Introduction. In Ukraine, in conditions of insufficient funding and too slow reforms, an inefficient health care system (HE) has developed, which is not able to fully meet the requirements of the time and overcome such negative factors as low logistics, low staff costs, underdeveloped system health insurance, etc. Goal. The purpose of the article is to specify the concept of PPP in relation to the specifics of the health sector, as well as to clarify the definition of PPP in the field of health. Method (methodology). In the process of research the methods of scientific cognition were used, in particular monographic, bibliosemantic, historical, dialectical, logical generalization, system analysis. Results. The inefficiency of public administration and financing of the health care system has been stated, which creates obstacles to improving the quality of health care. Foreign experience in attracting private investment in the industry, which will create the foundations for improving the level and quality of health care, maintaining social stability, improving citizens' access to health services. It is established that this will also have a positive effect on optimizing public spending and accelerating the reform of the industry as a whole. A new definition of the term "public-private partnership" in the field of health care has been proposed, which can be used for further scientific and practical developments. The necessity of reforming the industry with the use of alternative ways of attracting investments, namely the mechanisms of public-private partnership, is substantiated. It was found that a promising model of PPP in the field of health care can be the implementation of a private partner reconstruction of a state (municipal) medical institution, as well as obtaining the right to operate and maintain the infrastructure of such an institution during the payback period. It was found that the interaction of the state and private business in the field of health care can also be manifested in the participation of private institutions in providing free medical care to the population. Possible options for cooperation between the state and business within the PPP in the field of health care in Ukraine are considered. Priority is given to the development of health infrastructure based on attracting private investment and long-term interaction between the state and business.

The article considers the conditions for the formation of a healthy lifestyle infrastructure in the context of the development of the health care system using the foreign practice of public-private partnership. The article also focuses on the imperfection of the existing health care system and the system of ensuring a healthy lifestyle of the population, on the regional specifics that must be taken into account when implementing the state policy in the field of public health protection in a certain territory. A study of the infrastructure of the health care system and the infrastructure of a healthy lifestyle was conducted. The economic and institutional assessment of the activities of health authorities in the context of the use of public-private partnership mechanisms is given. It is noted that the development of the health care system is impossible without the joint efforts of private organizations, central and territorial state authorities. The author’s definition of the concept of healthy lifestyle infrastructure is given in the article. Improving the infrastructure of a healthy lifestyle, at the same time, is possible only with the use of public-private partnership (PPP), as a key mechanism for interaction between authorities, legal entities and citizens, especially taking into account the regional and municipal specifics of a certain territory.

India stands on 67<sup>th</sup> position out of 133 (approx) developing countries with regard to the number of doctors, while stands on 75<sup>th</sup> position with respect to number of nurses. Out of total healthcare spending in India, the government owned health facilities accounts for only 20% in comparison to 80% of private sector. Over 72.2% of Indian population lives in rural areas under poor and unsatisfactory environmental conditions, with high levels of openness to diseases and ill health. A significant proportion of poor in India are destitute due to lack of affordability to the services of private hospitals, characterized by highly qualified doctors and costly equipments, whereas public hospitals are noticeable by insufficient number of facilities, lack of personnel, medicines along with long queues which further highlights economical disparity problems of Indian people to thrash about the health related problems. As per the NFHS 2 data, only 43% of the urban poor children are fully immunized by the completion of one year of age. The percentage of severely underweight children among the urban poor is 23.0 which is twice the urban average (11.6%) and five times (4.5%) that of urban high income group. The vast majority of the country suffers from a poor standard of healthcare infrastructure which has not kept up with the growing economy. The only hope for the improvement in condition of the health care system of developing countries can be the mixture of public –private through Public Private Partnership. This paper aims to examine the current status of health infrastructure in developing countries like India, about the challenges lying in front of Government in developing health care system, identifying critical gap and requirements in Health services besides the comparison with other developing economies. It also seeks to examine the socio-economic environment of developing country, attracted towards private sector participation in health care development and review of potential benefits and risk involved, to ensure success and sustainability of Public Private Partnership.

Purpose. The aim of the article is to substantiate the innovative technologies of inclusive medicine, in particular the analysis of the state of development of telemedicine in Ukraine and the substantiation of the prospects of its development. Methodology of research. The theoretical and methodological basis of the study are the fundamental provisions of modern economic theory, scientific works of leading foreign and domestic scientists, international and domestic normative and legal regulations on health care. General and special research methods are used to achieve this goal, in particular: the method of system analysis – for the study of telemedicine as a system; method of structural analysis – to study the model of telemedicine; method of comparison – to compare different definitions of “telemedicine”. Findings. The necessity of using an inclusive approach in medicine is substantiated. The author's definition of the concept of “inclusive medicine” is offered. The forecast of development of the world market of e-medicine is analysed and it is defined that the perspective direction of development of e-medicine is telemedicine. The definitions of “telemedicine” are analysed and grouped into: definitions that treat telemedicine as a field of medicine, and definitions that treat telemedicine as a way of providing medical services, and on this basis, the author's definition of “telemedicine” is proposed. The state of development of telemedicine in Ukraine is studied and the prospects of its development are substantiated. The benefits of the development of telemedicine for patients, for health professionals, for health care facilities and the health care system in general are substantiated. Originality. For the first time, it is proposed to define the concept of “inclusive medicine” as a comprehensive process of ensuring equal timely access to quality medical services for all persons, regardless of their health, location, nationality, religion, etc. Practical value. Substantiated priorities for the further development of domestic telemedicine can be used in the development of strategic guidelines for the development of the health care system. A Public-Private Partnership (PPP) is a government service or private business venture which is funded and operated through a partnership of government and one or more private sector companies. Public-Private Partnerships and Collaboration (PPPs and PPC) in the Health Sector is important and timely in light of the challenges the public sector is facing in healthcare finance, management, and provision. PPPs and PPC in the health sector can take a variety of forms with differing degrees of public and private sector responsibility and risk but are characterized by various similarities as well. In our country, with regard to health care, the main responsibility is that of the state which aims to provide free access to health care system to all sections of the society. But a look at the health infrastructure of our country shows that in rural areas, in particular, there is insufficient infrastructure, be it hospitals, primary health care systems, ambulances etc. Hence, the urgent need of the government is to immediately take measures that will help to develop a basis to provide the needed medical support to all. Although the private sector is inequitable and expensive with over-application of clinical/operational procedures, it is perceived to be easily accessible, better managed and more efficient than its public counterpart. It is expected that PPP model in the sector will prove the success story of Indian health care system.

In the process of implementation of the reform of the health care system and implementation of priority directions of socio-economic development of Ukraine, which is closely intertwined with the requirements of the time regarding the preservation and improvement of the health of population, attention was paid to the quality management of health care. The purpose of the article is to study the indicators of health care in the dynamics, which determine the state of health system and characterize the quality of medical and service provision. The article outlines the peculiarities of the concept of health protection in Ukraine. It proves that the domestic health care system is outdated, since it is based on the Soviet model of Semashko against the backdrop of high levels of corruption, the lack of proper modernization, non-compliance with the needs of the population, which in general have led to its ineffectiveness. The main indicators of the health system in dynamics are estimated and the periods of expected life expectancy are highlighted. The low average life expectancy in Ukraine is established to be caused mainly by the fundamental difference between the European and Ukrainian standards of living, the level of well-being of the population and the quality of medical services. In order to improve the quality of the provision of medical care in health care institutions in the current conditions of medical reform, it is proposed to transfer to the financing of medicine on an insurance basis, which will allow distributing the risks of illness and expenses for treatment between insured persons, and direct the collected funds to pay for the insured event in case of illness. This can be considered the only way to provide high-quality medical protection without financial stress for Ukrainian citizens.

The aim of the work is to study the motivation for the development of the private medical sector in the system of public-private partnership on the basis of sustainability. Results. Emphasis is placed on the challenges of sustainability in the health care system, including the fragmentation of the health care system, labor constraints, and investment in improving technologies that put pressure on the financial capacity of health systems to meet needs. It has been shown that various forms of interaction and ways of cooperation between the public and private sectors, known as public-private partnerships, are increasingly being studied as a means of mobilizing resources to increase the capacity and sustainability of the health care system. public-private partnership on the basis of sustainability.
