Environmental pollution, exhausting natural resources and effects of climate change are causing economic stresses and therefore require significant financial expenses. Environmentally sustainable growth funding requires a significant amount of investment. First of all, we are talking about «green» financing of global projects. The main factor in the development of green economy is the green financing that can prevent social, economic and ecological changes caused by the sharp expansion of the global population and the catastrophic exhaustion of natural resources and their negative consequences. The financial sector, with active support of the state, can provide global sustainable development and qualitative changes in such conditions. In the format of the United Nations Conference in 2012, most of the global agreements on the «green» economy were taken at the global level. It is noteworthy that the uniform definition of «green» economics has not yet been established. Mainly under the green economy, economic activity is meant, which improves human wells, ensures social justice and significantly reduces the risks to the environment and nature.

The article is devoted to the analysis of legal framework and theoretical provisions of the landscape approach to the formation of the system of ecologically balanced use of natural resources, the definition of its essence and content, highlighting of conditions and principles of its functioning. Proposals for elimination of legal problems in the field of development and realization of the concept of ecologically balanced use of natural resources are covered. It is determined that the legal formulation of landscape approach principle to the use of natural resources will ensure unity, integrity, comprehensiveness of nature management, coherence and balance of interests in this area, implementation of ideas for the formation of system of environmentally sustainable use of natural resources and sustainable development concept, and the adoption of relevant regulations will solve our state’s urgent task on the path to further European integration.

Amid a still fragile economic environment, and rising concerns about deteriorating environmental conditions, policy-makers are examining the potential for new sources of environmentally sustainable growth and job creation. A "green economy" has emerged as an important concept linking economic growth and environmental sustainability. This paper emphasises the potentially significant opportunities to enhance welfare from better management of scarce environmental and natural resources, including through the reduction and removal of large distortions arising from environmentally harmful subsidies. It emphasises the centrality of fiscal (and in particular tax based) measures, as part of a portfolio of policies necessary to mobilise the resources, both public and private, for such an economic transformation to be effective and equitable.

The theoretical and methodological principles of ecosystem definition of losses of natural resource potential as a result of ineffective management are researched. The main institutional preconditions for estimation of the caused and prevented losses from environmental pollution are considered in the light of international experience. The scientific recommendations on institutionalization of ecosystem definition of losses of natural resource potential (on the example of water resources) are substantiated.

A globalização no seu molde neoliberal é apresentada como a única opção econômica para alcançar o desenvolvimento, mas um olhar mais crítico revela que se trata de uma fábula que dissimula um sistema socialmente excludente para uma maioria crescente da população mundial e com consequências negativas sobre o meio ambiente. Diante das manifestações antiglobalização, o capitalismo se apropria das bandeiras do ambientalismo, mas apenas se “esverdeia” um pouco, sem questionar as raízes estruturais dos problemas ambientais. Todavia, o progresso das novas tecnologias da informação permite fazer ouvir a voz dos excluídos, dentre eles, as populações tradicionais. No debate ambiental, o conservacionismo marca pontos com o reconhecimento oficial da importância de integrar as populações tradicionais em políticas de proteção ambiental em virtude dos seus saberes tradicionais. Os processos de participação devem levar em conta as diferenças de percepção da natureza pelas populações locais, assim como incentivar a autonomia das mesmas. Na baía do Iguape, a Resex possui um Conselho Deliberativo, mas esta esfera é inadequada para o planejamento e a gestão dos recursos naturais. Para tal, propõe-se, através da realização de oficinas na área, a criação de uma associação de usuários, instrumento mais adaptado para potencializar o poder dos usuários e gerenciar a vida cotidiana da Resex. Abstract EXCHANGE OF KNOWLEDGES FOR A PARTICIPATIVE ENVIRONMENTAL MANAGEMENT The globalization in its neoliberal aspect is presented as the unique economic option to reach the development, but a more critical look reveals that is a fable that hides a socially excluding system for a growing majority of the global population and with negative consequences on environment. In front of anti-globalization acts, the capitalism appropriates itself of the environmentalist slogans, but gets only a bit more “green” without questioning the structural roots of the environmental problems. Nevertheless, the progress of the new technologies of information allows to get heard the voice of the excluded, among them, the traditional populations. In the environmental debate, the conservationism is marking points with the official recognition to integrate the traditional populations in policies of environmental protection thanks to their traditional knowledge. The processes of participation should consider the differences of perception of nature by the local populations and promote the autonomy of these ones. In the Bay of Iguape, the extrativist reserve (resex) has a Deliberative Counsel, but this sphere is not adequate for planning and management of natural resources. For this, it is proposed, through the realization of workshops in the area, the creation of an association of users of the resex, tools more adapted to potentialize the power of the users and manage the quotidian life of the resex.

Abstract:In 1987, the American Rheumatism Association issued a set of criteria for the classification of rheumatoid arthritis (RA) to provide a uniform definition of RA patients. Fuzzy set theory and fuzzy logic were used to transform this set of criteria into a diagnostic tool that offers diagnoses at different levels of confidence: a definite level, which was consistent with the original criteria definition, as well as several possible and superdefinite levels. Two fuzzy models and a reference model which provided results at a definite level only were applied to 292 clinical cases from a hospital for rheumatic diseases. At the definite level, all models yielded a sensitivity rate of 72.6% and a specificity rate of 87.0%. Sensitivity and specificity rates at the possible levels ranged from 73.3% to 85.6% and from 83.6% to 87.0%. At the superdefinite levels, sensitivity rates ranged from 39.0% to 63.7% and specificity rates from 90.4% to 95.2%. Fuzzy techniques were helpful to add flexibility to preexisting diagnostic criteria in order to obtain diagnoses at the desired level of confidence.

В статье изучены предпосылки становления и развития «зеленой» экономической модели. Проведено исследование подходов международных организаций к определению понятия «зеленая» экономика. Over the past twenty years, the concept of a "green" economy has emerged in the world, which combines a complex alignment of two key components: economic and environmental. Such an economic model should contribute to a more harmonious harmonization between these components, which would be appropriate for all groups of countries. The article studies the prerequisites for the formation and development of a "green" economic model. A study of the approaches of national and international organizations to the definition of the concept of "green" economy.

Incident reporting in health care prevents error recurrence, ultimately improving patient safety. A qualitative systematic review was conducted, aiming to identify barriers to incident reporting among nurses. Joanna Briggs Institute methodology for qualitative systematic reviews was followed, with data extracted using JBI QARI tools, and selected studies assessed for methodological quality using Critical Appraisal Skills Program (CASP). A meta-aggregation synthesis was carried out, and confidence in findings was assessed using GRADE ConQual. A total of 921 records were identified, but only five studies were included. The overall methodological quality of these studies was good and GRADE ConQual assessment score was “moderate.” Fear of negative consequences was the most cited barrier to nursing incident reporting. Barriers also included inadequate incident reporting systems and lack of interdisciplinary and interdepartmental cooperation. Lack of nurses’ necessary training made it more difficult to understand the importance of incident reporting and the definition of error. Lack of effective feedback and motivation and a pervasive blame culture were also identified.

Abstract Objective Provide a synthesis of the COVID-19 policies targeting older people in Chile, stressing their short- and long-term challenges. Method Critical analysis of the current legal and policy measures, based on national-level data and international experiences. Results Although several policies have been enacted to protect older people from COVID-19, these measures could have important unintended negative consequences in this group’s mental and physical health, as well as financial aspects. Discussion A wider perspective is needed to include a broader definition of health—considering financial scarcity, access to health services, mental health issues, and long-term care—in the policy responses to COVID-19 targeted to older people in Chile.

The tribal communities in Central India are excluded in many ways from accessing and benefiting from the fruits of mainstream development. Within tribal groups, women are more marginalised and sidelined than men despite their multiple roles in the household. Women’s exclusion from the mainstream knowledge systems, market sphere and their limited access and control over the resources affects the overall development of tribal communities. Key for economic growth of tribal communities is the equal participation and promotion of women’s physical and economic rights. This necessitates for a purposive design of activities and institutional mechanisms for both socially inclusive economic empowerment and environmentally sustainable growth by building their knowledge and skills to restore agriculture based value chains for sustainable livelihood. The present article is an attempt to analyse and document the findings of an inclusive cashew livelihood model to address the geographical, social, technological and economic inclusion of 10,000 tribal women in the cashew supply chain and downstream market integration to improve their income in Nabarangpur district of Odisha state. It is found that by employing inclusive strategies, scientific technologies and participative approaches, the socially excluded women could be organised, engaged and integrated successfully by leveraging proven cashew-based livelihood model in the value chains and markets for increasing their income.
