The Fate of the Western Balkans regional security Subcomplex - the Necessity of regional Cooperation

We refer to the Western Balkans as a regional security subcomplex that is only part of a wider, European complex. It consists of all the states of the former Socialist Federal Republic of Yugoslavia, except Slovenia, including Albania. It is a region that had a very turbulent past and which is still, in many ways, specific. Relations between the countries of the Western Balkans are determined by unresolved issues from the past, very intense regional security dynamics, as well as projections of the interests of global powers. However, even in such circumstances, regional cooperation is imperative in the fight against terrorism, illegal migration, transnational organized crime, and other serious threats and challenges to regional security and stability. The paper will present the basic geopolitical and security characteristics of the regional security subcomplex Western Balkans. Based on that, we will be able to get a full picture of the necessity of regional cooperation in the Western Balkans in the light of Euro-Atlantic integration and the construction of a kind of security community in the region.

Many have observed the early phases of regional security community development in the Western Balkans over the past decade. Much of this research has focuses on elite-level, government to government and government to International Organization cooperation. Yet, for security community to become a reality, it must also develop at the public-level. In the Western Balkans, it remains to be seen just how deep this new sense of community reaches. Based on fieldwork and surveys conducted in 2007 and 2008, a crucial moment for the region, we argue that public-level security community is inconsistent and in some areas is all together lacking. It is our position that programs advanced in the Western Balkans must concentrate not just on elite institution building, but also on community building within and between the individual countries of the region.

Twenty years since the onset of the wars of Yugoslav secession, the countries of the Western Balkans continue to nurture narratives of the past that are mutually exclusive, contradictory, and irreconcilable. In this essay, I argue that there is a direct link between ways in which different states remember their pasts and obstacles to the building of long-term regional security community in the region. I propose that remembrance of the past and historical justice for past wrongs shape choices policymakers make, by making some options seem unimaginable, while others inevitable. 'e power that narratives of past violence and injustice hold on policymakers is particularly significant as the region advances toward European integration. 'e efforts to 'clean up' the past - through education reform and memorialization projects - should not be thought of as secondary initiatives, but as critically needed steps in pursuit of regional stability based on sustainable security community.

AbstractThe research aims to analyse the urgency of the establishment of the Regional Cooperation Agreement Against Crimes Related to Fisheries. Considering the broad and emerging nature of Crimes Related to Fisheries, however, could not be solved accordingly by finding the recognition of IUUF as the form of Transnational Organized Crime. The initiative on establishing such agreement with the regional and market approach is trusted as the first practical solution taken by Indonesia to reduce the existence of Crimes Related to Fisheries, which at the same time strengthening the law enforcement for such crimes within the region. IntisariPenelitian ini bertujuan untuk menganalisa urgensi pembentukan “Perjanjian Kerjasama Regional Melawan Kejahatan Terkait dengan Perikanan”. Sifat “Kejahatan Terkait dengan Perikanan” yang luas serta terus berkembang tidak dapat serta merta diatasi dengan pengategorian IUUF sebagai bentuk dari Transnational Organized Crime. Inisiatif pembentukan perjnajian kerjasama dengan basis pendekatan kawasan dan pendekatan kawasan dipercaya mampu menjadi langkah awal bagi Indonesia serta menguatkan penegakan hukum untuk mengurangi kejahatan terkait di kawasan regional.

This paper considers the normative framework that support regional cooperative practices in public security based on the activities carried out by UNASUR’s South American Council on Citizen Security, Justice and Coordination of Actions against Transnational Organized Crime. The article discusses differences and similarities between the conceptions of cooperation and public policies, analyzes the documents produced within the Council and presents limitations, obstacles and opportunities identified from the reading of these documents with regard to regional cooperation in public security.

Over the past several years the United Nations has increasingly emphasized the role that civilian capacities can play in post-conflict peacebuilding and called for member states to provide expertise. This special issue of the Journal of Regional Security will explore the civilian capacities of the Western Balkans countries and whether there is political will to respond to the call to deploy civilian capacities to UN peace operations and other international organizations. Looking at how Western Balkan countries train, roster and deploy civilian capacities, it will also explore whether increased cooperation in this area could be considered as a security community practice, nurturing bilateral relations and building cooperation in the Western Balkan region. The article finds that there is still a great gap between the expressed policy intent of providing civilian capacities to peace support operations, and putting it into practice. There is also lack of a strategic consideration of how the training and deployment of civilian capacities to peace operations could build legitimacy in international organizations and enhance regional cooperation among the states in the Western Balkans. The article recommends the initiation of a regional dialogue on training and rostering of civilian capacities, realizing synergies and furthering regional cooperation.

This research addresses the activity of transnational organized crime in the Westerns Balkans region, particularly the activity of trafficking in narcotics and money laundry. This problematic phenomenon is treated on the aspect of newly created circumstances in the age of globalization, where the entire world is facing the transformation in the political and economic aspect - developments that are impacting the field of security as well. In this period, these countries faced institutional fragility, lack of proper capacities in fight against new forms of organized criminality, lack of inter-state cooperation etc. this situation was used as an opportunity by the criminal organizations with their reach in the entire region, creating the so called Balkan Road which is used for trafficking of narcotics towards Western Europe countries. In this research is expressed the amount of narcotics trafficked and illicit profits from this activity, divided by regional countries for the period 2009-2012. This paper argues how transnational organized crime by exploiting the globalization era facilities has adapted to these newly created circumstances and is increasingly exceeding the capabilities of the countries of a traditional organizations and forms of security in responding appropriately. The interstate cooperation aspect and the use of an interactive approach at technical and operational levels is increasingly being considered as a tangible opportunity to deal with this phenomenon. The paper draws conclusions on how the organized crime threats have had influence on security approaches in the Western Balkans as well as pushing the countries towards an inter-state approach in addressing these threats. Security field contemporary literature as well as reports and assessments of various security agencies have been used in drawing research results.


The article states that one of the main tasks of the international community in the field of law enforcement is to ensure the inevitability of punishment of a guilty person for all elements of criminal offenses, regardless of the place of their commission, every serious crime should be punished. Expanding the scope of transnational organized crime involved in trafficking in human beings, human organs, drugs, weapons is one of the most serious threats to national security, both as a single state and as a whole in the world. Opportunities that are used by transnational organized groups are striking in their scope, means of communication, transport connections, and global reach. Their activities can lead to destabilization or criminalization of economically weak states, creation of alternative centers of government, or corruption of public institutions such as local governments, the judiciary, police and others. It is stated that transnational organized crime is detrimental to the national interests of individual countries and affects international security and stability in general, and the development of effective measures to counter such crimes is a task of the international community. In order to combat transnational organized crime, United Nations States Parties develop co-operation strategies to combat such crimes, taking into account the specificities of: the legal system, national legislation and state bodies, operational procedures, human and technical resources, approaches available to interagency and regional cooperation as well as cultural and political aspects. It is emphasized that United Nations States Parties, with the participation of specially created bodies, develop recommendations for the practical assistance in combating transnational organized crime by issuing manuals, model laws, legal commentary and other material to eliminate legal loopholes which allow criminals to escape from justice.
