The aim: to substantiate conceptual approaches to organizing the model of university stomatological clinic based on the public-private partnership principles (PPP). Materials and methods: To achieve the aim the author used general scientific methods of analysis, synthesis, generalization, interpreting scientific data as well as systemic and structural-functional approaches. The conceptual approaches comply with the Constitution of Ukraine, laws and other legislative standards of Ukraine, generally accepted standards and principles of world law in the healthcare, considering the Ukrainian and foreign experience. Results: The article represents conceptual approaches to organizing university clinic, based on the public-private partnership principles, in order to provide development of theoretical and practical stomatology, training professionals as well as to providing accessible and affordable high-quality stomatological service to population. Introduction of the conceptual approaches will provide for development of a modern model of the university clinic, creating public-private healthcare institution which will provide affordable and high-quality stomatological service corresponding to modern requirements and approaches ( last advances of science and technology). Implementation of the public-private partnership mechanisms will be a guarantee of steady long-lasting social-economic development of the clinic. Conclusions: The priority way of development of the university clinics under new economic conditions is basing their economic mechanisms on the PPP principles. To realize this, the conceptual approaches to organizing university stomatological clinic model based on the public-private partnership principles were introduced (with the example of university stomatological clinic).

The public-private partnership (PPP) model has been increasingly popular in recent decades as a mechanism to support infrastructure related investment activity. PPPs creates many advantages for countries such as releasing from financial burden of high cost infrastructure investments, bringing high quality of public service and increasing efficiency of operations through transfer of private sector expertise. However, these benefits are not guaranteed for every PPP project since successful implementations are subject to several factors. This chapter aims to review the different aspects of PPPs in detail and examine the factors which play crucial roles for successful PPP implementation.

<p>The importance of high quality infrastructure and its maintenance lies in its ability to stimulate economic growth as it fuels business activities, creates job opportunities, markets product, and generates earnings (Yakcop, 2006a). In consideration of this importance, the public sector encourages private sector participation in the delivery of public services and infrastructure in terms of funding and expertise. A successful Public Private Partnership (PPP) is one vehicle used internationally. Both New Zealand and Malaysia acknowledge the potential of PPPs in delivering high quality infrastructure and services to the general public. Consequently, both countries made a move towards PPPs by creating PPP-specialized units and producing PPP guidelines. However, thus far, Malaysia has been more active in pursuing PPPs when compared to New Zealand‘s cautious approach to PPPs. Hence, the purpose of this thesis is to find out the reasoning behind this trend. Issues relevant to reasons for implementing PPPs, features of PPPs, allocation of risks, performance indicators and accounting for PPPs are analysed to justify this trend. This thesis finds that the Malaysian "Vision 2020" has signalled a government preference for PPPs, including its ability to encourage bumiputera participation. Further, the government has developed a system involving Special Purpose Vehicles and utilizing government-held superannuation funds for project finance aid. Consequently, the system reduces the transfer of risk from the public sector to the private sector partners. This has transcended the major issue in New Zealand where the lack of a competitive market has restricted the development of PPPs. A lack of public support has also contributed to New Zealand‘s PPP under-development.</p>

Annotation. International experience proves the effectiveness of using public-private partnership (PPP) projects in the healthcare sector. The aim of the work was to substantiate the methodology of forming a model of a regional center of cardiology (RCC) on the principles of PPP. The study used general scientific methods of analysis, synthesis, interpretation of scientific data, systemic and structural-functional approaches, as well as the generalized results of a sociological survey of 829 patients who applied to district cardiology offices in the Kyiv region, as well as 352 cardiologists from all regions of Ukraine. The analysis of the prevalence of diseases of the circulatory system (DCS) and resource provision of the cardiological service in the Kyiv region was carried out on the basis of data from the Kyiv regional center of medical statistics. It has been established that an unfavorable epidemiological situation in terms of morbidity, disability and mortality due to DCS has formed in the Kyiv region and there are a number of problems in the organization of cardiac care for the population of the region. To improve the organization of cardiac care at the regional level, a modern model of a regional cardiology center based on PPP principles is needed, which can ensure the economic, structural and social efficiency of medical care. To implement the project of organizing a regional cardiology center on the principles of PPP, an applied methodology has been developed, which is a set of interrelated methodological approaches, requirements and regulators and a methodological tool for the formation of a modern RCC model with the involvement of private capital, market mechanisms that provide a targeted impact on the effectiveness of the model. The proposed methodology will be further used to substantiate and develop a modern RCC model based on PPP principles.

Public-private partnership is a significant alternative for the local development. The projects based on this cooperation are main instruments for solution of social-economic and structural problems of the cities. The purpose of the publication is identification of the prerequisites, the problems and the possibilities for improvement of the elaboration and the implementation of projects for urban development in Bulgaria. Desk analysis, empirical analysis and other scientific methods are applied for the attainment of the purpose in the research. Main deficits are synthesized as a result of the analysis at an institutional and operational level of the public-private partnership. Perspectives for improvement of the potential for successful implementation of projects for sustainable development of the cities are outlined as conclusion.

This paper examines the influence of population growth on waste generation in Lagos metropolis, African’s most populous urban conglomeration. Using both quantitative and qualitative methods, the study analyses the pattern of household waste disposal, collection and transportation in Lagos State. It also examines the public-private partnership strategy adopted in waste management. The findings show that population growth significantly influences waste generation and management in Lagos metropolis. As the population increased, the volume of waste generated also increased in each LGA of Lagos State. The public-private partnership strategy has been effective in managing waste, but the Lagos State Waste Management Authority oversight was adjudged as less than satisfactory. The paper concludes that intervention is needed in terms of educating the growing population of the Lagos metropolis on the best waste management practices. It highlights the need for a more efficient and effective publicprivate partnership collaboration to solve this perennial social problem.

In the environment of the continuous development of the Public–Private Partnership (PPP) model, China’s “dual circulation” development pattern orientation and “new normal” economic development reform provide the foundation for the development of the PPP model in the field of infrastructure. A good government investment structure and governance environment will help to improve the financial sustainability of infrastructure investment. This paper studies the mechanism of the relationship between fiscal expenditure on science and technology and the development of infrastructure PPP models based on the data of provincial PPP projects in the World Bank database and carries out an empirical analysis. The results show that the positive effect of government fiscal expenditure on science and technology and the development of the infrastructure PPP model in local regions is significant. In addition, intergovernmental competition within the political system of China will have a restraining effect on this relationship. This has certain theoretical and practical significance for the construction and implementation of the mechanism underlying intergovernmental behavior and the infrastructure PPP model.
