The article substantiates the need to develop a strategy for the development of small towns, an important element of which is the creation of a brand. The prerequisites for branding small towns are identified, including the importance of overcoming the identity crisis of territories, solving problems of socio-economic development, attracting human, financial and information resources. The main stages of creating a city brand are revealed, recommendations on brand management are given.

AbstractTheory suggests that cultural and creative industries (CCIs) cluster in cities where levels of socio-economic development are higher and where they can take advantage of the city’s hard and soft infrastructure. However, some South African rural areas and small towns have identified CCIs as potential economic drivers. This paper investigates the relationship between the presence of CCIs in non-metropolitan spaces and levels of socio-economic development using a municipal level socio-economic status index and GIS mapping. The results show a positive relationship between larger numbers of CCIs and higher levels of development. It is suggested that a threshold level of development must be met before CCIs will cluster in an area and become a viable option for promoting local economic development.

The aim of the research presented in this article is to determine the role of new towns created in Poland within 1989—2015. The study is focused on the analysis of socio-economic development of such cities, mainly as local labour markets, with particular emphasis on the scale of people commuting to work. For the purpose of this analysis i.a. a method of taxonomic measure of development was adopted (the creation of the measure is based on the estimation of the distance to the ideal solution). The study was carried out on the basis of the Local Data Bank resources provided by the CSO, as well as own esearch and works performed by other authors. The results of conducted research showed that the impact of the new cities on the creation of socio-economic relationship increases significantly when the centre has a well-developed economic base with public services of supra-local importance, which stimulates the development of other socio-economic links, e.g. service and trade. Furthermore, the role of large urban agglomerations in the socio-economic activation of people living in new small towns was outlined.

The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.

Important issues in the development of regional tourism are the provision of tourist services, formation of the market of services and infrastructure improvement. The creation of clusters in the tourism sector remains relevant. From the standpoint of geographical science, the formation of tourist clusters is quite studied. The tourist potential of Khmelnytskyi region first of all includes the objects of nature reserve and historical-cultural funds available in the regional territory, which have not been involved in tourist activity yet. They are the basis for the formation of new tourist attractions, which can be used for the development of rural tourism, job creation, finding sources of income for newly formed territorial communities in order to obtain a positive effect from their formation. It is established that the synergetic effect promotes the creation of clusters with similar specialization. Determining the prospects of the tourist cluster of Khmelnytskyi region, special attention should be paid to such a form of tourism as rural (green) tourism. Extensive implementation of green tourism in the practice of newly formed united territorial communities in the region will provide additional resources to enhance their socio-economic development. Especially relevant tourist and recreational activities are in the buffer zones of national nature parks and landscape Regional Park, which are located in the Khmelnytskyi region. It is described that the material and technical base of tourism consists of: temporary accommodation facilities; specialized transport companies; tourist and excursion institutions and their subdivisions; information and advertising services; enterprises for the production and sale of tourist goods. Social infrastructure is also important for the organization of high-quality recreation for tourists: the availability of housing and communal services, cultural and household services, health care, and trade. From the standpoint of traditional economic and geographical complex formation, all factors of tourist complexes are divided into two major groups: socio-economic (labor, transport, trade and catering, souvenirs, city tourist development) and natural (geographical location, nature surface area, air temperature) etc. Many scholars, as the main social factors in the development of the tourist complex distinguish: socio-cultural: cultural-historical (architectural-historical) resources, settlement, administrative-territorial division; production and economic: labor resources, the structure of the city's economy, sources of environmental pollution, transport, land resources. Analysis of the location of these factors from the standpoint of social geography will justify measures aimed at enhancing the development of tourism in the regional tourism complex. Mass tourism is possible only if the needs of travelers in food and accommodation are met. Relevant facilities should have a range of hygiene and waste disposal facilities for tourists. Therefore, it is important, especially in rural areas, to provide in the plans of socio-economic development and general schemes of rural development places for temporary stay of tourists, appropriate infrastructure facilities, to reserve land for their arrangement. The analysis of the possibilities of Khmelnytskyi region in the tourist market of Ukraine showed that it occupies the middle places. This is due to the transit transport and geographical location. Within this region there is a clear polarization of tourism development, which determines the spatial features of the regional tourist complex development. The article discusses increasing the competitiveness of the national economy based on the creation of an innovation system. One of the main factors in increasing competitiveness is the innovative development of economic entities. The lag in innovative development prevents the emergence of technological industries within the country and restrains the socio-economic development of the national economic system.
