The spaces of Russian cities (the centers of the subjects of the Federation - first of all) have changed significantly due to the growth in housing construction over the past one and a half - two decades. More than 100, mainly multi-storey residential buildings have been built and are under construction in the capital of the Udmurt Republic - Izhevsk. The settlement of new buildings will significantly change the geography of the settlement of the population and the density of the population in individual neighborhoods of the city. The rapid mass construction of buildings creates, in particular, a transportation problem. The transport system is one of the most important components of urban infrastructure. The changes in the geography of the population settlement will lead to changes in the geography of the intensity of traffic flows, to which the city’s road network may not be ready. The problem of such unavailability is due to financial, administrative and technical reasons. After the first and second phases of construction of housing complexes the situation on many important sections of the Izhevsk road network will become significantly more complicated, and the likelihood of road congestion will increase in the next 4-5 years. The authors have developed and applied a methodology for assessing existing traffic flows along the road network, as well as a method for predicting the intensity and directions of prospective traffic flows that will arise during the implementation of construction phases. The “12 micro district” of the city of Izhevsk as a geographical object of research was chosen. The assessment of existing traffic flows was carried out - at the first stage. A forecast was made of traffic on the road network inside and around the perimeter of the “12 micro district” - at the second stage. The results obtained have made it possible to identify the most problematic sections of the street and road network at present and in the near future. The recommendations to overcome the problem situations that were taken to action by the developer were made.

Introduction. The authors propose to use a rational distribution of buses, taking into account their passenger capacity and the hours of the day, in order to optimize the operation of the rolling stock (RS) on the route. The usage of RS low-capacity on routes with significant passenger traffic increases the RS need, the load on the transport network and emissions of harmful substances into the atmosphere. Operation of high-capacity buses on routes with low power passenger traffic leads to the large intervals of movement and to the increase of waiting time for passengers. The authors highlight that on the number and type of buses’ determining it is necessary to take into account the city specifics (on the example of Volgograd), such as the presence of only two main streets with three lanes in each direction, adjacent roads through which the routes pass, one lane direction.The length of the city along the Volga river in total is about 90 km, due to the peculiarities of the road network (RN) of the city, any irrational use of the RS leads to a significant load on the road network, and, as a result, to the congestion on the roads. Nowadays the PS is not operated effectively.On most routes of the city the capacity of RS does not correspond to passenger traffic on the route. Possible way to optimize the use of RS is taking into account the daily load on the road network.Materials and methods. The authors studied the technology of the movement organization of the rolling stock on the № 59 route. In order to optimize the transportation process, the authors used the method of determining the buses’ number by hour of the day on the base of the graph-analytical method. Buses of different capacity were used on this route.Results. The resulting distribution of buses made it possible to combine the interests of carriers and passengers, to increase the efficiency of rolling stock and to reduce the load on the road network.Discussion and conclusions. As a result, the authors present the measures for improving the efficiency of the rolling stock. These measures are the main for improving transport services for population.

An intensive increase in road transport, particularly individual, in recent years has led to such consequences as increased time spent on travel, the number of forced stops, traffic accidents, the occurrence of traffic jams on the road network, reducing traffic speed and a deteriorated urban road network in cities. The most effective method for solving these problems is the use of graph theory, the main characteristics of which is reliability, durability and accessibility of a free as well as loaded network. Based on their analysis the methods for network optimization are proposed.

Introduction. The load models of the road network make it possible to understand a lot of the transport, social, environmental, and other city problems. Creating transport models requires knowledge of the traffic flows’ formation and functioning. The paper formulates a goal and poses tasks for the research conducting of the adjoining territories of residential areas in Tula as one of the urban traffic flows’ sources and of the identifying patterns of the parking places near houses’ influence on the road network loading.Materials and methods. The basis of the research was the development in the field of predictive simulation of automobile transport systems. The authors used complex of computer-aided design “TransNet”, which allowed adjusting the initial data in the base model by the results of the parking places’ functioning.Discussion and conclusions. As a result, the improved transport model of Tula allows making the forecast for determining the main parameters of the transport system taking into account the dynamics of vehicles’ local area departure at different time intervals. Moreover, the proposed methodological tools and algorithm for solving the problem of the road network loading in a quasi-dynamic setting helps to solve existing transport problems and to improve the traffic organization.The authors have read and approved the final manuscript. This article describes a practical method of constructing mathematical models of traffic flow, the most suitable for a particular city highway. The initial data are: instant speed, time, distance, flux density, intensity of movement of vehicles. Using the obtained data, built regression model, and conducted correlation analysis. The choice of the mathematical model that most faithfully describes the transport process was made on the basis of the correlation coefficient

Currently, there are a number of problems of transport network in the city related to the implementation of illegal parking. The article analyzes problems and proposes the following solution - planning system development of loading parking spaces in the city. This system will reduce the burden on the road network of the city and helps drivers to optimize the process of finding available parking spaces.

Managing the congestion is an old and legitimate claim of the cities. However, in spite of the promising solutions, the use of passenger cars outside the city centers did not decrease. The still hot topic requires a real solution.The goal of the traffic planning and management was to serve the traffic demands but with the increase in traffic, infrastructure development could not keep up, so this goal - theoretically - is not valid anymore. We are in the midst of a paradigm shift: the old goals are obviously not working, but new goals and the tools needed to achieve them have not yet been developed.According to the presented research, the operation of urban-suburban rush hour congestion radically differs from the way we have assumed so far, so a new framework was developed that describes this traffic operation. This framework allows us to look for new and valid management solutions and set new strategic and operational goals. In this paper, it is proposed not to build infrastructure for traffic demands, but to adapt the traffic demands to the infrastructure, by creating the optimal saturated traffic flow. This will prevent negative traffic dynamics and impacts on the network and provide higher quality and a more reliable road network operation. The research results have led us to theoretical questions such as the right of the limitation of the free routing on the road network.

Kota Semarang mengalami peningkatan pergerakan lalu lintas setiap tahunnya, khususnya  Kecamatan Semarang Tengah, yang memiliki fungsi sebagai kawasan pusat perbelanjaan, perdagangan dan jasa, perkantoran, dan pendidikan. Pemerintah Kota Semarang telah berupaya mengatasi permasalahan lalu lintas dengan menerapkan sistem satu arah pada ruas Jalan Gajahmada, Jalan Pandanaran, Jalan MH. Thamrin, Jalan Pemuda, Jalan Imam Bonjol Selatan, Jalan Kapten Piere Tendean, dan Jalan Indraprasta. Penelitian ini dilakukan untuk mengetahui gambaran efektivitas atas penerapan sistem satu arah pada ruas jalan tersebut dengan menggunakan metode analisis deskriptif dan kuantitatif hasil keluaran EMME2 versi 9.5. Hasil dari penelitian ini yakni setelah diterapkannya sistem satu arah masih terdapat ruas jalan yang mengalami penurunan kinerja jalan, yaitu ruas jalan Imam Bonjol Selatan belum sesuai dengan persyaratan fungsi jalan karena lebar badan jalannya hanya 10 meter sedangkan dalam persyaratan untuk fungsi jalan arteri sekunder lebar badan paling sedikit 11 meter, ruas Jalan Kapten Piere Tendean dan Pandanaran nilai DS 0.75 pada waktu sore hari dan berada pada tingkat pelayanan D pada ruas Jalan Pandanaran sedangkan tingkat pelayanan E berada pada ruas Jalan Kapten Piere Tendean. Selain itu, pada ruas Jalan Imam Bonjol Selatan, Kapten Piere Tendean, dan Pandanaran masih belum sesuai dengan indikator kinerja sistem jaringan jalan untuk meminimalisasi atau mengurangi ketertundaan total dan panjang perjalanan total karena kecepatan perjalanan menurun dan kapasitas jalan belum mampu menampung beban lalu lintas. Solusi penanganan yang dilakukan adalah nilai DS harus 0.75 dan maksimal menunjukkan ditingkat pelayanan C, Jalan Kapten Piere Tendean, dan Jalan Pandanaran, pelebaran jalan 1 meter pada ruas Jalan Imam Bonjol Selatan dan pengaturan off street parking pada ruas Jalan Imam Bonjol Selatan, Kapten Piere Tendean, dan Pandanaran. Kata kunci: EMME2 versi 9.5, kinerja sistem jaringan jalan, permasalahan lalu lintas, sistem satu arah.   Performance Analysis of One - Way Roads in Central Semarang District, Semarang : The city of Semarang is experiencing an increase in the movement of traffic every year, especially in Central Semarang District which has a function as a shopping center, trade and service area, office area, and education area. The Semarang City Government has tried to overcome traffic problems by implementing a one - way system on Gajahmada, Pandanaran, MH. Thamrin, Pemuda, Imam Bonjol Selata n, Piere Tendean, and Indraprasta streets . This study was conducted to determine the effectiveness of the implementation of the one - way system on the road using the analysis method, which wa s descriptive and quantitative output of EMME2 version 9.5. The re sults showed that after the implementation of one - way system, there was still decreased performance in some roads. The road segment in Imam Bonjol Selatan street had not fulfill the requirements for road functions because the width of the road wa s only 10 meters, mean while according to the requirements for secondary arterial road functions it should be at least 11 meters. The DS value of Piere Tendean and Pandanaran Roads was 0.75 in the afternoon . Furthermore, the level service of Pandanaran Road was D w hile Captain Piere Tendean Road section was E . In addition, Imam Bonjol Selatan, Captain Piere Tendean and Pandanaran Roads we re not in accordance with the performance indicators for the road network ing system to minimize or reduce total delays and total t rip length because travel speeds were declining and road capacity had not been able to accommodate traffic loads. T o overcome this problem the DS value must be 0.75 and the maximum service level should be C in Piere Tendean and Pandanaran Road s , widening 1 meter road on Imam Bonjol Selatan section, and setting off street parking on Imam Bonjol Selatan Road, Captain Piere Tendean, and Pandanaran.
