Higher education institutions that produce various documents of scientific information on learning outcomes need tools that can accommodate stakeholders in utilizing various data that has been generated. The application of ontology-based systems can be very helpful in managing knowledge data based on keywords that are difficult to do with traditional methods. In this study aims to find out various studies that have been carried out about ontology base application of information systems in higher education institutions. The steps include the study of literature sourced from major databases such as Science Direct, IEEE Explore Digital Lirary, ACM Digital Library and others credible sources. Set through the selection criteria and data extraction this study from 195 papers, 21 papers were analyzed. The results of the analysis of this paper conclude that the information system that has been developed in Higher Education is an ontology application that is used to carry out various evaluation processes in education, e-learning, academic recommendations, information search, higher education companies, content analysis, knowledge management, documentation, education company, syllabus, knowledge management, and others. From this research it appears that various ontology-based applications have been developed for various information system needs in higher education, where the aim is to facilitate the search for various types of scientific documents and supporting documents precisely and quickly. For application development, the OWL language is the most widely used choice and the protege as a development tool is the main choice of researchers

<pre><em>The purpose of this research is to develop a model of the quality assurance information system based on an integration of BAN-PT accreditation and ISO 9001: 2008 for ISO-certified higher education institutions. Problems that arise when the higher education has been certified ISO 9001: 2008 and will carry out accreditation of study program based on BAN-PT. Another problem is that higher education institutions do not have an integrated model of the quality assurance information system based on the integration of BAN-PT Accreditation and ISO 9001: 2008. </em><em>This study is the next stage of previous research showing a framework of accreditation results of BANT-PT and ISO 9001: 2008. </em><em>This National Strategy Research for Institutions is a type of applied research that uses a qualitative approach. The result of this research is a model of Quality Assurance Information System (QAIS) based on an integration of BAN-PT accreditation and ISO 0001: 2008  for ISO-certified higher education institutions. This QAIS modeling will later facilitate software application development at the next stage of research in the future. This Quality Assurance  Information System will be able to support the change management of study program to improve the accreditation standard of study program significantly.</em><em></em></pre><pre><em><br /></em><em></em></pre>

<p class="0abstract">Recently, the utilization of IT in the Higher Education institutions has expanded, thus e-Learning must to turn out to be completely embedded into e-Learning and showing practice rather than the traditional approaches to e-Learning. However, this development inside e-Learning frameworks isn't yet completely realized, and the most significant difficulties to this objective are holding students inside instruction and attracting them to take part in Higher Education. One of the methodologies that have been taken to address these difficulties is to utilize the Web services approach to encourage working and participation between Higher Education institutions. Taking account that XML documents are the most commonly applied and successful type of Web services. Being PHP is the best choice for web developers, especially for Web services. This paper will present the proposed approach which aims to expand the current architecture of Web services to meet the technical requirements of the e-Learning framework. It will give an outline of certain strategies that help designers to create SOAP with PHP language. It will portray how to expand PHP Sakai and Moodle to help Web services by utilizing the PHP SOAP method. Besides, it will delineate that this utilization of Web services is a direct advancement of Web programming models, and it will exhibit how PHP can be utilized as a fast and easy development tool for creating them. The spotlight of this paper is to research the expansion of Web services to support PHP Sakai and Moodle by utilizing the PHP SOAP strategy.</p>

Students now use not only computers or laptops, but also small devices such as mobile phones. The students at higher education institutions spent a lot of time on the internet to find the course materials. Sometimes the teacher sends the materials, but the students who are willing to take a specific course of a semester cannot get a brief concept of the course on before starting the semester. There is now a lot of online education systems on the Internet, but few are a single page and responsive. The purpose of this research is to develop a single page, responsive and web-based e-learning system. The method used in this research is the Rapid Application Development approach which has six stages of the development process, namely Planning, Analysis, Design, Implementation, Testing, and Maintenance. This research was conducted in the Faculty of Technology and Vocational Education, Universitas Pendidikan Indonesia. The students and teachers from the Department of Mechanical Engineering Education participated in this research. The results of this research indicate that with fully functional live chat, the OpenCourseWare system has a high usability test score, highly responsive and awesome features. The OpenCourseWare system is responsive and ajax-based mobile-friendly system that can be used by higher education institutions as an e-learning system based on the results obtained.

Higher education, as a service sector, offers various programs to develop the students which can add value to the society. People, knowledge and technology play vital roles in attaining high service delivery in higher education institutions (HEIs). Knowledge sharing (KS), which is an arm of knowledge management (KM), is a key factor in HEIs requires full usage of technology to disseminate knowledge from teaching and researches through e-learning. However, technology challenges are prevalent in Africa. Hence, this paper illustrates how e-learning system can be used to enhance KM in HEIs in Africa and provide the benefits of both. Characteristics of KM and e-learning system have been highlighted. The paper shows relationship among different types of KM, e-learning and blended e-learning (BEL). It has been enumerated that there is a meeting point between KM, e-learning and BEL towards enhanced service delivery in HEIs in Africa in the era of open distance learning for towards achieving mass education. Hence, African governments should step up their efforts in funding technology-enhanced training in HEIs and necessary policies to promote effective and efficient quality services in DL education using KM and BEL.
