The article discusses the problems of the municipal structure in the Russian Federation. The purpose of the study is to analyze the status and prospects of socio-economic development of urban districts in the system of local self-government. Based on the methods of statistical analysis, a typology of urban districts was performed taking into account their geographical location and the functions performed in the socio-geographical space of the regions. For each type, the characteristic features of spatial development are determined, and the prerequisites and features of ensuring sustainable socio-economic development are also established. The author has proposed ways to improve the management of urban districts in Russia, taking into account the accumulated experience of the post-socialist countries of Europe, especially Poland. Based on the study, adjustments can be made to the fundamental principles of the territorial organization of local self-government.

The growth of poverty and spatial asymmetry in the socio-economic development of territories contributes to the growth of social tension and the discontent of people living in these regions. The article presents a comparative analysis of regional strategies for seven constituent entities of the Russian Federation – the Vologda Region, Voronezh Region, Kostroma Region, Krasnoyarsk Territory, the Republic of Bashkortostan, the Republic of Sakha (Yakutia), the Republic of Tatarstan, based and updated in accordance with the requirements of the Federal Law of the Russian Federation of June 28, 2014 No. 172-FZ «On strategic planning in the Russian Federation». Regions have significant differences in geographical location, raw materials, infrastructure, and income level. The presence in the regions not only of an invariant, but also of a selective list of directions and tasks was revealed. A tool is proposed to reduce the spatial socio-economic asymmetry of the regions of Russia, selected taking into account the experience of the subjects in implementing strategies to smooth out spatial inequality in socio-economic development: a scheme for the development and distribution of productive forces (Voronezh Region): a strategy for the development of economic zones and agglomerations (Republic of Tatarstan ); development strategy of municipal districts and urban districts (Voronezh Region, Republic of Tatarstan); public-private partnership projects (Voronezh Region, Krasnoyarsk Territory, Republic of Tatarstan); geographic information system (Voronezh Region, Republic of Sakha (Yakutia), Republic of Tatarstan). The proposed strategies will make it possible to increase the effectiveness of measures implemented by the authorities of the constituent entities of the Russian Federation.

The article analyzes the regulatory legal framework in the Russian Federation that defines geostrategic territories. The aspects of attributing Russian regions to geostrategic territories in accordance with the Spatial Development Strategy are revealed. Attention is focused on the fact that the legislation does not provide a specific mechanism for supporting such territories. The geographical, political, socio-economic situation and investment potential of the Astrakhan region are analyzed. It has been inferred that the Astrakhan region has the prerequisites for assigning the status of a priority geostrategic territory, which is facilitated by the unique geographical and geopolitical position of the region that ensures the solution of issues of economic, cultural, political interaction with neighboring countries, as well as ensuring the security of Russia in the south; the presence of various natural resources; a dynamically developing economy, investment potential; multi-ethnic and multi-religious population; rich historical and cultural heritage. To ensure the reliable relations with the Caspian states, as well as the development of the North-South and West-East corridors, it is necessary to consolidate the position of the Astrakhan region as an international center in the Caspian Sea. There have been found the problems: development of transport infrastructure, ensuring socio-economic development at a pace ahead of the average Russian; development of educational and cultural potential, etc. It is proposed to assign the status of a priority geostrategic territory to the Astrakhan region and to develop a comprehensive program of socio-economic development individually for the region as a support mechanism. It is proposed to include a number of major infrastructure investment projects in the list of activities of the program, which in the future will make it possible to get an economic and social effect, strengthen the position of the Russian Federation in the South of the country

In modern realities, the main direction of the Russian Federation is to increase the level of socio-economic development of the country and its regions. As a result, among the key principles for the implementation of the state policy of socio-economic development, the provision of socio-economic potential and the improvement of the level of competitiveness of regions in domestic and world markets highlighted. This paper examines the socio-economic potential in the development of the regional economy. The concept of "socio-economic potential of the region" clarified. The specificity of the regional socio-economic policy is considered. The existing methodological approaches for a comprehensive assessment of the socio-economic development of regions analyzed. In conclusion, the author proposes to expand these approaches in the basis of the characteristic features of the development and mastering of the territories of the regions of the Russian Federation.

The author touched upon topical issues of inter-budget alignment, budget provision of regions with financial resources, focusing on factors that directly affect the stability of the budget system, as well as highlighting problems in the budget sphere that require urgent attention from the authorities. It is concluded that the level of interregional differentiation continues to increase, and the modern mechanism of budget equalization requires urgent amendments and adjustments. It is emphasized that the main goals of socio-economic development of the Russian Federation related to the transition to an innovative type of development, changes in the structure of the national economy, set out in strategic documents and messages of the President of the Russian Federation and declared since 2009, are not being implemented, and the effectiveness of state economic policy and Federal budget expenditures for its implementation remains low. This indicates the need to review the current system.

In the article, the authors analyze the functioning of special economic zones in the Russian Federation. Currently, based on the established world practice, special economic zones can act as a catalyst for attracting foreign investment and ensuring effective regional socio-economic development. Therefore, according to the authors, the issues of improving the functioning of the SEZ are of particular importance. The analysis of the results of the functioning of special economic zones in the Russian Federation shows that there is a significant potential for their development. Due to the fact that the functioning of special economic zones is inextricably linked with the conduct of foreign economic activity, and the SEZs themselves are a tool for integrating the country into global value chains, the issues of customs regulation of activities on their territory become important, which acts as an effective way for the state to influence foreign economic activity and have significant opportunities in stimulating the development of special economic zones in the Russia. In this regard, the study of the application of customs regulation measures as important factors in the development of special economic zones in the Russian Federation is very relevant. Special attention was paid to the study of the regulatory framework for the application of customs procedures in respect of goods imported into the territory of special economic zones and exported from such territories. According to the results of the study, it was found that there are significant gaps in the current legislative regulation of this range of legal relations. The article formulates specific measures that can contribute to improving the efficiency of the functioning of special economic zones in the Russian Federation.
