El objetivo de este artículo es indagar en las vinculaciones entre la política comercial externa norteamericana durante la administración Obama y algunos de los principales cambios sucedidos durante la última década en las relaciones comerciales internacionales. Nuestra hipótesis sostiene que fenómenos como la parálisis de las negociaciones de la Ronda Doha y el avance de las negociaciones de acuerdos “Megarregionales” guardan una estrecha relación con las modificaciones de la política comercial externa norteamericana del período 2009-2015. Desde la perspectiva de los bienes públicos, sostendremos que durante la presidencia de Barack Obama, EEUU ha priorizado la construcción de bienes públicos “exclusivos” por sobre los regímenes multilaterales que representen bienes públicos “no-discriminatorios”.  El trabajo se inscribe dentro de una interpretación realista de las transformaciones de la Economía Política Internacional. Se trata de un trabajo descriptivo-explicativo, cuya metodología se ha centrado en el análisis de contenido de fuentes documentales: “The President’s Trade Policy Agenda” del período 2009 a 2015 y la “Bipartisan Congressional Trade Priorities and Accountability Act of 2015’’.Palabras-llave: Obama, Política comercial, Gobernanza Global, Rodada Doha, acuerdos megarregionales  Abstract: The aim of this paper is to investigate the connections between the US foreign trade policy for the Obama administration and some of the major changes that have occurred over the past decade in the international trade relations. Our hypothesis is that phenomena such as the paralysis of the Doha Round negotiations and the progress of megarregional-agreements negotiations are closely connected with changes in the US foreign trade policy for the period 2009-2015. From the perspective of public goods, we will argue that during the presidency of Barack Obama, the US has prioritized the construction of "exclusive" public goods over the multilateral regimes that represent "non-discriminatory" public goods. The paper makes an interpretation of the changes in the international political economy from the realistic theory viewpoint. This is a descriptive-explanatory work, where the methodology has focused on content analysis of documentary sources: "The President's Trade Policy Agenda" for the period 2009-2015 and the "Congressional Bipartisan Trade Priorities and Accountability Act of 2015''.Key words: Obama, Trade Policy, Global Governance, Doha Round, megarregional agreements

The pandemic of COVID-19 has influenced all sectors of social life, including the global economy and trade relations. The year of 2020 was marked with significant changes in internal and foreign economic policy of almost all nations. The purpose of the paper is to study the measures taken by the EU and the USA as the world's leading economies to regulate their foreign trade in the global crisis caused by the COVID-19 pandemic. The tasks of the study are to show the influence of the crisis on changes of global trade policy in front of the threat to national security. Methodology. The study is based on the results of statistical analysis of data provided the WTO and the UNCTAD. The authors show an analytical assessment of the foreign trade indicators of the EU and the USA. Methods of comparison and generalization were used to formulate conclusions on regulatory trends in foreign trade of the US and the EU. Results allowed identifying specific features and changes in the regulation of foreign trade of the EU and the US, assessing the impact of the pandemic on their foreign trade. It was found that both mentioned players of the world economy have actively introduced both deterrent and liberalization measures during 2020, which were aimed at providing the domestic market with scarce COVID-related goods. The study shows the transition from export restricting to import liberalizing measures in foreign trade policies from the start of pandemic to the late 2020. Practical implications. Understanding and predicting the possible actions of partners (the US and the EU in this case) in the field of foreign trade regulation is an important practical aspect, which has to be taken into account when developing Ukraine's foreign trade policy. Value/originality. The study of foreign trade policy of the world's leading countries allows us to understand the behavior of governments of the countries that are largely dependent on participation in international trade in their development, to draw conclusions about the most common instruments of foreign trade policy in the time of humanitarian and economic crises.

The importance of foreign trade and its impact on the level of economic development of both individual states and the world economy as a whole is steadily increasing. The successful or unsuccessful development of foreign trade relations is largely determined by the state's policy in this area, the use of various tools and methods. China, having begun to reform the economic system, pursued the goal of increasing the competitiveness of the national economy. For this purpose, foreign trade relations with other countries were actively developed in accordance with the interests of China and the priorities of economic development. Over a long period in China was dominated by autarkic tendencies in the sphere of foreign relations, which contradict the idea of integration for joint solutions to existing problems and the liberalization of foreign trade. Since the late 70s, China has realized the need to connect the country to the processes taking place in the world economy and carry out reforms, an important part of which was the implementation of a strategy for the development of foreign economic relations. The new policy assumed the extraction of maximum benefits from cooperation with foreign partners, the modernization of the economy using best practices in the economic, scientific and technical spheres, the diversification of production, the introduction of effective management models. China's foreign trade policy is implemented through a variety of regulatory, control and incentive methods. This makes it possible to take into account the characteristics of specific territories and use the most appropriate tools to achieve the best result. Relevance and insufficient knowledge of the impact of trade on economic development of China in the development of global value chains and the trend towards a multipolar world system, the development of the prospects of transformation of China's foreign trade, led to the selection of topics for articles.

This paper analyses whether the developing countries are pursuing an optimal foreign trade policy, given the theoretical and empirical evidence we have. The paper concludes that constraints in imposing other taxes than tariffs in many developing countries may justify having tariffs as part of an optimal taxation policy.
