Abstract

Information systems and information technology (IS / IT) is one of the factors that influence the success of an organization. For instance, information systems and information technology in an organization called the Department of Industry and Labor (Dispernaker), Salatiga. SI/TI in Dispernaker in its used has not be maximzed yet ,because the use of SI/IT in the Dispernaker has not been maximal. This matter causing data in the dispernaker not well structured. This problem Happen because of random Datas. Besides, there are a part of business process that still take manually. Dispenaker Salatiga also doesn't have strategic planning of SI/TI. By the conditions of the problem, we need a strategic plan of IS / IT to support business processes in an organization (in this case Dispernaker) while strategic planning is itself is a process of how organizations achieve theirgoals. To be able to apply strategic planning according to the organization is through a research. The researchis astudy is a strategic planning of information systems and information technology. The research will use Ward and Peppard method by analyzing the business environment and the IS / IT internally and externally. The method has some analysis, the analysis used are SWOT, Value Chain and PEST, Five Force Model, McFarlan Strategic Grid. The results of the study will be recommendations related to the vision and mission. Researcher hopes that these recommendations can be used to improve the quality of public services.

The role of information systems and information technology is indispensable in a variety of fields of work and human resources required to have good quality so it could use the technology appropriately. The library is space that contained a lot of catalogs needed for learning and teachingas media seek knowledge and insight for students and lecturer, then the required information system that can hold all the information about then added data quickly and accurately. Therefore, the library shoidbeable to capitaliz on the presence of information technology to improve the quality of its services. It takes a strategic planning of information systems/information technology that isusedas the basis for the construction of an idea information system and in accordance with user needs.Strategic planning of information systems at the Library STMIK Palangka Raya using the methodology Wardand Peppard (Ward, 2002). With the strategic planning of the library can analyze and evaluate theexisting potential of the entire surroundings of the library in order to develop them selves in accordance with the progress of informationand communication technology as well as libraries have a guide in theform of strategies that should be run in the field of informationtechnolog y to improve its performance. It has a good performance of the library will be able to provide acompetitive advantage for the Organization so that it can continue tocompete in today's global era.

Planning Information Systems and Information Technology (SI/IT) is part of the Strategic Plan (Renstra) of an institution. Every institution or organization must have a framework for developing information systems and documentation that is adequate and in line with developing systems and technologies. A comprehensive and integrated strategic information system planning is needed by a supply and logistics institution, especially Arsenal with capacity as the Dissenlekal Task Force of the Indonesian Navy Headquarters (Mabesal) in the management of TNI AL Class V logistics. In general this research is a efforts in developing strategic IS/IT planning and identification of their needs at the Arsenal institution as UPT Dissenlekal Mabesal to be more optimal so that it can be integrated and support the strategic planning of logistics supplies within the Navy. The basic concept in this research begins with the preparation of the IS/IT Strategic Plan framework using the Ward and Peppard model approach, then in the evaluation process the translation of the Strategic Plan IS/IT and management of the institution's basic tasks using Balance Scorecard. Some analytical methods such as Value Chain Analysis, SWOT Analysis, PEST Analysis and Five Force Model Analysis are used to analyze the internal and external institutional environment. Next is the McFarlan Analysis Strategic Grid method that is used for application portfolio planning. The results of this research are the recommendations of the relevant IS/IT blue print strategic planning owned by Arsenal UPT Dissenlekal Mabesal and development priorities by referring to the institution's main task plan based on data obtained through the implementation of analytical methods. The information produced will be integrated data for administrative needs and services for related work units. The optimal implementation of information data processing as well as increasing the role of stakeholders in the provision of infrastructure will improve the quality of logistics management services in the fifth grade of the Navy Navy logistics in a comprehensive and integrated manner. Keywords : IS/IT Strategic Planning, Ward and Peppard Model, information systems, information technology

Today’s world is characterized by globalization and the rapid advance of information technology. To face such unprecedented change and survive, enterprises have to continuously review their products, services, and relations with the environment. Information systems, which have now become an integral part of business, are relied on to assess the quality of products and effectiveness of services. Unfortunately, very often software system does not properly support businesses. The causes may be poorly-defined assessment of requirements, deficiencies in proper business understanding by the software design team, or even the nature of the business (which may change so often that the software simply cannot keep pace). According to Davenport and Short (1990), the relationship between business process design and information systems has never been fully exploited in practice.

Information technology implementation is an intervention we make in order to improve the effectiveness and efficiency of a sociotechnical system. Using microcomputers to help individuals perform their jobs and tasks is one of the most important actions we take when implementing this technology effectively. Information systems effectiveness has been extensively studied using, mainly, user satisfaction and quality of information constructs to evaluate users’ acceptability (Iivari & Ervasti, 1994; Ives et al., 1983; Neumann & Segev, 1979). However, sometimes, the result of this intervention is not successful and may even generate difficulties related to people participation in the process. This leaves us with a question: What motivates individuals to use microcomputer technology in their daily activities? Theorists and empirical researchers have been trying to understand the relevant motivators for the implementation and use of computer technology based on the idea that people make an effort if an activity is enjoyable or offers external rewards (Igbaria et al., 1996; Schwartz, 1983). They have been aiming to find out how individuals feel motivated to work with computers, and what motivates them to use computers in their daily activities.

Business Process Management (BPM) brings together the idea of effectively managing organizations and properly using Information Technology to fulfill organizations’ needs. For this purpose, BPM systems are largely used nowadays. However, most process models are started from scratch, not having reuse promoted. Sometimes, large enterprises have the same business process implemented in a variety of ways due to differences in their departmental cultures or environments, even when using a unique integrated system. Additionally, although technology plays an important role in actually improving organizations, the human factor is still fundamental, since any improvement attempt goes through cultural changes. In this chapter, a peer-to-peer (P2P) tool is proposed as a way to cooperatively develop business processes models, minimizing the time needed to develop such models, reducing the differences among similar processes conducted in distinct organizational units, enhancing the quality of models, promoting reuse, and distributing knowledge.

Information technology (IT) has radically improved many aspects of organisational activities. Computer-based information systems (CBIS) are constantly developed more effective and efficient. Development of a new CBIS is justified by higher quality of work, more efficient work processes, and more flexible work practices. However, introduction of the new IS can produce a variety of problems. This paper describes the problems observed in the use of a library CBIS in a Finnish scientific library. The results of the study illustrate well the environment which should be understood by the designers of computer-based information systems. One important prerequisite of good (re)design is a wide understanding of the problems that may prevent effective use of a CBIS. In this study we introduce a classification based on the problems which were found in the case. The classification describes the causes and effects of the observed problems.
