Managing the congestion is an old and legitimate claim of the cities. However, in spite of the promising solutions, the use of passenger cars outside the city centers did not decrease. The still hot topic requires a real solution.The goal of the traffic planning and management was to serve the traffic demands but with the increase in traffic, infrastructure development could not keep up, so this goal - theoretically - is not valid anymore. We are in the midst of a paradigm shift: the old goals are obviously not working, but new goals and the tools needed to achieve them have not yet been developed.According to the presented research, the operation of urban-suburban rush hour congestion radically differs from the way we have assumed so far, so a new framework was developed that describes this traffic operation. This framework allows us to look for new and valid management solutions and set new strategic and operational goals. In this paper, it is proposed not to build infrastructure for traffic demands, but to adapt the traffic demands to the infrastructure, by creating the optimal saturated traffic flow. This will prevent negative traffic dynamics and impacts on the network and provide higher quality and a more reliable road network operation. The research results have led us to theoretical questions such as the right of the limitation of the free routing on the road network.

Continuous, automatic measurements of road traffic volume allow the obtaining of information on daily, weekly or seasonal fluctuations in road traffic volume. They are the basis for calculating the annual average daily traffic volume, obtaining information about the relevant traffic volume, or calculating indicators for converting traffic volume from short-term measurements to average daily traffic volume. The covid-19 pandemic has contributed to extensive social and economic anomalies worldwide. In addition to the health consequences, the impact on travel behavior on the transport network was also sudden, extensive, and unpredictable. Changes in the transport behavior resulted in different values of traffic volume on the road and street network than before. The article presents road traffic volume analysis in the city before and during the restrictions related to covid-19. Selected traffic characteristics were compared for 2019 and 2020. This analysis made it possible to characterize the daily, weekly and annual variability of traffic volume in 2019 and 2020. Moreover, the article attempts to estimate daily traffic patterns at particular stages of the pandemic. These types of patterns were also constructed for the weeks in 2019 corresponding to these stages of the pandemic. Daily traffic volume distributions in 2020 were compared with the corresponding ones in 2019. The obtained results may be useful in terms of planning operational and strategic activities in the field of traffic management in the city and management in subsequent stages of a pandemic or subsequent pandemics.

The transport system plays an important role in human activities and is an integral part of the successful functioning of the urbanized area. The increasing degree of provision of urban residents with transport services should at the same time keep the environment environmentally friendly and sustainable over time. The article is devoted to the issues of ensuring the rational functioning of the city transport system based on the development and implementation of an intelligent road infrastructure management system, the intellectual core of which are simulation models of problem areas of the road network. The objective of the study is the development of tools for organizing traffic in the conditions of the rapid growth of the fleet of vehicles. Research tasks were to analyze the research in the field of traffic management, to consider methods to reduce and prevent traffic jams on roads in general and in individual sections in particular. The following research methods were used: methods of system analysis, methods of modeling traffic flows, simulation, computer experiment. Achievements: the developed simulation model can be used to conduct a computer experiment in order to select the optimal parameters for the functioning of traffic lights on a specific section of the road network of the city of Naberezhnye Chelny

Kampala is a government seat and the capital city of Uganda. Kampala has been referred to as an executive slum due to its breakdown in service delivery. Currently the city is facing increased population growth, increased demand for services, changing consumptions, rising income which has caused urbanization that resulted into increased solid waste generated. While Kampala has a lot of challenges i.e., garbage, potholes, sewer service, construction, traffic management, corruption, health services, environment, stray livestock and management of markets. The main objective of this papers was to investigate service delivery during the recentralization of the city in line with garbage tonnage. Secondary data from Lubaga division used with content analysis to analysis the collected data. Results indicated that a small number of trips and fuel consumption in December compared to October and November 2016. The fall in trend of garbage collected could be as a result of some measures like burning which are adopted by some households in Rubaga division. It is also believed that some KCCA garbage vehicles remain on the road sides and this would make it hard for some people who are far from the road to bring their garbage.

The article discusses the issues and results of the use of statistical modeling (one of the types of simulation modeling, the so-called "Monte Carlo" method), to assess the effectiveness of traffic management on the example of the Timofey Charkov st. and Verkhnetarmanskaya st. intersection, located in the city of Tyumen. The results are based on the length of the vehicle queue and traffic delay time for one car in the scenario of widening the intersection’s carriageway and/or the implementation of the adaptive regulation for traffic flows. The calculations were carried out in the "SmartAdaptive+" program developed by the authors, and designed for a technical and economic assessment of the effectiveness of traffic management measures and the use of adaptive regulation and measures to change the road network nodes configuration.

With growth of urbanisation, there is a requirement for using the leverage of smart city in city management. The core of smart city is Information and Communication Technologies (ICT), and one of its elements is smart transport which includes sustainable transport and Intelligent Transport Systems (ITS). Cities and especially megacities are facing urgent transport challenge in traffic management. Geospatial can provide reliable tools for monitoring and coordinating traffic. In this paper a method for monitoring and managing the ongoing traffic in roads using aerial images and CCTV will be addressed. In this method, the road network was initially extracted and geo-referenced and captured in a 3D model. The aim is to detect and geo-referenced any vehicles on the road from images in order to assess the density and the volume of vehicles on the roads. If a traffic jam was recognised from the images, an alternative route would be suggested for easing the traffic jam. In a separate test, a road network was replicated in the computer and a simulated traffic was implemented in order to assess the traffic management during a pick time using this method.

Introduction. The authors propose to use a rational distribution of buses, taking into account their passenger capacity and the hours of the day, in order to optimize the operation of the rolling stock (RS) on the route. The usage of RS low-capacity on routes with significant passenger traffic increases the RS need, the load on the transport network and emissions of harmful substances into the atmosphere. Operation of high-capacity buses on routes with low power passenger traffic leads to the large intervals of movement and to the increase of waiting time for passengers. The authors highlight that on the number and type of buses’ determining it is necessary to take into account the city specifics (on the example of Volgograd), such as the presence of only two main streets with three lanes in each direction, adjacent roads through which the routes pass, one lane direction.The length of the city along the Volga river in total is about 90 km, due to the peculiarities of the road network (RN) of the city, any irrational use of the RS leads to a significant load on the road network, and, as a result, to the congestion on the roads. Nowadays the PS is not operated effectively.On most routes of the city the capacity of RS does not correspond to passenger traffic on the route. Possible way to optimize the use of RS is taking into account the daily load on the road network.Materials and methods. The authors studied the technology of the movement organization of the rolling stock on the № 59 route. In order to optimize the transportation process, the authors used the method of determining the buses’ number by hour of the day on the base of the graph-analytical method. Buses of different capacity were used on this route.Results. The resulting distribution of buses made it possible to combine the interests of carriers and passengers, to increase the efficiency of rolling stock and to reduce the load on the road network.Discussion and conclusions. As a result, the authors present the measures for improving the efficiency of the rolling stock. These measures are the main for improving transport services for population.

The main task in ensuring the appropriate level of organization of traffic on the street and road network of cities is to minimize traffic delays, increase traffic safety, provide transport and pedestrian communication between the planning elements of the city. Problems caused by the deterioration of the street and road network significantly affect the work of the entire transport complex of the city. Significant traffic delays, congestion, characterized by increased travel time, deterioration of transport services, increased pollution of urban environment due to increased emissions and noise, increasing the number of road accidents indicate the inconsistency of the road network of cities to the modern level of motorization. To ensure the required capacity of the elements of the road network, there is a need to create appropriate road conditions, namely the construction of new and reconstruction of existing engineering structures and elements of streets and roads. However, addressing these issues may not always improve the performance of the entire network, as, in parallel with technical measures based on the construction and reconstruction of transport infrastructure, the application of effective traffic management measures to manage traffic in urban areas should be addressed streets. When creating conditions for optimizing the operation of regulated intersections, it is necessary to take into account the technical condition of vehicles, road conditions and the condition of the road surface. One of the main tasks of any traffic organization is to increase the capacity of intersections and reduce vehicle delays, ie the passage of traffic lights with minimal delay. To solve the problem of congestion of the street and road network of the city is to increase the efficiency and use of coordinated management of traffic and pedestrian flows, improving the operation of traffic lights. To implement the introduction of coordinated traffic light regulation, or the so-called green wave, it is necessary to establish the intensity and composition of traffic flows, the capacity of the elements of the road network and the modes of operation of traffic light facilities. The paper considers the results of the study of the impact of coordinated traffic management in the central part of Rivne on reducing traffic delays when passing intersections by vehicles and proposed technical solutions to improve road safety by equipping intersections with additional technical means of traffic control.

Currently, there are a number of problems of transport network in the city related to the implementation of illegal parking. The article analyzes problems and proposes the following solution - planning system development of loading parking spaces in the city. This system will reduce the burden on the road network of the city and helps drivers to optimize the process of finding available parking spaces.
