Since 1950, the need for global economy related to natural disasters has increased 14 fold. The natural disaster that occured in 2018, put Indonesia into the country with the highest number of victims in the world, which was caused by three rare phenomena. This study discusses about the Desa Tangguh Bencana program as a strategic step for community-based disaster risk reduction in the Pandeglang Regency, which is one of the areas that has the impact of damage and casualties from the tsunami phenomenon in the Sunda Strait. This study aims to obtain information about the activity steps and communication strategies of the program which refers to the concept of disaster mitigation according to George D. Haddow and Kim S. Haddow in 2014. The research method uses a descriptive qualitative approach with an interpretive paradigm. Data was collected through semi-structured interviews and other supporting documents, which were analyzed using the Miles & Huberman method and tested for credibility by triangulation of sources. The results showed that community participation in this program is the main key as a planning initiator to the implementing activities. These disaster risk reduction efforts are carried out by identifying community risks, determining action plans, funding, involving opinion leaders as parties raised by the community, forming messages, to the communication channel mechanism.

Purpose Understanding bottom-up approaches including local coping mechanisms, recognizing them and strengthening community capacities is important in the process of disaster risk reduction. The purpose of this paper is to address the questions: to what extent existing disaster policies in Nepal support and enable community-based disaster resilience? and what challenges and prospects do the communities have in responding to disaster risk for making communities resilient? Design/methodology/approach This paper is based on policy and academic literature reviews complimented by field research in two communities, one in Shankhu, Kathmandu district and another in Satthighare, Kavrepalanchowk district in Nepal. The author conducted in-depth interviews and mapped out key disaster-related policies of Nepal to investigate the role of communities in disaster risk management and post-disaster activities and their recognition in disaster-related policies. Findings The author found that existing literature clearly identifies the importance of the community led initiatives in risks reduction and management. It is evolutionary phenomenon, which has already been piloted in history including in the aftermath of Nepal earthquake 2015 yet existing policies of Nepal do not clearly identify it as an important component by providing details of how communities can be better engaged in the immediate aftermath of disaster occurrence. Research limitations/implications The author conducted this research based on data from two earthquake affected areas only. The author believes that this research can still play an important role as representative study. Practical implications The practical implication of this research is that communities need to understand about risks society for disaster preparedness, mitigation and timely response in the aftermath of disasters. As they are the first responders against the disasters, they also need trainings such as disaster drills such as earthquakes, floods and fire and mock practice of various early warning systems can be conducted by local governments to prepare these communities better to reduce disaster risk and casualties. Social implications The mantra of community-based disaster risk management (CBDRM) is community engagement, which means the involvement of local people to understand and prepare against their local hazards and risks associated with disaster and haphazard development. CBDRM approaches motivate people to work together because they feel a sense of belongingness to their communities and recognize the benefits of their involvement in disaster mitigation and preparedness. Clearly, community engagement for disaster risk reduction and management brings great benefits in terms of ownership and direct savings in losses from disasters because the dynamic process allows community to contribute and interchange ideas and activities for inclusive decision making and problem solving. Originality/value This research is based on both primary and secondary data and original in case of its findings and conclusion.

Simple observation of events for the disaster in Indonesia is almost always showed the same picture is a condition in which reactive attitude and spontaneous, unplanned as shown by society and government. There is a general tendency that people do not know how to act or addressing disaster. Regional preparedness in the face of natural disasters is very important. Slamet mountain with an altitude of 3,428 meters above sea level is the highest mountain in Central Java and the second highest in Java. Population data in the area of Mount Slamet and surrounding areas are included in Kawasan Rawan Bencana (disaster-prone areas) is approximately 215 953 inhabitants. Seeing the extent of the area affected by the eruption of Mount Slamet threats can not be taken lightly. This study aimed to explore the networking model for effective disaster risk reduction in disaster-prone areas of Mount Slamet. Networking model for disaster risk reduction is a very important information in order to overcome the impact of the eruption of Mount Slamet.

Both the impact and the frequency of natural disasters and extreme events in South Asia are steadily increasing due to growing exposure and vulnerability. These vulnerabilities are compounded by fast economic growth and an increase in natural disasters across the region. Disaster losses in South Asia are rising and are felt across many domains. From the formal to the informal economy, natural disasters have increasingly strong impacts in terms of lives lost, social impact, and impediments to growth. New challenges in disaster risk reduction are emerging due to an increase in the duration and frequency of natural disaster events attributable to climate change. Though both climate change adaptation and disaster risk reduction efforts exist to some degree throughout South Asia, integrating climate change adaptation into disaster risk reduction is critical to successful and inclusive growth of economies in the region. Challenges remain, and national and subnational governments are making some progress in policies aimed at both climate change adaptation and disaster risk reduction. However, many of these efforts are planned, designed, and implemented separately, with limited understanding of how disaster and climate risk are linked. Moreover, progress is hindered by poor understanding of how integration of these concepts can result in better governance of risk in South Asia. Additionally, political will, capacity constraints, and institutional barriers must be overcome. Efforts by the international community are making progress in unifying these concepts, yet gaps and challenges still exist. The benefits of converging climate adaptation and disaster risk reduction in Asia are significant, from minimizing climate-related losses to more efficient use of limited resources and more effective and sustainable development.

Abstract. Here we present an interdisciplinary approach to developing comprehensive, systematic and evidenced regional interaction frameworks to support multi-hazard approaches to disaster risk reduction. We apply this approach in Guatemala, developing regional interaction frameworks for national and sub-national (Southern Highlands) spatial extents. The regional interaction frameworks are constructed and populated using five evidence types: (i) publications and reports (internationally accessible) (93 peer-review and 76 grey literature sources); (ii) publications and reports (locally accessible civil protection bulletins) (267 bulletins from 11 June 2010 to 15 October 2010); (iii) field observations; (iv) stakeholder interviews (19 semi-structured interviews) (v) stakeholder workshop results (16 participants). These five evidence types were synthesised to determine an appropriate natural hazards classification scheme for Guatemala, with 6 natural hazard groups, 19 hazard types, and 37 hazard sub-types. For a national spatial extent in Guatemala, we proceed to construct and populate a regional interaction framework (matrix form), identifying 50 possible interactions between 19 hazard types. For a sub-national spatial extent (Southern Highlands of Guatemala), we construct and populate a regional interaction framework (matrix form), identifying 114 possible interactions between 33 hazard sub-types relevant in the Southern Highlands. We also use this evidence to explore networks of multi-hazard interactions and anthropogenic processes that can trigger natural hazards. We present this information through accessible visualisations to improve understanding of multi-hazard interactions in Guatemala. We believe that our regional interaction frameworks approach to multi-hazards is scalable, working at global to local scales with differing resolutions of information. Our approach can be replicated in other geographical settings, with regional interaction frameworks helping to enhance cross-institutional dialogue on hazard interactions, and their likelihood and potential impacts.

Complex disasters may occur as a result of a natural disaster combined with an industrial or a technological disaster. These are also called “natural-hazard triggered technological (natech) disasters.” Currently, there is increasing awareness of the hazards of these natech disasters. Natural disasters could trigger a technological disaster including oil spills and the release of hazardous and flammable materials and toxic chemicals, causing cascading events. The impact of the damage on public health and safety could be catastrophic, as it may result in massive loss of life, environmental destruction, and asset and property loss. Moreover, it could cause business disruptions and affect a country’s reputation. This paper describes a case study on the application of disaster risk reduction and management for natech disasters in Cilegon, Indonesia. We introduce the analysis of risk assessment conducted in Cilegon, the preparedness of the Cilegon City government, a contingency plan that has been developed, and the state of disaster preparedness in industrial zones. Natural and technological disaster risks as well as several emergency preparedness efforts are discussed and multiple stakeholders are identified. The paper serves as a foundation for future research to address natech disasters.
