With the developments in Information and Communication Technologies, the competition now seems to be emerging on a global level rather than being on a national level. Communication, knowledge and information flow caused trade, production, consumption and any economic activity to originate the new competition and bond market opportunities on a national and global extent. The most dynamic and affective source of competition is to focus on the production of the new in today's Information Age. Mutual benefits rely mostly upon the technological developments and initiatives. Research and development activities gradually gain importance for the countries. In this paper, the data on research and development between Turkish Republic and Russian Federation is comparison and analyzed.

Research in information and communication technologies (ICTs) has proven to be a major driver for innovation and growth in many countries around the world and is therefore the focus of policies to strengthen research, collaboration and application of research results. This chapter represents a detailed policy analysis of ICT research policies from the European region. The analysis follows a four step pattern: (1) Introduction: the situation of ICT R&D (Information and communication Technology Research and Development) and in Europe, (2) The main actors and programmes funding ICT R&D, (3) The main actors and projects active in ICT R&D and (4) The main ICT R&D themes.

Purpose Education is subject to the same pressures as a business, it has to spur innovation, improve customer service and achieve operational excellence. Education is expected to solve intricate problems that heralded the twenty-first century. Niche areas emerged in education that need further study and research. The authors postulate such demands may be met by information and communication technologies (ICTs) that opened up the avenue for innovation and experimentation in education. One such innovation is online learning and massive open online courses (MOOCs) that represent immense opportunities in education. With their advent, even the permanent relevance of physical classrooms has been questioned. The purpose of this paper is to answer to all these questions and attempts to fill gaps in the understanding of the future of education. Design/methodology/approach The paper came into being after a review of literature pertaining to the changing ecosystem of education and an analysis of newer platforms like MOOCs. The paper surveyed books, scholarly articles, reports, conference proceedings and online databases in the area of education and related technological developments. Findings The existence of MOOCs in the education landscape cannot be ignored. This is proven by the fact that MOOC enrollment surpassed 35 million users in 2015. MOOCs were considered a popular concept in the developed world to start with. But, today MOOCs are being offered by universities in developing nations too. As the number of participant countries increases, MOOCs in vernacular languages are being developed to overcome the language barrier. The paper found that the online model cannot replace the brick and mortar model completely. Rather, it will complement it by providing an enriching experience to various stakeholders, including the learner and the instructor. In the future, students will have the advantage of a blended classroom where the best of online and offline models converge into an optimal experience. Research limitations/implications As the theme of the paper is new and the educational landscape continues to evolve, it is very difficult to determine the pace of transformation of education. However, the authors have tried to suggest a conceptual framework for the future in education, subject to empirical validation. Practical implications This paper helps us understand that we are in a rapidly evolving scenario where innovations have the potential to disrupt the existing model. Such disruptions can have behavioral, economical and social ramifications. A better understanding of such alterations will help academicians equip themselves for evolving classrooms and the changing nature of their jobs. The new ICT enabled ecosystem will also try to overcome issues related to the quality of education and knowledge dissemination. Originality/value The present paper is a comprehensive study of the opportunities and challenges posed by emerging classrooms.

Recent technological developments allowed to envision the low-power (solar power) and low-cost (open hardware) sensor devices (Agrisens/FieldServer/Flux Tower/FieldTwitter) with multimode (ZigBee/WiFi/3G/WebGIS) information and communication technologies (ICTs), a model in which is christened as GeoSense. Integrating these multimode and multi-level communication systems with distributed ambient sensory network location-based service (LBS) is a challenging task, which could be a potential technology for monitoring various natural phenomena. This integrated model is introduced to provide and assist the rural stakeholders with real-time decision support system (DSS) with dynamic information and modeling services for precision agriculture through GeoSense cloud service. This GeoSense research has been experimented in semiarid tropics in India under Indo-Japan initiative on multi-disciplinary ICT program.

This chapter presents the current trends of Library on the web and the importance of the Librarian in the web-library as a webrarian (web-librarian). In the modern technological era, Ranganathan's five laws of the library may be extended to the web using information and communication technologies (ICTs). When the fundamental laws of library science are applied to the web, then the professional responsibilities and duties of a librarian will be enhanced in order to effectively and efficiently manage the web and serve the web users. Realizing the differences between the web and the library? An idea of the joint venture has been the practicalities of creating another platform for the both and the initiative is a library on the web which is well known as a web-library. Mostly libraries have their websites to organize information and resources and provide access to users for the collections of quality resources. The role of librarians is to adopt the Web technologies into the profession of librarianship. Librarians have been induced by technological developments to become more efficient as but not limited to the role of organizers, indexers, abstractors, archivers, data brokers, and webrarians.

Developments in information and communication technologies have reached an all-time high. These improvements have accelerated the transformation of higher education milieus on all sides. Accordingly, higher education institutions have begun to be delineated by these technological developments, activities, and practices. This technoculture era has started a new interaction among communication technologies, teachers, and learners. Herein, transhumanism regards changes in societies through these technological interactions and transformations. The worldwide technological transformation is approximating all societies and cultures to Marshall McLuhan's notion of a global village day by day as a consequence of the technology paradigm. The heydays of the developments in technologies affect all human beings at all points from living, learning, communicating to eating and even thinking styles. Taking these points into account, this chapter will explore how these variables may influence the online distance education milieus in terms of technoculture and transhumanism perspectives.

This paper describes 10 years of efforts in introducing the state-of-the-art information and communication technologies (ICT) and development of ICT infrastructure on the national level. The aim of the project was to build Internet in Croatia and to foster its leverage in the broad range of activities of public interest in the society as a whole. The prime target group was academic and research community, as a vehicle for the overall development in the society. Croatian Academic and Research Network (CARNet) had been started as a project in 1991, and, after five years, it was transformed into a government agency. A broad range of activities had been started, from building and maintaining private nation-wide communication and computer network to information services, user support, education, pilot projects and promotion. The academic community has been treated not only as the main customer, but also as an active partner in developing and providing services. CARNet has been fully funded by the state budget for 10 years, without any participation of the commercial sector, domestic donations or international financial support. Although CARNet is treated as Croatian success story, recognized inside and outside of the country, the question is whether the initial goals have been realistic and achievements sufficient, considering the low penetration of ICT into the Croatian society. Likewise, budget cuts, continuous struggle for political recognition and authority, as well as fights with national telecommunication monopoly, have created an array of questions to be answered at the beginning of the second decade of this highly ambitious endeavor.

This chapter shows that the role of new technologies in global democracy is very important. First, the concept of democracy is analyzed with particular reference to participation and (access to) information. Second, it is explained that democracy should not be limited to the national level because of the major changes of globalization and because of the fact that these changes influence the everyday lives of billions of people. Examples of the United Nations and the European Union are examined, the former as an example of what could be done and how (with regard to individuals’ participation) and the latter as an example of what has already been achieved. Finally, it is explained how and under which conditions new technologies could help build more democratic and more participatory processes on the international level. The concept of access is the central link between information and communication technologies on the one side and international participatory democracy on the other.

Montijo municipality is in Setúbal district and belongs to Lisbon metropolitan area. Many new projects have emerged in the county related to tourism. However, the health crisis that plagued the world in early 2020 raised several concerns about the entrepreneurial activity of this municipality. Thus, this study has as main objective to broadcast the entrepreneurial activity that enhances tourism in Montijo municipality, before the health crisis and to present a reflection on the future of this activity in the post-COVID-19 era. It was possible to verify that the county has a set of positive indicators with regard to tourism activity and is one of the most dynamic at national level in terms of entrepreneurship. Besides that, the implementation of new business models, new products and services, new distribution and marketing forms, based on information and communication technologies can be very important to disseminate the region and to add value to the tourist experience and business, contributing to making the region a national reference of economic and social progress.

The new economic structure in the world has dragged all sectors into a different formation. This formation is a process called globalization, which transforms comparative advantages into competitive advantages in all domestic and foreign markets. It is unlikely that the "Tourism Sector", which is considered one of the most important areas of today and the future, will not be affected by these events. This study seeks to analyze the changing market structure in the tourism sector with globalization and technological developments, and an assessment of the sector's competitiveness and how they can be brought into the country's economy.
