The creation of the high capacity transport vehicles where vibro active parts are increasingly used that inevitably leads to an increase in vibration and noise levels and it adversely affects the locomotive crews as well as pollute acoustically while operating in a residential area. This problem is most relevant for rolling stock. The recommendations of the European Union are aimed at reducing the noise of the railway transport directly in its places of origin as rolling stock and track structures. It should be noted that the noise decline should not be limited to measures of the indirect protection: the construction of the noise protection walls and the use of the noise protection windows in buildings located close to the railway track. First of all, in the opinion of the European Union, it is necessary to implement measures to suppress noise in the sources themselves. For solving the problem, the research has been carried out by different experts from foreign countries. However, the process of the formation vibro acoustic characteristics is not well understood. The diesel locomotives and locomotives are intensively exploited. It should be considered that one of the main sources of the air and structural noise component is an internal combustion engine for these machines, the noise and vibration levels which are practically impossible to reduce in the industrial conditions. Therefore, on the basis of the theoretical and experimental studies, the practical recommendations have been developed for achieving sanitary noise standards by ensuring the required sound absorption and sound insulation values.

One of the main tasks approached by the European Union is the liberalisation of railway transport service market. The foremost problem solved in this paper is the interoperability of various railway systems in the countries of the European Union. Thus, the immediate goal is to solve the problem of the interoperability of different railway systems used in the European Union. A distinction between railway track gauges (from 1435 to 1668 mm), particular couples of wagons, various clearances of rolling stock, different systems of infrastructure etc. are the main impediments. One of the problems in the nearest future will be the evaluation of the brakes of different wagons produced in Western Europe and the former Soviet Union. Freight trains in Lithuania consist of these two types of wagons, and therefore some problems of correcting the results of calculating braking distances and brake force may arise. The main object of this research is to investigate the methods evaluating the brakes of rolling‐stock and to assess the possibilities of integrating and harmonizing these different methods. The reliability of the methods evaluating the brakes of rolling‐stock is one of the most important components enabling the interoperability of railway transport in the EU network. The brakes of Russian wagons are calculated by MPS Rules for Traction Calculations, approved by the Russian Ministry of Transport (till 2004 ‐ Ministry of Communication Ways of Russia)). On the other hand, the brakes of the wagons produced in Western Europe should be calculated applying TSI (Technical Specifications for Interoperability) methodology. The main parameter following TSI (Technical Specifications for Interoperability) methodology is braked mass and following MPS (Railway Transport Ministry of Russia) method ‐ a pressing force of the brake shoes. The questions of determining the braked mass of wagons and correcting mean braking distance are presented. The compatibility of two different evaluating methods is discussed. Finally, the basic conclusions are given.

The article considers obtaining numerical values of the coefficient of subgrade reaction of wooden and reinforced concrete sleepers with axial loads up to 30-35 tons per axle. It has been concluded that using the rolling stock with axial loads of up to 35 tons per axle is necessary in order to ensure sustainable development of the railway complex. The performance of the railway track thus should be investigated in order to predict its operation in such conditions. Generally, such studies are performed using numerical methods. One of the parameters that are required for such calculations is the parameter which is commonly called the coefficient of subgrade reaction. Empirical dependencies of the coefficient of subgrade reaction of wooden and reinforced concrete sleepers on the axial load and on the operating conditions of the track have been obtained. The obtained results can be used in studies of the interaction dynamics of the track of main railways with rolling stock with axial loads of 30-35 tons per axle, which will give an opportunity to provide well-grounded recommendations on the rules for the arrangement and maintenance of the track in such conditions.

The countries of the European Union have a huge territory and a large number of objects of transport infrastructure and rolling stock. In these countries, various methods, complex systems and technologies are offered for the organization and management of the cargo transportation process and passengers with traffic safety. The acceptance and admission of rolling stock to operation is carried out in accordance with the requirements set out in document EN 14363. This document defines the main indicators of railway traffic safety, methods, means and conditions for conducting tests of rolling stock on the definition of its qualitative driving characteristics. In the author’s article, the following safety indicators were studied on the EU railways: the coefficient of stability from rolling the wheel flange of the wheel pair onto the rail head, the value of the turning of the trolley relative to the body of the rolling stock (index X), the indicator of the lateral action of the rolling stock on the rails. The stability of the rolling of the wheel of the wheel pair onto the rail head on the EU railways is investigated on the basis of the Nadal’s criterion. The value of the resistance of the trolley rotation relative to the body of the rolling stock is decisive for proving the safety condition against the derailment wheel pairs on the EU railways. With the help of the indicator of the lateral action of the rolling stock on the rails limited the size of the lateral forces to minimize the risk of shifts of rail-sleeper lattice. The article describes how a rolling stock test on EU railways is being conducted to determine the traffic safety indicators. The author notes that in order to determine the possibility of derailment of rolling stock under the norm EN 14363, it is necessary to have the value of the guiding force. However, determining the direction of the force is a complicated and time-consuming process, since it requires a large number of experimental studies. Key words: railways, rolling stock, indicators of sustainability, European Union.

The expansion of globalization has made a country's prosperity increasingly dependant on foreign politics. This article shows how Russian television's inflammatory coverage of European politics affected the vote during the European Union membership referendum in Latvia. For identification, I use plausibly exogenous variation of the signal from Russian analog TV towers that was available during the referendum to Latvian counties located close to the Russian border. The analysis of the electoral data showed that in counties with the Russian television reception, votes "for" outperformed votes "against" joining the European Union compared to counties without the reception. Moreover, the effect of Russian television persisted even in counties densely populated by ethnic Russians. Contrary to previous experimental studies, the evidence suggests that specifically in the context of foreign politics, foreign biased media increase the salience of foreign policy issue but is unable to shift the direction of the public response.

Agriculture has been and probably will be a significant branch in the south part of the Great Plain in the future as well. Besides the mass products and in many cases instead of them when forming the agricultural structure, this region has to pay more attention to the branches that were important in the past. Hungarian experts who are famous in foreign countries as well deal with these branches and they provide excellent products. The rules referring to these products are more liberal in the market places of the European Union and their development is not controlled by strict quota systems. In the south part of the Great Hungarian Plain a lot of unique products of excellent quality are produced. Here in this essay we would like to find the answer to the question how the two significant products of the southern part of the Great Hungarian Plain can provide the families with the income that they can live on.We aim at the economical examination of the cucumber grown in Méhkerék and asparagus of Homok. To do this we will apply the so called Standard Gross Margin. The agriculture of the states of the European Union is measured with the help of this method. It can also help us in the future to decide whether the different farms belonging to families are economically viable in Hungary.

It is considered the possibility of improvement of the international railway transportation of benzene and other related cargoes between Ukraine and the European Union countries for the carriage of these cargoes in tank containers. The volume of chemical cargo transportation to the EU countries to the rolling stock types for 2018 has been analyzed. The research of the effectiveness of organization of international transportation according to the criterion of the total hours of downtime by wagons under accumulation. The mathematical model of chemical cargoes transportation by wagons, wagon groups and container trains with the accumulation to the technical standards on the cargo diversions was elaborated. The models take into account the unevenness of the wagon arrivals to the accumulation points and observance of the number of wagons to the established norm. A comparison of the effectiveness of the two models of the organization of the chemical cargo delivery and it was defined a more effective version of transportation. It has been established that for more efficient using of the rolling stock and for the rolling stock circulation decreasing is the cargo transportation by trains which consist of cisterns or/and tank container carriages. The influence of the components of the rolling stock circulation and its value are analyzed. The research of the cost of benzene transportation in cisterns and tank containers for the individual diversions was studied. According to the research results the cost of benzene transportation by platforms of the railways ownership is less than twice in comparison to private cisterns and tank-containers of the Ukrainian Railways fleet. These recommendations will improve the process of transportation and increase of volumes of international cargo by railroads between Ukraine and the EU countries.

Both in Poland and in most countries of the European Union, the tram infrastructure is extensively expanding. Contemporary low-floor trams are constructed according to different technical assumptions than typical railway vehicles or high floor trams. In Poland such vehicles rides often on lines designed according to standards developed to the classical vehicles. At the same time, the intensity of road traffic and the number of people using cycling are increasing in cities, which causes into a greater number of dangerous situations at the contact points between various modes of transport. The scope of this article is the analysis of safety hazards in tram transportation and indication of methods for their reduction. It will be a specific analysis of the risk occurring in tram transport. The article presents a division and description of factors that pose a safety hazard to tram traffic. Threats were divided due to the reason for its occuring and due to its effects. The reasons were divided into Human Factor – Vehicle – Road – Traffic - Surroundings. Based on the analysis conducted on the tram network in Gdańsk and on the used rolling stock, the main safety hazards of tram traffic were identified.
