Maritime defense in Natuna Regency is not strong enough to overcome threats in this area, which affects not only maritime security but also concerns regarding natural resources management, facilities, and infrastructure. Additional threats include widespread illegal fishing and state sovereignty violations by foreign vessels in the Natuna Sea. The purpose of the study was to formulate an appropriate strategy to strengthen maritime defense by building a collaboration between the local government of Natuna, private parties, law enforcement, and society as a whole. The study used a descriptive quantitative method and SWOT analysis to formulate the strategy. The result of the study found the strategy of pasti maju could be implemented by the local government of Natuna to strengthen the maritime defense in Natuna Regency. The strategy was formulated from the theory of hybrid and theory of national defense.

For law enforcement in the IEEZ in the context of Indonesia's national interest in the marine sector, the Indonesian Navy, the Maritime Security Agency (Bakamla), and the Ministry of Maritime Affairs and Fisheries (KKP) have carried out the execution of the sinking of foreign fishing vessels caught carrying out illegal fishing practices in the territorial waters Indonesia. This policy is intended as a stern warning to the perpetrators of illegal fishing as well as a form of Indonesia's commitment in monitoring and enforcing the law in Indonesian marine areas, which will continue to be carried out in order to have a deterrent effect on the perpetrators. However, the act of catching foreign fishing vessels is carried out, still based on the applicable rules and regulations, as well as the fulfillment of sufficient initial evidence.  Sufficient preliminary evidence to arrest a foreign-flagged fishing vessel is evidence that suspects a criminal act in the field of fisheries by a foreign-flagged fishing vessel.

This study aims to (1) identify the feasibility of catfish hatchery business and (2) to know the alternative and strategic priorities that can be applied in the development of catfish hatchery business in the Minapolitan Area of Magelang District. Research location in sub-District of Muntilan, Mungkid, and Sawangan, was chosen by purposive sampling. Respondents were chosen by snowball 42 as samples from farmers and stakeholders related to catfish hatchery business.  Data analysis used on the business feasibility is BEP and R/C ratio criteria. The analysis of business development strategy uses SWOT analysis. The business feasibility analysis tool used is cost analysis, revenue, and nett revenue. Feasibility analysis result obtained BEP revenue of Rp53.587.484,00, BEP production of 255.087,71 unit fish, BEP price of Rp 56.00 per unit fish, and R/C ratio of 1,67. The development of strategy of catfish hatchery business are (1) maintaining good relationship with stakeholders and maximizing natural resources management for business development due to low interest of community on catfish hatchery business, and (2) utilizing expert resources (practitioners and academics) in the field of hatchery by government assistance to improve the quality of seed products and for expanding market size to meet the increased demand.

The interaction is based upon ecological and economic factors, which cause the peculiarities of requirements put before natural resource users in the Far North. The strategic directions of resource saving economic development of these regions are considered.

This research intended  to evaluate the development strategy of Marine Fish Hatchery Unit at Gumilamo Island, North Halmahera. Analysis SWOT was used to determine the development strategy. Data were collected by questionnaire, interview and literature relevant to the research. SWOT analysis showed the internal and external factors that affected the development of Marine Fish Hatchery at Gumilamo island. The strenght were location, water quality , local government support, and availability of seeds and feed. Weakness were lack of public interest, lack of extension and human resources. Opportunity were the high value of the sale, business opportunities and  local government regulation.
