The article is devoted to the issues of optimization of training and direct implementation of such a significant way to increase the effectiveness of educational and training impact on individuals studying in higher education institutions as an educational and methodological collection. A consistent analysis of the various stages and elements of the collection is carried out in terms of possible improvement. Possible ways of interaction of structural divisions of the University aimed at improving the methodological component of the pedagogical impact of all subjects of educational activity on students are proposed.

The article discusses the potential opportunities for leaders of higher education to monitor and implement development management functions using a system of key performance indicators, which is often used by various business entities. The authors adapted it to the needs of higher education institutions, integrating them with their characteristics.The formation of a system of key performance indicators in the article is disclosed from the point of view of improving the management system and motivation of the management and teaching staff of higher education. Approbation of the proposed methodology was implemented in the Institution of Higher Education, where it showed its effectiveness. The new system allowed the university professors to influence directly on the bonus part of income through their own work and efficiency.

This article discusses the problems associated with the effectiveness of standardization and determination of all types of work of the teaching staff. The problem in this case lies not only in determining the optimal amount of funding for the university, but also in the search for approaches to its justification. Moreover, the literacy of these decisions directly affects the innovative development of higher education institutions and the calculation of salaries of faculty members. The influence of this factor on the payroll calculation of teaching staff, as well as the optimization of this process, is shown. The calculation of wages is influenced by a lot of factors that must be considered. Work on improving the system of standardization of the teaching load of a teacher should continue and develop.

Abstract Human Resources Management in Higher Education Institutions in Poland The paper presents the diagnosis of the human resources management in Polish higher education institutions. The analysis of source literature was applied as a research method. The essence and components of HRM in connection with the university management system were discussed, the theoretical solutions, including those resulting from the provisions of the Law, and their practical implementations, were given a broad outline. The directions of changes concerning HRM that have recently taken place in HEIs were indicated. In conclusion it was stated that the human resources management in Polish higher education institutions still requires improvement, primarily in the areas of motivation and remuneration, evaluation and development of employees. It requires the improvement of the university management system, a reliable development of its mission, vision and strategy, and on the basis of those - the development of personnel strategy, and HRM processes, procedures and tools. It has been suggested that the inclusion of university employees, particularly the research and teaching staff, in the management process (through the participatory management style), can contribute to both improving the process and developing and improving the personnel function.

The article reveals the evaluation of the activities carried out by scientific and pedagogical staff in domestic higher education institutions from a process point of view and the standpoint of the result. The main types of assessment used in higher education institutions are described. The results obtained during the analysis of scientific publications, normative documents and questionnaires of teachers and managers confirmed the massive rating of the activities of scientific and pedagogical workers, its superiority among other types of assessment. According to the materials available in the open Internet access, a comparative analysis of the rating policy of 20 higher education institutions, located in different regions of Ukraine, was carried out. It was found that in each university the determinant of the rating policy is Development Strategy, according to which the evaluation of research and teaching staff is positioned as an important procedure for internal quality assurance of higher education and a factor in stimulating professional development of teachers. Based on a comparative analysis of the regulatory framework, criteria, indicators and evaluation procedures inherent in different institutions of higher education, common features and characteristics of rating evaluation of research and teaching staff. The personal and institutional dimensions of the significance of various evaluation of the activity of scientific and pedagogical workers are revealed. Emphasis is placed on modern indicators and problematic evaluation issues identified in the process of studying domestic practices. Insufficient use of information collected through rating assessment for prognostic purposes is emphasized. The tendency of updating criteria and indicators of a rating estimation of activities carried out by scientific and pedagogical workers of universities is established. An objective relationship between the establishment of coefficients for the rating of the main types of professional activities of research and teaching staff (educational, scientific, methodological, organizational and educational) and the priority of the holding activities for the university at the time of the rating.

This article provides an overview of recent developments in the UK aimed at building learning alliances between universities and other higher education institutions, and employers. It begins by reviewing briefly the fuller range of types of linkages which can and do exist between higher education and industry, and what is driving them, and then focuses more specifically on teaching and the curriculum. The article exemplifies something of the plethora of effective linkages being developed in the UK, paying particular attention to the University of Warwick model, and discusses the factors which make success more likely. It also discusses the costs and benefits of linkage programmes for the interested parties. The article concludes by raising a variety of key issues which are currently presented by university—industry partnerships, and in the light of this discussion sets out some thoughts on future prospects for linkage programmes. While these latter speculations are made for the UK, it is likely that they will be relevant for many other countries undergoing similar sea-changes concerning the nature of work and training.

The article highlights the results of the practical application of modern information and communication technologies in the management of institutions of higher education on the example of the Kyiv National University of Technology and Design (KNUTD). The constituents of the quality management system of educational activity are considered. The subsystems of the automated control system of educational activity of the university have been characterised and analysed. The key elements of the information systems use dare the following electronic databases: students and their academic performance; results of employment; students’ satisfaction with educational programs; distribution of the teaching load; teachers’ performance; learning and teaching resources, facilities, equipment and their cost; other indicators of university activity. In addition to the popular application packages, such as “iZETA”, "The System of Financially-Oriented Management of Higher Education Institutions", and "Anti-Plagiarism", the software products developed by KNUTD are described. Namely, the "Schedule" package allows one to form directories focused on the drawing up of class schedules which are accessible to all divisions. The software "Electronic Journal" provides monitoring of learning outcomes and prompt response to the failure of individual students; it serves for the formation of final control mark sheets, the evaluation of academic success rates of university students, etc. The electronic rating system "RTS rating" is used for the evaluation of research and teaching staff activity according to the results of their work in the reported year. The modular environment of the University's educational process, based on the Moodle distance learning platform, is described. It accumulates the teaching and methodological support necessary for conducting educational activities. The results of the research are of practical value since the implementation of the considered software products is capable of improving the quality and effectiveness of the management of educational activities of higher education institutions.

African Leadership University (ALU), a network of higher education institutions, opened its second campus in Rwanda in September of 2017. In order to achieve the institutional vision to educate three million young African Leaders before 2050, the University has made efforts to embrace ‘innovative pedagogy,’ designing curricula and training its teaching staff in active learning and student-centered pedagogy. This paper provides an account of the design and inital delivery of a new degree that ALU offers to its students in Rwanda, called “Global Challenges,” a project-based degree that requires students to structure their learning around a project that they self-design that addresses a challenge facing the continent of Africa. The paper is authored by a member of the faculty of the new degree and uses qualitative practitioner-based research to describe the degree and analyse its alignment with the innovative practice of Project-Based Learning (PBL). Analysis of the degree design shows strong adherence to the principles of PBL; however, more research is needed to evaluate the effectiveness and broader impact of this new educational program.

The article deals with the peculiarities of "communication" and "communication activity" terms interpretation in the context of higher education institution. The basic elements, forms, types and functions of communication activity are characterized. The main stages of work on creating effective communication in the institution are identified. Communication improvement areas in higher education institutions are highlighted. There are communication activity forms that are the way of communication participants interacting. There are three main communicational forms: imitation, dialogue, management. In its communication activities, university needs to disseminate information about educational services quality, which ensures their competitiveness. The educational services competitiveness of university is the main indicator of the functioning effectiveness. Main factors of educational service competitiveness are: the quality of training; cost of education; specialties demand in the educational market; specialties promotion; graduates employment etc. Higher education institutions’ improved communication is facilitated by the following practices: regulation of information flows; feedback systems improvement; use of modern information technologies; issue newsletters. Communication is a deliberate process of information transmitting, using rules and regulations that help to achieve understanding between the subjects. Communication and communication activities using traditional and electronic information exchange channels are important to ensure the overall objectives of the university and quality educational services provision. The well-established communicational process in educational institutions creates conditions for the information transfer to educational services consumers, which is a prerequisite for successful education development in Ukraine. In the communication activity, the individual and the recipient (the entrant, the student, the teacher, the other staff of the university), the target groups (the student body as the community, the scientific and teaching staff) and the society in general, act as the communicator and the recipient. The communication activity of the educational institution largely depends on modern society needs and new trends impact. The main task of universities’ communication activity is to highlight the strengths in the organization of its work and to focus on them.

The article considers current ideas for ensuring the quality of education in higher education institutions of Ukraine. Emphasis is placed on its essential characteristics: dynamism, internationality, student-centeredness and the importance for the modern teacher of regular professional development, internships in European and world higher education institutions to master innovative technologies and methods of teaching students. The importance of mutual coordination of curricula in domestic and foreign free economic zones in order to ensure the academic mobility of students has been explained. It is noted about the expansion of access to education in free economic zones not only for citizens of Ukraine, but also for representatives of other countries, their equality in terms of admission. The essence of the concepts "quality of educational activity", "quality of higher education", "academic community", "university community", "anti-corruption program" and the importance of research aspect of free economic activity, the importance of forming students' critical thinking skills are substantiated. The importance of interaction between teachers and students in the learning process, conducting interactive discussions, Internet forums, e-mail correspondence, contact in "chats", the use of tools for the development of soft skills (training on issues related to teamwork, time management, leadership, personal development, presentations, etc.). Attention is focused on the introduction of innovations in the educational process, taking into account the attitude of the whole team of research and teaching staff, the presence in the HEI equipped at the modern level of the auditorium, the necessary devices, technical tools. The importance of having a personal cabinet for a modern teacher and student is briefly covered. Emphasis is placed on the importance of assessing the quality of teachers' educational activities. The necessity of functioning of the anti-corruption program in each free economic zone has been pointed out.

Важным элементом коллективного целеполагания в образовании становится система совершенствования подготовки педагогических кадров, способных и готовых осуществлять образовательную деятельность в условиях интенсивного развития экономики знаний и цифровизации всех сфер жизнедеятельности. Актуальность исследования определяется задачей идентификации профессиональных качеств педагогов с целью разработки инновационных форм их динамического обновления. Система повышения квалификации педагога должна отвечать запросам социума и образовательной организации высшего образования как работодателя и соответствовать потребностям личности педагога. Проведенный теоретико-методологический анализ позволил авторам раскрыть сущность и содержание актуальных hard- и soft-компетенций педагога, развиваемых в ходе профессиональной педагогической деятельности. Выделенные компетенции адаптированы для непрерывного приращения и направлены на совершенствование качества преподавания, а значит, и на повышение качества образования в целом. Обоснован подход к организации системы профессионального роста педагога, заключающийся в переносе социальной ответственности на самого педагога и его работодателя. В этом случае построение, выбор и реализация карьерных стратегий педагога будет полностью отвечать его собственным потребностям и возможностям, а также запросам и ресурсам образовательной организации. Предлагаемые авторами концепты обеспечивают возможность проектирования инновационной системы профессионального роста педагога в плане подготовки кадров, отвечающей современным образовательным трендам. An important element of the collective goal of education is the system of improvement of training of teaching staff who are qualified to carry out educational activity in conditions of intensive development of economics of knowledge and digitalization of all the spheres of life. The relevance of the study is determined by the task of identifying the professional qualities of teachers in order to develop innovative forms of their dynamic renewal. The teacher’s advanced training system must meet the needs of the society and the educational organization of higher education as an employer and meet the needs of the individual (the teacher). The theoretical and methodological analysis revealed the essence and content of the current hard- and soft-competences of the teacher which are developed during professional pedagogical activity. The identified competences are aimed at constant growth and at improving the quality of teaching, and therefore at improving the quality of education as a whole. The article justifies the approach to the organization of the teacher’s professional development system, which consists in transferring social responsibility to the teacher himself and his employer. In this case, the teacher’s selection and implementation of career strategies will fully meet his own needs and abilities, as well as the needs and resources of the educational organization. The concepts proposed by the authors provide an opportunity to design an innovative system of teacher’s professional growth, which meets modern educational trends.
