Targeting public procurement policies has become an important goal for European policy makers since it is believed to contribute to more sustainable food systems and food consumption patterns. Food purchased by the public for institutions such as hospitals, care homes, universities, prisons, schools, armed forces and canteens represent a significant part of the food economy in European countries. As a result governments at different levels have adopted policies that promote organic food and farming in many countries. Since agencies and institutions of the public can be expected to be influential by setting good examples of food consumption, the food for the public plate has come to take a much more visible role in public service provision policymaking over the past decades. However, for such strategies to be effective the right policy mix is essential. This paper reports on the Danish case of Public Organic Procurement Policy (POPP’s) and its role in organic food and farming strategies. It gives a brief account on component of the policy mix including the setting up of a labelling system, a monitoring system for sales volumes and a foodservice workers training program. The paper examines the first results from the monitoring system and provides insight in the progress of POPP’s. It details the implementation and maintenance of the monitoring program and discusses the role of metrics in relation to other policy tools as well as the contribution that monitoring can make in terms of policy implementation.

Relevant governmental bodies and organizations, non-governmental organizations, international organizations and institutions, especially the media, show increased interest in corruption related to the public procurement. Public procurement is the most frequently cited area in the context of systemic corruption for the simple reason that it directly represents the spending of public money on a large scale, which according to OECD data represents about 7-15% of GDP. One of the possible approaches to prevent corruption in public procurement is the systematic building of the integrity of all entities and institutions involved in the public procurement process. Due to the fact that the internal audit way of organization and work is closest to practical issues of public procurement it has the opportunity to achieve the largest coverage of cases for which public funds are engaged.

Nowadays, the problems that afflict our planet (climate change, loss of biodiversity, etc.) are leading to the implementation of a more sustainable type of consumption. Increasing the consumption of organic products is a way to face and try to solve these problems. In order to reach this aim, it is important to understand how consumers’ subjective relevance of these products impacts on their consumption. The recent literature, in fact, highlighted how food consumption is salient for the individual to express their identity and life orientations, even more in the case of organic food consumption. Nonetheless, little is known about how subjective relevance of food affects organic food consumption. The present research aims to measure the role of subjective relevance in organic food consumption. Data were collected with a self-report questionnaire that was filled out by a sample of 964 Italians, representative of the population. We used structural equation modelling (SEM) and the bootstrap technique to test the hypothesis. The results show that subjective food relevance is a mediator between the motivations of organic food consumption and the frequency of consumption of it. This research points out the necessity to study consumers in a wider way, using communication that emphasizes the role that these products have in satisfying the psychological needs of consumers.

Purpose This paper aims to investigate the role of micro, small and medium enterprises (MSMEs) within the Canadian public procurement, by seeking to identify barriers and supporting factors of MSMEs’ participation and success in public tenders. Design/methodology/approach The empirical analysis builds on a unique survey run by the Canadian federal government, which addressed firms either participating or not participating in public tenders. Model estimation on the survey data relies on sample selection methodologies, which allow separating determinants of MSMEs’ decision to participate from determinants of success. Findings Results provide evidence that costs stemming from asset specificity and uncertainty (e.g. costs of bidding, requirements for participation, bundling of contracts and award rules based on minimum price) affect participation in public procurement. Within MSMEs, micro-firms are the most discouraged from participating. However, after controlling for factors affecting participation, micro-firms emerge as having a higher success rate, possibly because of high specialization and joint participation with larger firms. Research limitations/implications Because of the cross-sectional nature of the data used for hypotheses testing, endogeneity may arise if ex post variables affect ex ante decisions. This may apply if participation in procurement feeds on success in past tenders. Social implications Findings may inform policies for the inclusion of smaller firms in the public marketplace. Originality/value To the best of the authors’ knowledge, this study is the first attempting to disentangle determinants of participation in public tenders from determinants of success. Separating the two aspects helps fine-tune SME-friendly public procurement policies, by identifying actions that effectively facilitate success of MSMEs in public tenders.

This piece reflects on the role of public procurement regulation in the face of a situation, such as the COVID-19 pandemic, generating an extremely urgent need for the public sector to buy additional supplies and equipment. Counterintuitively, at a time of heightened public expenditure, public procurement rules are ‘deactivated’. That does not mean that unusual procurement mechanisms are not ‘activated’, though, as the example of the EU’s Joint Procurement Agreement shows. It also does not mean that ‘reactivating’ public procurement regulation will not present challenges, some of which deserve careful consideration.

<span>Subsistence-based and natural resource-dependent societies are especially vulnerable to climate change. In such contexts, food security needs to be strengthened by investing in the adaptability of food systems. This paper looks into the role of agrobiodiversity conservation for food security in the face of climate change. It identifies agrobiodiversity as a key public good that delivers necessary services for human wellbeing. We argue that the public values provided by agrobiodiversity conservation need to be demonstrated and captured. We offer an economic perspective of this challenge and highlight ways of capturing at least a subset of the public values of agrobiodiversity to help adapt to and reduce the vulnerability of subsistence based economies to climate change.</span>

The article defines the role of the Federal Antimonopoly Service (FAS) of the Russian Federation in the system of inspecting competition violations in the field of procurement; analyzed statistics of violations in this area; Based on a critical analysis of the FAS, the prospects for the development of control activities by this service in the field of public procurement are substantiated; a number of measures are formulated, the application of which would make it possible to increase the efficiency of the public procurement procedure at the present stage.

Despite the progressive development of the organic food sector across Taiwan Strait, little is known about how consumers’ self congruity will influence organic food decision through various degrees of attitude and whether or not consumers with various degrees of inertia will vary in their intention to buy organic foods. The current study aims to examine the effect of consumption self congruity on behavioral intention related to organic food consumption under the mediating role of attitude as well as the moderating role of inertia. Research data were collected from organic food consumers across Taiwan Strait via a questionnaire survey, eventually obtaining 500 valid questionnaires for analysis. This study tested the overall model fit and hypotheses through structural equation modeling method (SEM). The results show that consumer attitude significantly mediates the effects of self congruity on organic food purchase intention. Moreover, the moderating effect of inertia is statistical significance, indicating that the relationship between attitude and purchase intention becomes weaker in the condition of consumers with higher degree of inertia. Several implications and suggestions are also discussed for organic food providers and marketers.

Purpose Despite numerous scholarly attempts, there is a lack of consensus regarding the relevance of various factors used to promote organic food consumption. The purpose of this paper is to assess the impact of environmentally conscious purchase behaviour (ECPB) and green scepticism on organic food consumption. Moreover, the paper examines the indirect impact of attitudinal and contextual forces on organic food consumption (through ECPB). Design/methodology/approach The paper develops a conceptual model of organic food consumption. Data were collected through an online survey on a sample of 462 consumers in Slovenia. Structural equation modelling was used to test the hypothesised relationships. Findings The findings indicate that ECPB positively and green scepticism negatively affects organic food consumption. In addition, ECPB is positively influenced by personal and social norms, perceived availability and consumer sustainability orientation. Interestingly, the social norms exert the strongest indirect effect on organic food consumption. Research limitations/implications This study informs organic food producers and policy makers about the relative importance of ECPB and scepticism for increasing organic food consumption. It also highlights the role of general attitudinal and contextual factors for ECPB and organic food consumption. Originality/value The proposed model enables a better understanding of the relevance of ECPB, its antecedents and green scepticism as (direct or indirect) determinants of organic food consumption.
