This research intended  to evaluate the development strategy of Marine Fish Hatchery Unit at Gumilamo Island, North Halmahera. Analysis SWOT was used to determine the development strategy. Data were collected by questionnaire, interview and literature relevant to the research. SWOT analysis showed the internal and external factors that affected the development of Marine Fish Hatchery at Gumilamo island. The strenght were location, water quality , local government support, and availability of seeds and feed. Weakness were lack of public interest, lack of extension and human resources. Opportunity were the high value of the sale, business opportunities and  local government regulation. The purpose of this study is to examine the factors that play a role in the development of pempek quality favored by consumers and to study internal and external factors that influence the development of pempek processing industry and its implications for strengths, weaknesses, opportunities and threats as well as formulate alternative development strategies for Pempek industry.The sampling technique used in this study is simple random sampling with a sample area of 95 respondents consisting of 10 pempek processors (producers) and 85 consumers. Data processing is done by using factor analysis to know the dominant factor of pempek industry development. SWOT analysis is used to determine the development strategy of the pempek industry.The results showed that the factors that play an important role in the development of pempek industry are organoleptic factors consisting of taste, color, softness and aroma; Consumer prices, food hygiene and safety with regard to physical quality, chemical quality, shelf life and strategic location. Pempek industrial development strategy that must be done is by the application of practical and efficient technology, excellent products, hygiene and security, extension of marketing network through cooperation with marketing agents both at homeland and foreign countries, cooperation, restaurant, retail and supermarket, promotional strategy improved through Advertising, leaflets, radio, television, internet and publicity.

Penetepan strategi pengelolaan sampah dilakukan sebagai upaya untuk mengurangi laju timbulan sampah di TPA Burangkeng Kabupaten Bekasi. Tujuan penelitian ini adalah mengidentifikasi faktor internal dan eksternal yang menjadi kekuatan, kelemahan, peluang dan ancaman bagi TPA Burangkeng, kemudian merumuskan alternatif strategi pengembangannya. Metode penelitian menggunakan analisis SWOT (Strength, Weakness, Opportunity, Threath) dan AHP (Analitical Hierarchy Process). Berdasarkan hasil analisis SWOT terhadap faktor internal dan eksternal TPA Burangkeng, diperoleh alternatif strategi bagi pengembangan kebijakan operasional, yakni strategi perencanaan SDM, strategi perbaikan metode dan teknologi, serta strategi pengadaan sarana dan alat. Hasil perumusan strategi dari analisis SWOT tersebut kemudian ditentukan prioritasnya dengan menggunakan AHP. Berdasarkan hasil penelitian dengan metode AHP diketahui kriteria utama yang perlu diperhatikan dalam pengembangan adalah kriteria teknologi dengan bobot prioritas sebesar 0,371, dan sub-kriteria untuk pencapaian teknologi adalah melalui inovasi pengelolaan dengan bobot sebesar 0,325. Sehingga strategi pengembangan yang didapat adalah melalui strategi perbaikan metode dan teknologi pengelolaan, dengan bobot prioritas sebesar 0,540.ABSTRACTThe determination of a waste management strategy is carried out as an effort to reduce the rate of waste generation in the TPA Burangkeng, Bekasi Regency. The purpose of this research is to identify internal and external factors which are the strengths, weaknesses, opportunities and threats of TPA Burangkeng, then formulate alternative development strategies. The research method uses SWOT analysis (Strength, Weakness, Opportunity, Threath) and AHP (Analytical Hierarchy Process). Based on the results of the SWOT analysis on the internal and external factors of the Burangkeng TPA, an alternative strategy was obtained for the development of operational policies, namely the HR planning strategy, the strategy for improving methods and technology, and the strategy for the procurement of facilities and tools. The results of the strategy formulation from the SWOT analysis are then prioritized using AHP. Based on the results of research with the AHP method, it is known that the main criteria that need to be considered in development are technology criteria with a priority weight of 0.371, and the sub-criteria for technological achievement is through management innovation with a weight of 0.325. Thus, that the development strategy obtained is through a strategy to improve management methods and technology, with a priority weight of 0.540.

Tourism sectors can be develop as a source of local income, it is expected to support economic development. The tourism development can be acquired from every tourist attraction revenue. This study aims to describe the condition of Kartini Beach Recreation Park in Rembang Regency; Identify the internal and external factors to develop Kartini Beach Recreation Park in Rembang Regency; and Explain the development strategy in developing Kartini Beach Recreation Park in Rembang Regency. This research uses qualitative descriptive method and SWOT analysis. The result of SWOT analysis in Matrix Grand Strategy indicates that Kartini Beach Recreation Park in Rembang Regency supporting diversification strategy. Diversification in Kartini Beach Recreation Park can be carried out with renewal of the rides that do not exist yet, augment some events, souvenir shops and food stalls typically from Rembang accompanied by an increasing in promotions advertised in television and through social media.

ABSTRAK             Jamur tiram putih merupakan salah satu jenis jamur yang banyak dikonsumsi oleh masyarakat. Penelitian ini dilaksanakan pada 10 Desember  2018 sampai 10 Januari 2019 dengan tujuan untuk mengetahui faktor internal dan eksternal dalam mengembangkan usaha keripik jamur tiram putih serta mengetahui strategi pengembangan keripik jamur tiram putih di Desa Rimbo Mulyo Kecamatan Rimbo Bujang Kabupaten Tebo.            Metode penelitian yang digunakan adalah metode survey, yaitu pada Home Industry Keripik Jamur Tiram Putih Fiisa Group di Desa Rimbo Mulyo Kecamatan Rimbo Bujang Kabupaten Tebo. Penelitian ini menggunakan Analisis SWOT.Hasil penelitian menunjukkan bahwa Faktor internal (kekuatan dan kelemahan) yang dimiliki oleh Home Industry Keripik Jamur Tiram Putih Fiisa Group di Desa Rimbo Mulyo Kecamatan Rimbo Bujang Kabupaten Tebo adalah kekuatan berupa sumber modal sendiri, tenaga kerja sangat mudah ditemukan dan modal awal terjangkau dan kelemahannya berupa tidak adanya investasi dari pihak lain, produksi tidak menentu, dan oembukuan dilakukan setiap tahun. Sedangkan faktor eksternal adalah peluang berupa bahan baku yang tersedia, belum adanya pesaing dari produk yang sama, keiutsertaan dalam pameran dan ancamannya berupa pesaing dari produk lain, kurangnya kegiatan promosi/iklan, kurangnya mesin/alat yang digunakan, dan image jamur tiram putih yang masih asing. Strategi pengembangan pada Home Industry Keripik Jamur Tiram Putih Fiisa Group adalah Peningkatan  modal dengan cara penambahan investasi atau pinjaman dari pihak lain, memperluas daerah pemasaran, pelatihan manajemen kepada pemilik usaha yang dilakukan secara berkelanjutan agar usaha berkembang, memanfaatkan modal yang ada untuk menambah produksi untuk menguasai pasar ketika belum adanya pesaing dari produk yang sama, menciptakan varian rasa baru keripik jamur tiram putih, memperluas pangsa pasar, mempertahankan kualitas produk, meningkatkan iklan/promosi, mengadakan kerjasama dengan pedagang lain dalam hingga luar wilayah, pengoptimalan penggunaan mesin/alat teknologi.Kata Kunci :      Analisis SWOT, Home Industry, Keripik Jamur Tiram Putih.    ABSTRACT             White oyster mushroom is a type of mushroom that is widely consumed by the public. This research was conducted on December 10, 2018 to January 10, 2019 with the aim of knowing internal and external factors in developing white oyster mushroom chips business and knowing the development strategy of white oyster mushroom chips in Rimbo Mulyo Village, Rimbo Bujang District, Tebo Regency.            The research method used is a survey method, namely the Home Industry Fiisa Group White Oyster Mushroom Chips in Rimbo Mulyo Village, Rimbo Bujang District, Tebo Regency. This study uses a SWOT analysis.            The results showed that the internal factors (strengths and weaknesses) possessed by the Fiisa Group's White Oyster Mushroom Chips Home Industry in Rimbo Mulyo Village, Rimbo Bujang District, Tebo Regency are strengths in the form of their own source of capital, labor is very easy to find and affordable initial capital and weaknesses are there is no investment from other parties, production is uncertain, and bookkeeping is carried out annually. While external factors are opportunities in the form of available raw materials, the absence of competitors from the same product, participation in exhibitions and threats in the form of competitors from other products, lack of promotional / advertising activities, lack of machines / tools used, and the image of white oyster mushrooms that are still foreign. The development strategy for the Fiisa Group's White Oyster Mushroom Chips Home Industry is increasing capital by increasing investment or loans from other parties, expanding the marketing area, training management for business owners that are carried out in a sustainable manner so that businesses develop, utilizing existing capital to increase production to control market when there are no competitors of the same product, creating new flavors of white oyster mushroom chips, expanding market share, maintaining product quality, increasing advertising / promotion, establishing cooperation with other traders within and outside the region, optimizing the use of technology machines / tools. Keywords: SWOT analysis, Home Industry, White Oyster Mushroom Chips

Kawasan Minapolitan harus memiliki 5 (lima) aspek dasar meliputi : 1).Subsistem Sumber daya dan Tata Ruang, termasuk teknologi, 2). Subsistem Masyarakat dan Bisnis, 3). Subsistem Kelembagaan, 4). Sub Sistem Kebijakan dan Governance, dan 5). Subsistem Infrastruktur. Tujuan penelitian ini adalah untuk melakukan pemetaan sentra produksi garam, mempelajari potensi dan kendala dalam pengembangan minapolitan berbasis usaha pegaraman, serta menentukan strategi pengembangan di lokasi usaha pegaraman. Pendekatan penelitian yang digunakan berupa studi kasus pada 19 lokasi Kabupaten/Kota. Perumusan strategi pengembangan kawasan minapolitan berbasis usaha pegaraman menggunakan metode analisis SWOT (Strength, Weakness, Opportunity and Threat). Hasil pengukuran indeks kesiapan pelaksanaan minapolitan pada 19 lokasi menunjukkan 2 lokasi dikategorikan sebagai kawasan mandiri, yaitu Kabupaten Pati dan Kabupaten Pamekasan dengan nilai indeks sebesar 80% dan 85%. Kedua lokasi tersebut merupakan lokasi yang telah ditunjuk sebagai daerah sentra garam rakyat dan memiliki komitmen daerah yang tinggi dalam upaya pelaksanaan program minapolitan berbasis garam. Sedangkan 17 lokasi lainnya dikategorikan sebagai kawasan maju dalam pelaksanaan minapolitan dengan nilai indeks kesiapan berkisar antara 55%-74%. Strategi yang dirumuskan untuk kawasan minapolitan mandiri (Kabupaten Pamekasan) adalah “meningkatkan dukungan pemerintah melalui penyusunan regulasi mengenai harga jual garam ditingkat petambak garam”. Strategi pengembangan minapolitan untuk Kabupaten Pati adalah “meningkatkan inovasi teknologi produksi garam untuk mengantisipasi anomali cuaca”. Strategi yang dirumuskan untuk kawasan minapolitan maju adalah” memperbaiki fasilitas penyimpanan dan memberlakukan sistem resi gudang, melakukan pengawasan ketat terhadap masuknya garam impor, menetapkan standar kualitas garam yang jelas serta mengawasi harga dasar garam agar sesuai peraturanyang ditetapkan pemerintah”. Title: Minapolitan Area Development Strategy Based on Community Salt Business Institutions Area of minapolitan should have 5 basic aspect includes : 1). Resources and spatial subsystem, including technology, 2). Public and business subsystem, 3). Institutional subsystem, 4). Policy and governance subsystem and 5). Infrastructure subsystem. The purpose of this study was to conduct mapping of salt production centers, studying the potential and constraints in the minapolitan development of based on Salt Business, and determine the development strategy of salt business. The research approach using case studies at 19 locations Regency / City. The formulation of the minapolitan development strategy based on salt business using SWOT analysis (Strength, Weakness, Opportunity and Threat). The results of readiness index measurements at 19 minapolitan locations, 2 showed the locations were categorized as independent, Pati and Pamekasan with index values of 80% and 85%. Both of these locations were locations that have been designated as a regional center for the salt and have a high region commitment in an effort to implementing minapolitan program based on salt bussiness. While 17 other locations categorized as advanced in the implementation of the value minapolitan readiness index ranges between 55% -74%. The strategy formulated for the minapolitan (Pamekasan) is “increasing government support through the development of regulations regarding the sale price of salt at salt farmers level “. Minapolitan developmentstrategy for Pati is to “promote technological innovation to anticipate the production of salt in the condition weather anomalies”. The strategy formulated for the advanced minapolitan is “improving storage facilities and a system of warehouse receipts, supervision on the entry of imported salt, set clear standards of salt quality and overseeing the base price of salt to match with government regulations”.

Title (Bahasa Indonesia): Pengembangan Kawasan Minapolitan di Kota Bitung, Indonesia The Ministry of Maritime Affairs and Fisheries has set Bitung City as one of the locations for minapolitan program implementations based capture fisheries. Minapolitan's fisheries Bitung City is a neighborhood-based economic development fishing effort developed in an integrated manner by the government, the privatesectorand community to create a business climate forbetter for regional economic growth, job creation and community income neighborhood Bitung City. This study aimsto analyze the policy strategy for developingMinapolitan Region of the City of Bitung through SWOT analysis and determinepriorities for the development strategy of Bitung city Minapolitan Region. The research method is a survey study, data were collected through interviews and direct observation and literature. SWOT analysis is used to identify strengths, weaknesses, opportunities and threats. Furthermore, to determine the alternative development strategy used OSPM. The study concluded that the strategies that can be used for the development Minapolitan in Bitung are as follows: 1) optimization of fisheriesproduction; 2) improve the facilities, infrastructure and transport infrastructure and fishing port; 3) by improving the quality of human resources in fishing; 4) improving the quality of fisheriesproducts to be able to compete infree market; 5) to build the collective awareness to stay remain committed and consistent in developing minapolitan; 6) industrialization of fisheries bu supportingSpecial Economic Zone (SEZ).Kementerian Kelautan dan Perikanan telah menetapkan Kota Bitung sebagai salah satu lokasi implementasi program minapolitan berbasis perikanan tangkap. Kawasan minapolitan perikanan tangkap di Kota Bitung adalah suatu kawasan pengembangan ekonomi berbasis usaha penangkapan ikan yang dikembangkan secara terintegrasi oleh pemerintah, swasta dan masyarakat untuk menciptakan iklim usaha yang lebih baik untuk pertumbuhan ekonomi wilayah, penciptaan lapangan kerja dan pendapatan masyarakat kawasan Kota Bitung. Penelitian ini bertujuan menganalisis strategi kebijakan pengembangan Kawasan Minapolitan kota Bitung melalui analisis SWOTdan menetapkan prioritas strategi pengembangan Kawasan Minapolitan kota Bitung. Metode penelitian adalah penelitian survei, data dikumpulkan melalui wawancara dan observasi langsung dan literatur. Analisis SWOT digunakan untuk menidentifikasi kekuatan, kelemahan, peluang dan ancaman. Selanjutnya untuk menentukan alternatif strategi pengembangan digunakan OSPM. Hasil penelitian menyimpulkan bahwa strategi yang dapat digunakan untuk pengembangan minapolitan di Bitung sebagai berikut: 1) optimalisasi produksi perikanan; 2) meningkatkan sarana, prasarana dan infrastruktur transportasi dan pelabuhan perikanan; 3) peningkatan kualitas SDM nelayan; 4) peningkatan kualitas produk perikanan untuk dapat berdaya saing dipasar bebas; 5) membangun kesadaran kolektif tetap komitmen dan konsisten dalam mengembangkan minapolitan; 6) industrialisasi perikanan dengan mensuport KEK.

The objectives of this research are (1) to identify the profile and management system of tourism object in Pati Regency, (2) to identify the internal and external factors of tourism development in Pati Regency, (3) Prepare the development strategy of tourism object in Pati Regency. Data analysis technique using SWOT. The result of the research shows that (1) the tourism object profile in Pati Regency has great potential to be a tourist place that can bring many visitors with management system that need to be improved in order to establish good relationship between the Tourism Office and the management of the tourism object. (2) Internal factors that are owned by tourism object such as tourist attraction, hospitality, facilities, promotion and capital. While the external factors that are owned by tourism are competitiveness of tourism object, community life style, government support, innovation, and accommodation. (3) Strategy of tourism development in Pati Regency based on SWOT is the development of potential in each tourism object, maintenance and addition of facilities in tourism object, as well as increasing cooperation with private parties and investors. Tujuan dari penelitian ini adalah (1) mengidentifikasi profil dan sistem pengelolaan obyek wisata di Kabupaten Pati, (2) Mengidentifikasi faktor internal dan eksternal pengembangan obyek wisata di Kabupaten Pati, (3) Menyusun strategi pengembangan obyek wisata di Kabupaten Pati. Teknik analisis data menggunakan SWOT. Hasil penelitian menunjukkan bahwa (1) profil obyek wisata di Kabupaten Pati memiliki potensi yang sangat besar untuk dijadikan tempat wisata yang mampu mendatangkan banyak pengunjung dengan sistem pengelolaan yang perlu ditingkatkan agar menjalin hubungan yang baik antara Dinas Pariwisata dan pengelola obyek wisata. (2) Faktor internal yang dimiliki obyek wisata antara lain daya tarik wisata, keramahtamahan, fasilitas, promosi dan modal. Sedangkan faktor eksternal yang dimiliki obyek wisata adalah daya saing obyek wisata, gaya hidup masyarakat, dukungan pemerintah, inovasi, serta akomodasi. (3) Strategi pengembangan obyek wisata di Kabupaten Pati berdasarkan SWOT adalah pengembangan potensi di masing-masing obyek wisata, pemeliharaan dan penambahan fasilitas di obyek wisata, serta meningkatkan kerjasama dengan pihak swasta maupun investor.

Penelitian ini membahas tentang strategi pengembangan Paguyuban Sripanglaras Kabupaten Kulon Progo. Tujuan penelitian ini adalah untuk menjawab dua permasalahan yang diajukan: pertama, bagaimana kekuatan, kelemahan, peluang, dan ancaman yang dimiliki oleh Paguyuban Sripanglaras sampai dengan saat ini; dan yang kedua, bagaimana formulasi strategi pengembangan Paguyuban Sripanglaras. Untuk membedah permasalahan tersebut, peneliti menggunakan metodologi penelitian dengan metode kualitatif dengan pendekatan studi kasus. Penelitian ini menggunakan analisis SWOT sebagai alat untuk menemukan faktor internal dan faktor eksternal Paguyuban Sripanglaras. Matriks IE (internal – eksternal) Paguyuban Sripanglaras berada pada sel I yang menunjukkan tumbuh dan bina, strategi yang digunakan adalah intensif (penetrasi pasar, pengembangan pasar, dan pengembangan produk). Sedangkan kuadran analisis SWOT Paguyuban Sripanglaras berada pada posisi pertama yakni ekspansion atau mendukung strategi ofensif. Strategi pengembangan Paguyuban Sripanglaras yang dihasilkan yakni dengan menggunakan strategi campuran yang berasal dari strategi SO dan strategi WO. The development strategy of the Sripanglaras Community in Kulon Progo RegencyABSTRACTThis research discusses the development strategy of Paguyuban Sripanglaras Kulon Progo Regency. The purpose of this research is to answer two proposed problems: first, how are the strengths, weaknesses, opportunities, and threats of Paguyuban Sripanglaras to date; and second, how to formulate the development strategy of the Sripanglaras Association. To dissect these problems, researchers used a research methodology with qualitative methods with a case study approach. This study uses SWOT analysis as a tool to find internal and external factors of the Sripanglaras Association. IE matrix (internal-external) Paguyuban Sripanglaras is in cell I, which shows growth and development; the strategy used is intensive (market penetration, market development, and product development). Meanwhile, the SWOT analysis quadrant of the Sripanglaras Association is in the first position, namely expansion or supporting the offensive strategy. The resulting Sripanglaras association development strategy uses a mixed strategy derived from the SO strategy and the WO strategy.

This research intended to evaluate the area suitability of  Scylla spp at Likupang II Village, North Minahasa. The research was done descriptively by observing water quality, area availability. SWOT analysis was used to determine the development strategy.   Data were collected by interview, observation and questionnaire.  Research result showed that the potential of Likupang II Village was suitable for Scylla spp culture.  SWOT analysis showed internal factors affected the development of Scylla spp culture.  The strength were location, water quality, government support; the weakness were seed availability, opportunity, government policy and treating were season and safety.   Keywords : Scylla spp, SWOT analysis, , Likupang II, area suitability

The number of tourists visiting Semarang City is increasing significantly year by year. However, this increase is not accompanied by an improvement in the quantity and the quality of tourist destinations in Semarang. Banjir Kanal Barat area is one of the potential tourist destinations in Semarang, but so far the existing facilities in this area are very limited. In addition, there is no any tourism activities which can be done even. Moreover, this area tends to be very unattractive. This study aims to analyze the development strategy of Banjir Kanal Barat (BKB/western canal) as an interesting tourism destination by analyzing internal and external factors. The data were analyzed descriptively qualitative to determine BKB's development strategy through SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats). The results of this study formulated 10 (ten) alternative strategies for the development of Banjir Kanal Barat as a tourism destination area. The three best alternative choices are: (1) creating tourist facilities which can be enjoyed by the community, (2) developing special water attractions, (3) inviting investors and cooperating with various parties.
