Higher education, as a service sector, offers various programs to develop the students which can add value to the society. People, knowledge and technology play vital roles in attaining high service delivery in higher education institutions (HEIs). Knowledge sharing (KS), which is an arm of knowledge management (KM), is a key factor in HEIs requires full usage of technology to disseminate knowledge from teaching and researches through e-learning. However, technology challenges are prevalent in Africa. Hence, this paper illustrates how e-learning system can be used to enhance KM in HEIs in Africa and provide the benefits of both. Characteristics of KM and e-learning system have been highlighted. The paper shows relationship among different types of KM, e-learning and blended e-learning (BEL). It has been enumerated that there is a meeting point between KM, e-learning and BEL towards enhanced service delivery in HEIs in Africa in the era of open distance learning for towards achieving mass education. Hence, African governments should step up their efforts in funding technology-enhanced training in HEIs and necessary policies to promote effective and efficient quality services in DL education using KM and BEL.

In order to maximize the true advantage of e-learning, many higher education organizations have invested strongly in knowledge management. Yet the effect on the efficiency of e-learning of these investments remains ambiguous. The purpose of the research was therefore to determine the influence of knowledge management processes on the efficiency of e-learning in northern Jordanian private universities. The findings showed that knowledge management procedures have considerably impaired the capacity to meet the goals, excellence and quality of schooling using 101 answers by faculty members in four private colleges in the north area of Jordan. This suggests that procedures in knowledge management affect private universities ' ability to attain e-learning efficiency. In view of this research, universities should deliver the technologies they need for efficient management of their knowledge management processes and e-learning system. Universities are also to generate and share knowledge with others in a stimulating, promoting, and supportive culture.

This study aims to analyze the level of readiness of higher education institutions in implementing e-learning during COVID-19 pandemic. In addition, this study also tries to analyze the level of satisfaction in using e-learning at higher education. This study applied a survey method by sending online questionnaires to lecturers at various universities in West Sumatra. 112 respondents participated in this study. Based on the data, it was found that the level of technological readiness and human resources readiness at universities in West Sumatra are in the ready category, but still need a little improvement. Meanwhile, the levels of readiness of innovation and self-development are categorized as unprepared, and need improvement. Furthermore, this study also shows that the level of satisfaction of e-learning users is still quite satisfied.

The positive aspects of this system are identified and some risks that cause a decrease in the effectiveness of teaching students with disabilities in higher education institutions are highlighted, the main components of the distance learning system. Distance education requires the teacher to conduct systematic classes with the student, methodologically competent use the developed content for distance learning, means of communication, and educational resources of the Internet, as well as implement technical support for the educational process. The purpose of the study is to develop educational and methodological support for the process of professional self-improvement of teachers in higher education institutions when working remotely. The study analyzes the role of a teacher in the distance learning system, identifies the types of teacher’s activities, as well as the requirements and conditions for their successful work. Working online expands and renews the teacher’s role, makes them a mentor-consultant who coordinates the cognitive process, constantly improving their course and increasing creativity and qualifications in accordance with innovations. Based on empirical research using the survey method, the dynamics of teachers’ readiness to work online before and after passing the interdisciplinary course “Distance Education Technologies in the Educational Process of the University” were determined. Positive results in the formation of teachers’ readiness to work online after completing the course were obtained. The study concluded that the readiness of teachers to work remotely can be increased if the appropriate educational and methodological support is developed and implemented in higher education institutions, which will lead to an increase in the effectiveness of teachers’ work.

Introduction. The modern system of domestic higher education is designed to flexibly respond to the challenges of the modern world, one of which is the possibility of obtaining knowledge through distance learning. The use of electronic services in this process, acting as an online and offline learning tool, actualizes the urgent need to develop in a digital environment a high-quality content of academic disciplines that meets the requirements of educational standards in various areas of training of future subject teachers, primary school teachers, preschool educational institution teachers, psychologists, speech therapists, defectologists. At the same time, it is important to assess all the risks that can devalue the physical, moral and material costs of organizing the educational process in the e-learning system from both teachers and support service specialists and the university as a whole.Materials and Methods. The paper uses a descriptive method based on the study and systematization of survey data of pedagogical university students of different directions and training profiles for several years. The respondents were full-time and part-time students. The data collection tool was the e-learning service of Minin University.Results. The analysis of respondents' answers to questions about the pros and cons of distance learning in the system of electronic information educational environment of the pedagogical university allowed us to draw some conclusions about the existence of both positive and negative consequences of the implementation of distance learning, which threaten the psychological safety of participants in the educational process.Discussion and Conclusions. Taking into account the fact that the creation of an e-learning system at Minin University is a large-scale project of modernization of the higher education system, during the implementation of which, since 2012, some experience has already been accumulated that requires reflection, today we can talk about the possibility of considering this electronic information educational environment as minimizing the risks of distance learning through electronic services. Further work in the direction of optimizing the work of the e-learning system of the pedagogical university, including working out the strategy of the "individual educational route" of each student, including assistance to students with special educational needs, should certainly be carried out from the position of involving students in assessing the opportunities and difficulties of working in an electronic educational environment.

Since March 2020, CORONAVIRUS (COVID-19) pandemic has affected many sectors, including education sector at the global level and at the Kingdom of Saudi Arabia. Preventative procedures have been taken, including suspending teaching and training for K-12 and higher education and moving to use distance education as an alternative to face-to-face education, with the continuation of the Corona pandemic, the Ministry of Education decided to consider the e-learning (distance education and blended education) as a strategic alternative to overcome crises threatening the educational process . With the widespread use of e-learning platforms in the Kingdom of Saudi Arabia, the interest of the quality of e-courses increased more than before. Therefore, this study proposes a model for ensuring the quality of e-learning and e-courses in higher education institutions and developing a set of evidence and suggested performance indicators that help those responsible for quality management to verify and validate the adherence to these standards. Dar Al-Uloom University was chosen as a case study of what was implemented during the Corona pandemic and the extent of the university’s commitment to this standards to ensure continuous improvement and raise the level of performance related to the e-learning system and its e-courses.

E-learning applications are becoming commonplace in most higher education institutions, and some institutions have implemented open source applications such as course management systems and electronic portfolios. These e-learning applications initiatives are the first step to moving away from proprietary software such as Blackboard and WEBCT toward open source. With open source, higher education institutions can easily and freely audit their systems. This chapter presents evaluation criteria that was used by a higher education institution to evaluate an open source e-learning system.
