ON PUTIN'S LONG STATE(reflections on the article of Vladislav Surkov)

The author, analyzing the article by V. Surkov Putins Lasting State, expresses either agreement with a part of his theses, substantiating it, doubting or denying and also briefly justifying them. Agreement with the theses: illusion of choice, realism of predestination, logic of the historical process, state of a new type, uniqueness and viability of Russia, model of the state, ideology of Putinism, people, the military and police functions are the most important and decisive. Doubts, denial: impossible, unnatural, counterhistorical disintegration of Russia, growing Russia, survival of the Russian nation, the absence of mention of the First President of the Russian Federation, which laid the foundation of the new Russia a significant export potential of the Russian political system, supreme ruler, understating the value of political institutions and the promotion of one person against this background, multilevel political institutions outlet clothing,trust in one person.

This article presents the course that passed the political system of USSR going from the old soviet structure to the modern form of the state. Total economic and political crisis forced the last General Secretary of the Communist Party Mikhail Gorbatchev to seek the new political institutions and were helpful in the process of maintaining socialist character of the state and social relations and, simultaneously, to carry out the changes of the political system which became necessary. These efforts were a failure because of strong resistance, on the one hand, communist nomenklatura and the other hand, the new democratic movement in the Russian Federation conducted by Boris Yeltsin and independent movements in Soviet Republics. After the trial to stop the process of reforming of the state undertaken by communist leaders of USSR during coupé d'etat in August 1991 the initiative passed to the democratic forces in Russia. The fall of the USSR and foundation of the CIS as the platform of the reintegration of Post-Soviet area started the new stage of the political conflict in the Russian Federation. The objective needs occurred in the process of reforming of the economic structures, growing of the protest attitudes, necessity to relief the mood of the local authorities in order to attain their support for the course of modernization, pushed President Yeltsin to concentrate enormous power. The old Soviet Constitution was more comfortable for such political conditions than modern solutions based on the power's division in three branches - Parliament, Government and independent jurisdiction. Contradictions of the Post-Soviet period brought to the deep conflict between President Yeltsin and Supreme Soviet in October 1993. The defeat of the conservative forces in this confrontation meant the end of Soviet system in Russia, however political system that was created on such ground had authoritarian features, which was used all Yeltsin's presidential decade bringing, as a result, the system very far to the principles of the democracy.

In this article, the authors analyze the amendments to the Constitution of the Russian Federation, adopted in 2020, with a view to their influence on the state of Russian sovereignty and note that the topic of sovereignty is central to these amendments. Researchers conclude that the amendments constitute, first and foremost, the strengthening of the sovereignty of the Russian Federation, the autonomy of state jurisdiction, and the increasing status and role of Russia in the world political system.

The article examines the issue of modernization of the political system of Russia. Formation of a democratic political system is an integral part of Russia's modernization strategy. The relevance and objective need to develop an innovative strategy for the modernization of the political sphere of life in Russian society is determined by the inefficiency of existing political institutions, outdated principles, methods, technologies of organization and management, their inconsistency with modern realities, effective resolution of internal problems and global external challenges. The objective meaning of modernization is determined by modern Russian conditions, the nature of issues and contradictions that require their urgent solution.The study purpose is to develop a strategy for the innovative development of the political system of the Russian Federation. Achievement of this goal requires consideration of the basic conditions and contradictions of the modern development of the political system of the Russian Federation, the most important areas and priorities that contribute to its modernization.As a methodological base for the study, the work includes the following approaches and methods: systemic, structural-functional approaches, sociological, logical, historical and comparative methods, as well as analysis of conditions and contradictions that need to be resolved and contribute to the modernization of the political life of modern Russia.As a research result, we came to the following conclusions: 1. Modernization of the political system of the Russian Federation is an objectively necessary process. However, it is not the result of consensus, but a competition between innovators, conservatives and observers. 2. The strategic goal of modernizing the political system of Russian society is to make Russia one of the leading sovereign powers, with a republican democratic form of government, in which a person lives freely and comfortably. 3. Modernization of the political system shall cover the institutional (state, parties), communicative, regulatory and spiritual and ideological subsystems of Russia. 4. The result of democratic modernization of the political system shall be the formation of political institutions that really reflect and express the interests of social groups and strata and contribute to the formation of solidary community. 5. Creation of a system of ideas and values understandable to the majority of the population, and capable of uniting various layers and groups to carry out modernization. 6. As a result of modernization of the political system as a system of determining goals and priorities, the innovative mechanism becomes an inherent attribute of the development of Russian society. This is the strategic goal of modernization in Russia

The article is devoted to assessing the reasons and meaning of amendments to the Russian Federation Constitution made by the current political regime. The manner in which the amendments were adopted together with their content demonstrates inability of the state and the political system as a whole to govern and rule in accordance with the principles and norms of democracy and law. The concept of “unworthy governing” is used to characterize the existing mechanism of power and management of society in Russia.

The basis for the statutory regulation of political parties is the consolidation of relevant norms in the federal laws “On Political Parties”, “On Public Associations”, “On Basic Guarantees of Electoral Rights and the right to participate in a referendum of citizens of the Russian Federation”, “On Elections of Deputies of the State Duma of the Federal Assembly of the Russian Federation”, “On Elections of the President of the Russian Federation”. Political parties have their own organizational and legal basis, have their own charter, program, leaders, their own goals and objectives, and perform certain functions. One of the goals of any political party is to participate in the political life of society, in solving its issues. One of the tasks of the party is to participate in public administration by representing the population’s interests during elections at various levels. The normative legal acts regulating the activities of political parties are updated and amended in accordance with the realities of the life of society. Amendments to the federal legislation on elections and on political parties have been adopted, and a number of conditions governing the establishment and functioning of political parties and their regional branches in the regional dimension have changed dramatically. The amendments to the federal law “On Political Parties” have changed the conditions for the establishment and operation of political parties, in particular, the minimum number of a political party’s members when it is created has been reduced to 500 members; the approaches to voting have been changed. These changes correspond to the state of the modern political process and are aimed at the development of political institutions, including political parties

Problem setting. The issue of Ukrainian relations with the four state members of the Visegrad Group is important from the very beginning of the establishment of the Visegrad Group as Ukraine is interested in raising the question of its support in the integration into the NATO and EU. The Visegrad Group has the experience of supporting its members in such integration. In addition, Ukraine is concerned about the resolution of its defence problems. Takin into consideration the war conflict of Ukraine with the Russian Federation that started in 2014, issues of cooperation in the military field turned out to be of top priority in relations with the state members of the Visegrad Group. Recent research and publications analysis. Issues of cooperation of Ukraine with the four state members of the Visegrad Group, in particular as a means for the European integration, have been studied by O. Andriychuk, Ye. Kish, M. Lendiel, A. Kudriachenko, S. Mitriaeva and H. Perepelytsia. Challenges and opportunities in collaboration of the Visegrad Group countries with Ukraine in the field of defence and security have been analysed in research works of V. Andreiko, H. Mysak and O. Kaplynskyi. Highlighting previously unsettled parts of the general problem. In spite of numerous studies of the above-mentioned authors, military cooperation between Ukraine and the state members of the Visegrad Group is understudied. Issues of working together with individual state members of the Visegrad Group in the military field need to be addressed deeper. Especially, it is important to outline military cooperation with the Republic of Poland in light of understanding the threats posed by the Russian Federation to Eastern-European countries. Paper main body. The Visegrad Group (Visegrad Four or V4) is a union of the four countries – Poland, Hungary, Czechia and Slovakia, founded 25 years ago on 15 February 1991, composed at that time of the three states: Poland, Hungary and Czechoslovakia. The union was formed as a result of the reaction of countries of the former Communist Bloc to the dissolution of the Warsaw Treaty Organization and the Council for Mutual Economic Assistance that created economic and security problems for the states, which they tried to solve partially by the enforcement of regional cooperation. According to the instruments of incorporation, the V4 Group is headed by one of the state members based on annual rotation, with a Summit of Heads of Governments held at the end. The countries head the organization for one year by turn. The main priorities of heading include expansion of the EU to the Western Balkans and eastern policy of the EU, cooperation in the field of defence, etc. Ukraine is one of the key partners of the V4 Group, aiming primarily at establishing a comprehensive dialogue and elaborating a joint position on the whole range of topical issues of international partnership and political situation, including in the region of the East Central Europe. In the period from 1 July 2019 to 30 June 2020, the V4 Group was headed by the Czech Republic. Taking into consideration significant changes in the security environment, the program of Czech heading was targeted at the expansion of cooperation in the following areas: – internal unity (joint political approach and solutions: there were more than 10 statements approved by the V4 Group at the level of Heads of Governments and Ministers of Foreign Affairs since the escalation of the situation in Ukraine regarding the support of Ukraine and preservation of its territorial integrity); – defence and security cooperation (implementation of common projects both within the V4 Group and the European Union), and others. Polish heading provided for coordination of the position of the state members of the V4 Group concerning Ukraine and the Ukrainian-Russian conflict, and evaluation of the previous activities of the V4 Group towards the support of Ukraine. The Republic of Poland makes every effort to strengthen relations with Ukraine aimed at minimizing political threats and enforcing Polish defence. In the area of military cooperation, Ukraine and the Republic of Poland achieved substantial success in formation of the regulatory and legal framework of cooperation and initiation of primary directions of collaboration – from participation in the Partnership for Peace Program, joint military trainings, sharing experiences, improvement of professional skills of officers, education of mobile and tank forces to formation of a Polish-Ukrainian unit. Support of the idea of creation of a common security (defence) space from the Baltic States to the Back Sea must become a prioritized direction in cooperation between Ukraine and the Visegrad Group. Intensification of mutual efforts in the mentioned area will contribute to restraining the unhidden full-scale military aggression of Russia and serve as a factor of holding the Russian Federation from new re-division of the spheres of influence and territories. Conclusions of the research and prospects for further studies. Therefore, Ukraine has a great potential for the expansion of cooperation with the countries of the V4 Group in the military field, in particular with Poland and Czech Republic. Planning of and participation in the activities within the regional military collaboration of the Visegrad Group with Ukraine gradually turn into an efficient ground for the achievement of the main strategic objective of our country – full integration into the European Atlantic security space and joining the political and military alliance NATO. Further studies will provide an insight into the possibilities for enhancement of cooperation of Ukraine with the individual state members of the Visegrad Group (Poland, Czech Republic, Slovakia) in the military field and development of comprehensive measures to mitigate the destructive policy of Hungary towards Ukraine.

The purpose of the study is to assess the main indicators of health status as well as the structure of overall morbidity of employees of the Ministry of Internal Affairs of Russia in 2015–2019 on the basis of long-term data. Authors compare them with the corresponding indicators of the employees of the Federal Fire Service of the State Fire Service of the EMERCOM of Russia and of the contract servicemen, including officers, of the Armed Forces of the Russian Federation. Materials and research methods. The materials of medical reports on the health status of police officers were analyzed, which contained generalized medical and statistical data on the overall morbidity of all police officers who served in 2015–2019. The comparison of these indicators with the indicators of the employees of the State Fire Service of the Ministry of EMERCOM of Russia and of military personnel under the contract, including officers, of the Armed Forces of the Russian Federation, is made. Research results and their analysis.Analysis of health indicators of police officers for 2014–2019 showed that the effectiveness of preventive measures was quite high: about 90% of employees were classified as "healthy" and "practically healthy"; almost every police officer applied for medical help every year. It was noted that the indicators of the health status of the police officers were similar to those of the military personnel of the Armed Forces and the employees of the State Fire Service of the EMERCOM of Russia. At the same time, the level of general morbidity and mortality was significantly lower among the police officers, in comparison with the military personnel of the Armed Forces, but there were more cases and days of temporary disability. In comparison with the employees of the State Fire Service of the Ministry of EMERCOM of Russia, the police officers had significantly lower "primary access to disability", etc. It is concluded that data on the health status of police officers can serve as a starting point in the work on further improving the system of medical support for police officers.

Aim. Examination of expert opinions and social and hygienic aspects of the activities of draft board doctors of the subjects of the Russian Federation. Methods. The results of an anonymous continuous survey of medical specialists of the military-medical commissions of the military commissariats of the subjects of the Russian Federation (n=646) are presented, who directly conduct military-medical examination of the studied contingent. Results. When interviewing experts, significant factors were found that affect the health of citizens of draft age and the quality of military medical expertise. Thus, experts assessed the state of health of modern young men as satisfactory in 84% of cases, and in 3.6% as unsatisfactory. 46.5% of medical specialists noted a positive trend in the level of moral and psychological training of the contingent. Over 14% of respondents noted a negative trend in the health status of young men of draft age over the past 5 years. 9.8% of specialists assess the level of treatment and preventive measures among persons of draft age as unsatisfactory, 25.3% of experts consider it necessary to expand the list of mandatory diagnostic studies when preparing citizens for military service. The reasons for the unsatisfactory work of the system for the prevention of diseases among citizens before being drafted for military service, according to medical specialists, are formalism in carrying out activities for the prevention of diseases, lack of subspecialists in health care organizations, especially in remote areas, and the elimination of adolescent service. The state of the regulatory framework governing the relationship of the parties during the medical provision of training and conscription to the military forces of the Russian Federation adversely affects the work of 43.6% of doctors. Conclusion. An expert opinion of the medical specialists of the military medical commissions of the military commissariats indicates that the main reserves for improving the quality of measures to prepare citizens for military service are the expansion of diagnostic and treatment and prophylactic measures carried out before military conscription.
