O Brasil completou, em 2015, uma década de atuação como doador de assistência humanitária internacional. A inserção brasileira acontece em momento em que outros países em desenvolvimento também começam a atuar do lado da oferta de assistência humanitária. Tradicionalmente, os países membros do Comitê de Assistência ao Desenvolvimento, da Organização para a Cooperação e Desenvolvimento Econômico (DAC/OECD) são considerados os principais doadores internacionais. A emergência de novos atores estatais, os doadores “Não DAC”, agrega mais recursos ao total de oferta de assistência humanitária. Neste artigo, o Brasil aparece como um doador Não DAC, sendo apresentada a inserção internacional brasileira como do país doador do ponto de vista financeiro das ações em relação à sua política externa. Palavras-chave: governo Lula; assistência humanitária internacional; política externa brasileira; CGFOME; governo Dilma.     Abstract: Brazil completed a decade of acting as a donor of international humanitarian assistance in 2015. The Brazilian insertion happens at a time when other developing countries also begin to act on the side of offering humanitarian assistance. Traditionally, the member countries of the Development Assistance Committee of the Organization for Economic Co-operation and Development (DAC/OECD) are considered the main international donors. The emergence of new state actors, to so called “non-DAC” donors, adds more resources to the total supply of humanitarian assistance. In this article, Brazil is considered a non-DAC donor, being presented the international insertion of the country as a donor from the financial point of view of the actions in relation to its foreign policy. The emotional and ideological factor to express solidarity with the other developing countries is the main driving factor for India to engage in development assistance. In the changed geopolitical and geo-economic context in the globalized world, the economic factor of access to the market for Indian products and natural resources for its growing industrial sector became the additional motivation. As India does not subscribe to peacebuilding, it has no separate category of peacebuilding assistance. This study’s central focus is on why India’s way of providing development and peacebuilding assistance captured the world’s attention in the 21st century and how India’s ways are different from that of the OECD’s Development Assistance Committee (DAC) countries. It highlights India’s unique guiding principles, approaches, and modalities for development and peacebuilding assistance. It focuses on why the developing countries appreciated India’s development and peacebuilding assistance, although it is not much in terms of volume compared to the Development Assistance Committee countries. It emphasizes the advantages of accepting diversity instead of an attempt for uniformity in peacebuilding assistance.

This article aims to examine the link between self-identity and foreign policy, particularly focusing on how state’s self-identity is built and sustained through policy. Using Indonesian development assistance policy through South South and Triangular Cooperation (SSTC) as a case study, this article finds that Indonesia self-identifies as a middle power country with strong affiliation towards developing countries as a result of national role conception processes. This self-identity in turn are built and sustained through SSTC development assistance policy, due to the suitability of role obligations as a middle power country with the values carried by the act of providing development assistance, as well as the deeply rooted historical dynamics of SSTC development policy with developing country status.

The analysis presented here offers a possible framework for understanding when sub-state actors behave prudently and more strategically in their foreign relations, and when other priorities might instead heighten the chances of seemingly irrational, erratic, or dangerous, foreign policies. Using a case study of the Kurdistan Regional Government of Iraq to illustrate the argument, the author attempts to show how “regime consolidation” plays a key role in allowing such actors to prioritise policies aimed at grappling with external challenges, threats and opportunities. Internally legitimate, consolidated regimes can better present “one face” to the outside world and behave more strategically in the international arena.  Political systems lacking consolidation or internal legitimacy, in contrast, turn to the external environment in search of resources to help them with domestic threats and challenges. This may lead to seemingly erratic, unpredictable and risky foreign policies on their part. Utopia as a concept points towards a world essentially alien to us. Utopia as a work describes this otherness and confronts us with a world whose strangeness might seem disturbing. Utopia and Europe differ in their relationship to what is other (Latin alienus) – that is, that which belongs to someone else, that which is foreign, that which is strange. These two worlds are at odds in regards to their foreign policy and way of life: Utopia aspires to self-sufficiency but remains open to whatever good may arrive from beyond its borders, while the Old World appears alienated by exteriority yet refuses to welcome any kind of otherness. This issue also plays a major part in the reception of More’s work. Book I invites the reader to distance himself from a European point of view in order to consider what is culturally strange not as logically absurd but merely as geographically remote. Utopia still makes room for some exoticism, but mostly in its paratexts, and this exoticism needs to be deciphered. All in all, Utopia may invite us to transcend the horizontal dialectics of worldly alterity in order to open our eyes to a more radical, metaphysical otherness.

Abstract Languages for special purposes have mainly been considered from the point of view that they are specialized, i.e. that they satisfy the terminological needs of expression of specialized groups. The purpose of this contribution is to demonstrate that specialized discourses such as university lectures may make specific use of ordinary language devices. An analysis of sections from German lectures in physics and mechanical engineering reveals that deictics play a special role in propositional  composition. The findings are relevant for the general principles of linguistic science and knowledge transfer as well as for teaching German as a first or second academic language. The article considers and analyses the basic principles and directions of Russian foreign policy activities during the presidency of V.V. Putin from the moment of his assumption of the post of head of state to the current presidential term. The authors determine the basic principles of Russia's foreign policy in the specified period and make the assessment to them. The study uses materials from publications of both Russian and foreign authors, experts in the field of political science, history and international relations, as well as documents regulating the foreign policy activities of the highest state authorities. The paper considers the process of forming the priorities of Russia's foreign policy both from the point of view of accumulated historical experience and continuity of the internal order, and in parallel with the processes of transformation of the entire system of international relations and the world order. The article notes the multi-vector nature of Russia's foreign policy strategy aimed at developing multilateral interstate relations, achieving peace and security in the interstate arena, actively countering modern challenges and threats to interstate security, as well as the formation of a multipolar world. The authors conclude that at present, Russia's foreign policy activity is aimed at strengthening Russia's prestige, supporting economic growth and competitiveness, ensuring security and implementing national interests. Internal political reforms contribute to strengthening the political power of the President of the Russian Federation and increasing the efficiency of foreign policy decision-making.

Type as Image: Eliciting Emotions is a project of VCDE233 Typography II (Constanza Pacher) and VCDI223 Design and Pre-Press Production (Jess Dupuis), both courses in the Design Studies Diploma Program at MacEwan University. Students were asked to capture the essence of the book Indian Horse, by Richard Wagamese, and translate it into a three-poster series using typography as the main element. Under the premise that the visual form is dictated by the content, students were encouraged to analyze plot, characters, point of view, imagery, tone, themes and symbolism to extract key words, sentences and passages as the basis for their designs. Students were asked to challenge literal interpretations by exploring the use of expressive typography and text and image relationships.
