Promotion of education and talent is one of the main principles of state education policy and is fully applicable to all stages of continuing education. The students' talents and abilities are encouraged by the state financially and morally. Nowadays pedagogical science is introducing new concepts in the management of educational institutions. For example, the concept of "impact" is used instead of "interaction", "cooperation", "reflexive control". The theory of educational institutions is enriched with educational management theory. The article deals with the educational management teaching process in higher education systems. The article deals with the education process in higher education systems.

  In the dynamics of pesantren education, the development of Islamic boarding schools has undergone changes and shifts in several aspects along with the progress of the times and the development of science and technology. Islamic boarding schools are slowly adopting formal educational institutions to maintain the image of the Islamic boarding schools and to maintain or increase the number of students living in the Islamic boarding schools. Ma'had Aly when viewed from the map of education including formal diniyah education, in this case the Government issued several policies related to Islamic Religious Education in Ma'had Aly. The whole series of higher education systems in the style of pesantren (Ma'had Aly) in an effort to create ulama 'which is currently a rare thing, the pesantren with a spirit of independence are able to boost back religious education that is tafaqquh fi al-din. Therefore, the government should pay more attention to providing support and assistance that is equivalent to other Islamic higher education. Keyword: Education Policy and Ma'had Aly Dalam dinamika pendidikan pesantren perkembangan pondok pesantren telah mengalami perubahan dan pergeseran dalam beberapa aspek seiring kemajuan zaman dan perkembangan ilmu pengetahuan dan teknologi. Pondok pesantren perlahan-lahan mengadopsi lembaga pendidikan formal untuk mempertahankan citra pondok pesantren serta memepertahankan atau menambah jumlah santri yang bermukim di pondok pesantren. Ma’had Aly jika dilihat dari peta pendidikan termasuk pendidikan diniyah formal, dalam hal ini Pemerintah mengeluarkan beberapa kebijakan-kebijakan terkait Pendidikan Agama Islam yang ada di Ma’had Aly. Seluruh rangkaian dari sistem pendidikan tinggi ala pesantren (Ma’had Aly) dalam upaya menciptakan ulama’ yang pada saat ini merupakan hal yang langka, maka pesantren dengan jiwa kemandiriannya mampu mendongkrak kembali pendidikan agama yang tafaqquh fi al-din. Oleh karena itu pemerintah seharusnya  lebih memperhatikan dengan memberikan dukungan  dan bantuannya yang setara dengan pendidikan tinggi islam lainnya. Conceptual and legal bases of formation and realization of educational policy of Ukraine are considered. The vector of educational policy is aimed at its modernization and promotion of broad cooperation with educational institutions, research institutions, public organizations, private foundations of the European educational space, representation of Ukraine's interests in education and science in international relations in the prescribed manner. Four key objectives of European cooperation in the field of higher education have been identified: addressing future skills mismatches and promoting skills development; building inclusive and integrated higher education systems; providing higher education institutions that promote innovation; support for efficient and effective higher education systems. The political and legal aspects of cooperation between Ukraine and the EU in the field of education and the involvement of our country in the formation of the European educational space have been clarified. The main tendencies of professional training of specialists in the field of education are determined. These are: lifelong learning, development of professional skills and qualifications, entrepreneurship formation, quality assurance in higher education, optimization of management and funding. The modernization of the national system of professional training of specialists in the field of education, namely: establishing direct relations of universities with foreign partners on cooperation in the field of professional training of specialists in the field of education, concluding and ensuring implementation of international agreements on training, retraining and advanced training of foreign citizens at educational institutions of Ukraine

The article deals with the complex and multistage system of higher education in the French Republic. The main types of higher educational institutions in France and their peculiarities have been determined. A large variety of educational institutions, including specialized schools, have been emphasized in the article. The ability of French higher education establishments to be clearly oriented in the training of specialists for the requirements of the present has been specified in the article. The university education, consisting of several cycles, and the conditions for entering the institutions of higher education in France have been analyzed. The scale of grades has been outlined. A special system of French diplomas has been considered in the article. A role of grand schools in the French society has been stated. A national character of the French higher education has been specified in the article. The degrees of higher education in the French Republic and in Ukraine have been disclosed. The peculiarities and advantages of the French university education have been determined. Forms of organization of the educational process in the universities of France have been disclosed. A French analogue of the MBA has been described and the features of business education in the French Republic have been stated. The peculiarities of the specialized higher education in France have been outlined. The role and activities of the Agency for the Evaluation of Quality of Scientific Research and Higher Education in France have been determined. The regulatory bodies and the laws in the higher education systems in France and in Ukraine have been stated. A comparative analysis of the higher education systems of the French Republic and Ukraine has been carried out.

The article deals with analyzing the main streams of the education policy in Finland, which reflect the relationship between a person and society in modern socio–economic conditions. Such policy directs the system of education to change the person and his mind himself. Finland using its education system, has long before been concerned about preparing people for the future by reforming approaches to teaching in schools and higher education institutions. As a result, it has achieved world–wide recognition and top positions in various ratings have resulted. Therefore, today there is a great interest of scientists in certain issues of education functioning in Finland. Thus, G. Androshchuk, V. Butova. I. Zhernokleeva, T. Pushkareva and others study in their works the purpose and decisive role of Finland's education policy in the development of the education system. S. Grinyuk and V. Zagvozdkin pay attention to the practical the steps of reforming the Finnish system of education. T. Drobyshevsk investigates the system of providing educational services in Finland as a sector of knowledge production. L. Volynets, P. Kukharchuk consider the principles of the state education policy of Finland. L. Smolskaya examines the role of the state policy in implementing the "Finnish phenomenon"; P. Basyliuk and Yu. Kulykova, focus attention on the study of the evolution of the system of higher education in Finland; O. Scherbak reveals peculiarities of vocational education and training.

This chapter explores the real-life operation of six higher education systems that align with the theoretical models identified in Chapter 2. Three states follow a largely market-based approach: Chile, England, and the United States. Three states follow a largely human rights-based approach: Finland, Iceland, and Sweden. The chapter describes each system in terms of how it aligns with the particular model before evaluating the system in relation to the signs and measures of successful higher education systems identified in Chapter 3. This chapter provides conclusions as to the relative likelihood of each approach facilitating the achievement of higher education teaching and learning purposes.
