in Colyton in the mid nineteenth century could look for relief; next discuss how widespread poverty was and who the poor were; then look at what kinds of relief were available, under what conditions; and finally assess the comparative importance to the poor of the different agencies providing assistance.

Boarding out and fostering poor children was a favoured method of poor relief in many rural areas in northern Europe. This article discusses children who were boarded out to foster-parents by public auction in a rural parish in northern nineteenth-century Sweden. Poverty was the main reason why children were boarded out, frequently associated with loss of parents and difficulties in providing for a large household. It is suggested that the Swedish system of boarding out poor children must be understood in the context of a welfare system where cost efficiency was important. The auction method was used in spite of the risks involved because it was considered to be the best way to provide poor children with food, clothes, shelter and care, while keeping the compensation to the foster-parents at a reasonably low level.

This chapter foregrounds the concept of pauper agency. Using the largest corpus of letters by or about the poor ever assembled, it argues that sickness was the core business of the Old Poor Law by the early nineteenth century. Rather than paupers being simply subject to the whim and treatment of the parish, the chapter argues that they had considerable agency. Despite problems of moral hazard and the idea that sickness could be faked, paupers and officials agreed that ill health and its treatment was an area of acceptable contestation.

Between 1809 and the early-1840s more than fifty mendicity societies were established throughout Ireland. These charities focused on the suppression of street begging and the relief of the destitute poor. Mendicity societies took their lead from earlier societies located in Britain and mainland Europe, and in Ireland the Dublin association acted as a parent body for this movement. While playing a prominent role in the welfare landscape in the first half of the nineteenth century Ireland’s mendicity societies largely disappeared within a short space of time, largely on foot of the introduction of the Poor Law system.

Bleak House is a novel saturated with figures of unsettlement, in which characters uprooted by their social conditions operate within a plot animated by unsettlement, in an affective world dominated by feelings of pity and sympathy for those who have been displaced. Thresholds recur in the novel as privileged sites of heightened emotion. The novel’s preoccupation with unsettlement is best understood in the context of mid-century bourgeois aspirations to reimagine the nation as a place in which all citizens might enjoy freedom of movement. In framing this vision, Dickens draws on two contemporary discourses, one drawn from emigration, especially Caroline Chisholm’s popular ‘family emigration’ schemes; the other from public discussions about the law of settlement in the context of the New Poor Law. The latter were attempts to regulate where the poor could live, in the context of the bureaucratic reorganization of national geography that occurred at this time. Throughout, however, the novel displays profound ambivalence about Britain’s engagement with the wider world, expressed most clearly through its antagonism to overseas philanthropy, which it sees as a misdirection of national feeling. The novel’s vision of the nation, underpinned by its commitment to mobility and an ideology of freedom of movement within, but not beyond, the nation, produces its particular formal features and thematic emphases on mobility and movement, and its preoccupation with thresholds—doorsteps, entrances, and finally national borders—as places at which political decisions about inclusion and exclusion are made.
