In 2016, the Indonesian economy grew by 5.02%. It was the third-largest growth after China and India among the G20 countries. The creative economy itself contributed 852 trillion rupiahs or 7.38% to that GDP. It is a remarkable achievement of the economy of Indonesia. Achieving higher performance requires collaborations among all parties in quadruple helix, contributing to the establishment of partnership patterns. They should work based on their task, principle, function, and capacity in synergy. Hence, it is necessary to set effective guidelines (manual) or ecosystem development of the creative economy at a regional level. Besides, it is a prerequisite to establishing partnership programs between government and creative communities through the program of 3Cs (Connect - Collaborate - Commerce). The problem examined in this study relates to the development of the creative economy based on local arts and culture in Bandung Regency. The main objective of this study is to construct the strategic partnership model which can impact the creative economy sector in Bandung Regency, based on local arts and culture. This research uses a focus group discussion (FGD) technique involving all essential parties and interviews with stakeholders in regional work units who have the authority to make decisions related to the development of the creative economy. FGD and interview generate accountable information related to mapping potential of the creative economy, SWOT analysis and available partnership programs for the development of the creative economy based on local arts and culture, and description of partnership system between related parties in the quadruple helix. Therefore, it is necessary to establish guidelines or document which can be used in the policymaking. Besides, FGD and interview result in the concept of a government partnership program with creative communities through the program of 3Cs (Connect - Collaborate - Commerce). This research is expected to encourage many regions to connect, collaborate, and commerce so they can create new programs that will be conducted together with their supporting partners. The results of this study show that the role of government in the quadruple helix is 60% in 2016, decreasing to 10% in 2019. The decreasing government role is also accompanied by the increasing role of creative entrepreneurs each year (55 percent in 2019). It shows that the development of the creative economy is becoming more independent every year.

The scope for involving private capital participation in wastewater treatment and pollution control is attracting attention in a number of countries. After noting briefly some influences giving rise to this trend, this paper discusses frameworks in which such participation may be developed. In some aspects, there are choices available and it is essential to shape the private participation appropriately to the community's situation and problems, with due recognition of the hazards also involved. In other aspects, policy choices are more constrained, and there are requirements which it is suggested all private participation frameworks should provide for as clearly as possible. Effective private participation generally depends on re-designing and strengthening the role of government as the scale of its former role is reduced. Getting this re-design of the government role right is at least as important as making appropriate choices for format of private participation.

Persons with disabilities still find it difficult to find and obtain work because they are considered less productive and incapable to work. However, every human being has human rights including the right to obtain work and to persons with disabilities. This study aims to understand the Indonesian government's role based on human rights instruments' concern for work opportunities. The research used a normative study with a descriptive qualitative analysis which is focused on library research and analysis of the compilation of written data. The author found that the role of government is through policies and realization on the program where the direction not only supervision within sanction to the employer but also develop quality and placement of disabilities workforce, open special labor market and promotion to all stakeholder for providing recruitment. Nonetheless, the national government role in the realization of obligation from the human rights legal instruments both international or national still not comprehensively comply with the provision because the specific regulation relates to employment still have discrimination provision, absence of government technical regulation about disabilities employment, lack of regulation and policy measures to encourage private sectors for hire persons with disabilities.

The objective of this research is to know how the role of government in handle the termination of employment conflict at PT Gunung Mas Persada Jaya in Pangkep Regency and what were the supporting and inhibiting from government in doing their role. The type of the research is descriptive qualitative and the sample were eight informants, the technique of data collection were collected by interview the informant and observation.  The result of research showed that the government in implementing the role as regulation, administrator and fasilitator has been realized well, because there was agreement between the employees and the company through Tripartit negotiations. keywords : Government role, conflict, Termination of employment  ABSTRAK Adapun tujuan dari penelitian ini adalah untuk mengetahui bagaimana peran pemerintah dalam menangani konflik pemutusan hubungan kerja karyawan PT Gunung Mas Persada Jaya di Kabupaten Pangkep dan apa saja yang menjadi penunjang dan penghambat pemerintah dalam menjalankan perannya. Jenis penelitian ini adalah deskriptif kualitatif dengan informan sebanyak delapan orang, teknik pengumpulan data dikumpulkan dengan menggunakan instrument berupa wawancara terhadap informan dan observasi. Hasil penelitian menunjukkan bahwa pemerintah dalam menjalankan peranannya sebagai regulator, dinamisator dan fasilitator sudah terealisasi dengan baik, dilihat dari ditemukannya kesepakatan antara karyawan yang diPHK dengan pihak perusahaan melalui perundingan Tripartit. Kata Kunci: peran pemerintah, konflik, pemutusan hubungan kerja.

This article was aimed to formulate the construction of tourism village development model towards smart eco-tourism in Paksebali village, Kungkung regency, Bali. The methods of collecting data included observation, interview, documentation, and Focused Group Discussion. The data were analysed using qualitative method and SWOT analysis. The findings showed that the political will of the government in Klungkung regency and Paksebali village, as well as the participation of the local community had a great contribution to the development of the tourism village. The analysis of internal and external factors were used to formulate alternative development strategies that included conservation and revitalization of arts and culture, nature and environment conservation. Village tourism product development was conducted in a gradual and sustainable manner. Improvement of facilities and infrastructure, included HR Quality Improvement, Strengthening tourism village institutions, marketing systems, and increasing community participation.

Purpose The purpose of this paper is to analyze strengths, weaknesses, opportunities and threats (SWOT) of energy efficiency improvement of Iran building sector and develop strategies based on them and finally prioritize these strategies according to experts’ judgments. This SWOT analysis is developed based on a detailed study in Iran energy market along with consulting with several energy specialists and has not been conducted before. Design/methodology/approach Since SWOT analysis is not capable to rank the developed strategies, analytical network process method is applied to prioritize them according to experts’ judgments. Results are compared with the results of the hierarchical network process (AHP). Findings Numerical results show that modification of the energy tariff system is the most important strategy. Besides this strategy, four other ones are related to the role of government in Iran energy market, while the remaining ones can be accomplished by domestic or international companies. They are about worn out appliances, inefficient buildings and inefficient lighting systems. Originality/value The SWOT analysis and the developed strategies can provide an insight into the improvement of buildings’ energy efficiency in Iran and some similar countries. All the developed strategies have two sides. One is the regulatory and supporting role of the government and the other is about the investment and implementation considerations. As most of the required rules have been established, the ground is prepared for domestic or international investors to start or develop their energy-related businesses in Iran market.

<em>Characteristics of people in coastal area are taught and open mind like sea which is analog to open access and high risk. They inherit knowledge from their ancestors who refered to stars constelation as guide, besides other traditional technologies. There are four research questions: (1) How are technologies inherited to young generations? (2) Are the developing fish technologies accepted? (3) What are governments’, scholars’, and NGO’s roles? and (4) How is people’s responds towards modern technologies? Meanwhile, this research wants: (1) To know inheritance technologies, (2) To understand acceptability level, (3) To explore the roles’ of governments, NGOs, and scholars, and (4) To recognize people’s respond toward technologies. Fisheries commodities have comparative advance, although they are perishable food that need quick, accurate, and right treatment. The research was conducted in Larantuka Sub-district of East Flores. Observation and interview were data collection methods applied in this research. Data were analysed using SWOT analysis. It is concluded that traditional technologies are useful to preserve local culture and wisdom. The role of government through local development agents, NGOs, and scholars via trainning has not applicable yet for the community in the wide area and has limitations of man power.</em>

This study aimed to describe the shape of local government actions in tackling illegal fishing in Aceh,  the handling of illegal fishing destructive fishery resources. The fundamental point is Law No. 45 Year 2009 concerning fisheries. This spesification of this research descriptive analysis, used both normative juridical approach and empirical. The results showed that the local government has made an effort preventive and repressive in the case of illegal fishing. To coordinate with relevant agencies and empower the role of traditional institutions of the sea to assist the role of government and law enforcement.Local governments should improve the coordination and supervision of the marine area, to monitor and evaluate the performance of local authorities in applying the law against this illegal fishing case.Keywords: Illegal, Local Government, and Fishing.
