Abstract Environmentalists and scientists who study the environment often give a pretty bleak picture of the future. Surveys of secular views on the environment suggest that the general public in the developed West are concerned about the state of the environment. After considering all of the environmental problems that are causing scientists to worry, this paper then concentrates on four: climate change; biodiversity loss; global water supply; and the increase in our human population. Finally we will see what scientists have to say about hope in a time of environmental crisis

The relevance of the research topic is caused by the fact that the agro-industrial complex has a significant impact on the state of the environment. The agro-industrial complex is the most important element of the economic life of the absolute majority of countries. Its functioning is objectively necessary - enterprises that are part of the agro-industrial complex provide society with food and a number of important goods made from agricultural raw materials. The work of the agro-industrial complex also has the other side of the coin. Mechanization and automation of production lead to a quantitative and qualitative deterioration in the state of land, water and air resources. The purpose of the study is to highlight the environmental problems of the agro-industrial complex, to formulate proposals for their solution. The methodological basis of the study was scientifically grounded integrative legal thinking. The conclusion is made that the regulation of relations arising in the process of functioning of the agro-industrial complex is ensured through the application of social and technical norms. Environmental quality standards are of particular importance for solving environmental problems of the agro-industrial complex. They should be scientifically based and binding on all subjects of law.

Indicators of pollution in the area of tailing dumps allow us to qualify the environmental situation in them as an emergency. Environmental assessment of the role of tailing dumps allows realizing the costs for ensuring the safe interaction of the facility with the environment. Between the state of the environment of the mining region and the possibilities of technologies for the recovery of mining waste, there are legal links that need to be considered when developing a mechanism for their regulation.

Economic and environmental problems are closely related, and solving some of them, the others cannot be solved. The state of the environment directly forms the potential of the economic sphere. For example, resources for industrial enterprises are formed in the natural environment, and the capacity of plants and factories depends on resources’ quantity. The amount of money to be spent on the purchase and installation of treatment plants, on the measures to eliminate water, air and soil pollution, depends upon the profit. Each country has its own list of environmental problems related to the economy. They are engaged in their elimination at the state level, but first of all the responsibility for the consequences is the burden of companies’ management. The active development of the economy should not adversely affect the state of the environment. Both individual enterprises and whole states should control the economic and environmental situation in order to achieve a balance and solve global problems. The most important form of interaction between the state and business in solving economic-and-environmental problems is the introduction of zero waste technologies in all their diversity and achieving their multiplicative effect. The paper shows the relationship between environmentally-oriented innovative development of the economy and the introduction of zero waste technologies.

The contributions to this Special Issue were first presented as discussion papers for a conference entitled “The Chinese Environment” convened by The China Quarterly and held in London at the School of Oriental and African Studies in January 1998. The papers benefited from the input of discussants and guests: Elisabeth Croll, Christopher Howe, and David Norse, and Fran Monks who served as rapporteur. James E. Nickum later wrote a general article on water issues which has enhanced and complemented the conference set. These combined efforts produced a volume which measures the state of the environment and pinpoints the environmental problems that China will face in the first decade of the 21st century.

The research considers theoretical principles of ecological behaviour of the population. The main factors influencing the ecological behavior of a person are described. In this topic, factors of environmental behavior were divided into groups: external (arising from environmental conditions) and internal (physical and mental characteristics of the person). External factors include social, cultural, economic, legal and other components. They influence other components (economic factors interact not only in their own circle, but also affect the social, cultural and environmental environment). Internal factors of environmental behaviour depend on the characteristics of human nature, motivational settings, values and mental properties of the individual in relation to the environment. Motivation is one of the reasons for behaviour or a strong internal stimulus. It has been established that certain factors have an impact on several social groups (ecological taxation, the actual installation of containers for the sorting of garbage), while others – only on individuals (description in the works of the literature of the nature of the native land). An analysis of the sociological survey among residents of Kyiv and Chernihiv regarding the ideas about sustainable development and the acuteness of environmental problems was conducted. An analysis of the environmental problems of the city of Chernihiv revealed that the organization of waste management and the necessity of building a waste recycling plant are the most acute problems of the city’s residents. Residents of the capital are more concerned about the quality of drinking water. Another major concern is the issue of waste management and management. The third position relates to air pollution. The study allowed for information on the public awareness of the main provisions of the Rio Conventions, the place of environmental values in the hierarchy of social values of citizens, the availability of knowledge about environmental problems, understanding of the state of the environment from sustainable development of society, the use of eco-friendly measures in everyday life. The degree of readiness and attraction of the population to the main types of ecological behaviour is analyzed. Correlation between the level of education and the measures that respondents are prepared to do and are already doing to improve the environmental situation of their city are observed. Mechanisms of stimulation of ecological behaviour of the population are considered. It is determined that the economic mechanism covers two groups of regulators of the environmental behavior of the population. The first of them makes it difficult to limit the ecological and destructive activity of pollutants in the environment. The second – encourages business entities to improve the state of the environment by activating the environmental activities of producers of goods and services. It has been established that the economic mechanism that exists in Ukraine is more oriented to regulating environmental behaviour that limits environmental degradation activities. This mechanism does not stimulate the spread of environmentally sound technologies, limits the introduction of environmentally-oriented innovations in production and does not encourage environmental activities. The importance of environmental education and ecological education as an important mechanism of ecological behaviour of the population is emphasized.

The author focuses on one of the key analytical documents of the Ministry of Environmental Protection and Natural Resources of Ukraine - the National Report on the State of the Environment in Ukraine. The importance of presenting the systematized results of monitoring studies of the ecological situation in the country and regions is characterized. The peculiarities of the participation of state bodies in the system of ecological monitoring in collecting the necessary information are determined. It is noted that the presented list of subjects is assigned to the relevant areas of monitoring. It is noted that the current procedure for obtaining information on the environmental situation is inefficient and ineffective. Accordingly, this may negatively affect the quality of the content of the Analytical Report. The structure of the Analytical Report, which was determined in order to fully cover the environmental situation in the country, is described. The study found that in recent years, the Ministry of Environment and Natural Resources of Ukraine has not publicly presented the National Report on the state of the environment, due to quarantine restrictions and minimization of bureaucratic burden on the Ministry. It is noted that at the same time the Ministry continued to present regional reports on the official website divided up by regions. It was found that national and regional reports differ in their structure, which leads to the devaluation of the regional format due to their limitations. It is noted that in the future, regional reports can be a replacement or continuation of the national one, as long as a single structure is fulfilled. The important role of the National Report on the State of the Environment in Ukraine in the development of regulations, targeted programs to improve the environmental situation in Ukraine is pointed out.

Despite the fact that the most changes in lists of threatened species reflect changes in knowledge rather than changes in conservation status, the lists continue to provide social and legal mandates for conservation; they are used to report on the state of the environment and to guide the allocation of scarce resources. There is a substantial under-representation of non-vascular species in threatened plant lists, reflected in an absence of documented extinctions among fungi and algae. Turnover in the composition of extinct flora lists in Australia suggests that the lists of threatened species may not be sufficiently reliable to form the basis for reporting on the state of the environment. They are of limited use in distinguishing between levels of threat and may not be a reliable guide for the allocation of scarce conservation resources among plant species. Systems for listing threatened species create a feedback loop, responsive to the subjective preferences of scientists, largely unresponsive to underlying true threats, self-perpetuating and accentuating bias with each iteration. Other tools, including formal decision approaches and the acquisition of new kinds of data, are needed to fill the roles.

The purpose of this study is to determine the main directions of development of green entrepreneurship on the basis of environmental responsibility. The relevance of this study is due to the need to identify the main directions of green business development to solve environmental problems, based on the basic principles of environmental responsibility. It is believed that environmental responsibility is the basic basis for the formation of socially responsible green entrepreneurship, whose mission is environmental improvement on the basis of sustainable development. It is established thatit is expedient to consider ecological responsibility on levels (the state, the enterprises, the public). As the experience of successful companies shows, environmental responsibility can be integrated into the value and business of the company. The analysis revealed the main tools to stimulate green entrepreneurship: environmental taxes, "green" investments, instruments of stimulating influence on green entrepreneurship. It is established that in Ukraine the main responsibility for the implementation of sustainable development lies with the state and enterprises. The research revealed shortcomings in the organization of supervision measures and control over the targeted use of funds for the implementation of environmental programs. Also the imperfection of the regulatory framework, the inefficiency of the accounting, reporting and monitoring system, the ineffectiveness of measuresmonitoring the results of each project within a specific program to solve environmental problems. It is established that local governments and enterprises are two important participants in the environmental management system in Ukraine. Therefore, it is important to regulate environmental responsibility at the national, including regional, and corporate levels.
