The monograph explores the theoretical and methodological foundations in the innovative development of entrepreneurial structures in market economy countries. The economic mechanisms of innovative development in foreign countries and the results of their adaptation in the Russian economy are considered.UsingtheexampleofsomeregionsoftheArcticzoneofRussia,theauthorsanalyzedtheeconomicmechanismsofinnovativedevelopmentofbusinessstructures,andalsoproposedconceptualapproachestospatialinteractionofvariousenterprisesofthefishingindustryinthedevelopmentoflivingnaturalresources. The Murmansk region, which is completely part of the Arctic zone of the Russian Federation, was studied with special attention.Theauthorsarguethatbeforethetransitiontothedigitaleconomy,adeeporganizationalrestructuringofregionalbusinessstructuresisnecessaryinordertoincreasetheirefficiencyandobtainasynergisticeffectwhenusingregionalpotential.Asaresult,theauthorsproposedtwoconceptualapproachestotheinnovativedevelopmentofshiprepairenterprisesinthecoastalregion:withintheframeworkofthefishingfleetandwithintheframeworkofthe“IndustrialTechnopark”.Theauthorsproposedaprojectforthedevelopmentofship-repairenterprisesinvolvedinthemaritimeactivitiesoftheRussiancoastalregionoftheArcticzone,whichmaybeofinteresttoregionalauthorities,managersandspecialistsofship-repairenterpriseswhenpreparingtheirowndevelopmentstrategy.

In 2021, the Russian Federation will assume the chairmanship of the Arctic Council. This fact confirms the special attention of the country’s leadership to the unique geostrategic region. In December 2020, President of the Russian Federation Vladimir Putin, at an online meeting with volunteers and finalists of the contest “Volunteer of Russia”, noted that Russia would grow with the Arctic and the territories of the North. Many Russian citizens’ lives and the state’s success in the international arena depend on this territory’s development. One of the most important mechanisms for achieving the stated goals is national projects (NP), which should make a significant contribution to the development of the country’s territory. The purpose of the study is to assess NP in the subjects that are entirely related to the Arctic zone: Murmansk region, Nenets Autonomous okrug (NAO), Yamalo-Nenets Autonomous okrug (YANAO), and Chukotka Autonomous okrug (CHAO). In the course of the work, general scientific research methods were applied: comparative analysis, data comparison, induction, deduction, etc. The study results showed that, despite all the differences in economic and geographical position, financial condition, population, and regional development priorities, all Arctic regions have similar problems that hinder the effective development of territories. Without solving the problems indicated in the work, it is impossible to expect a qualitative «breakthrough» and implement the NP’s goals.

One of the main problems of Arctic zone development in the Russian Federation (AZRF) is a limited labor resources. Poly-model complex for analysis and simulation of the AZRF labor market is presented in the article. The complex allows you to forecast the formation of the labor demand of socio-economic systems in AZRF and to explore the possibilities of regional professional education systems in terms of meeting the forecasted needs. Technologies of system-dynamic and agent-based modeling are shared within the framework of the complex. The advantage of the presented software tool is the ability to operatively vary not only the quantitative characteristics of the modeled system, but also the structure of interaction between the components of the system. This is a useful opportunity to analyze the possible impact on the regional labor market of investment projects that are planned for implementation in the region. Developed tool was used to support the personnel policy management in the Murmansk region.

The article assesses the demographic potential of the Arctic regions of the Russian Federation, taking into account the stages of its innovative development. The relevance of the study is due to the need for the formation of an innovative economy, which will help reduce its resource dependence and increase diversification, as well as improve the quality of life of the population. Recently, there has been a “devastation” of the country’s Arctic territories, which jeopardizes their integrated development, including the introduction of an innovative vector into it. In this regard, a comprehensive assessment of the existing demographic potential on the territory of the Arctic zone of the Russian Federation in conjunction with the assessment of the innovative development of the economy in the area is required. The suggested assessment methodology includes a system of indicators characterizing the natural and mechanical movement of the population, gender and age structure and health of the population, marriage rate, divorce rate and the level of its education, as well as reflecting the creation, implementation and use of innovations. The authors propose to carry out the assessment using scoring methods, natural groups, statistical analysis, interregional comparison, and expert assessments. The final stage of the assessment is the calculation of integral indices for assessing the demographic potential and innovative development of the country’s Arctic territories, presented graphically. Based on the assessment results, the authors divide all subjects into nine clusters. The old-developed regions of the European part of the Russian Arctic during the second stage of the country’s innovative development “lost ground” in most indicators of demographic potential assessment, despite the relatively high estimates of the innovation sphere. The leading positions according to the results of the demographic potential assessment in the context of innovative development belong to the Arctic regions of new development. However, in terms of the development of innovations they are among the outsiders. Thus, the authors outline a weak connection between the demographic and innovative development of the territories of the country’s Arctic zone, or predict a “delayed” effect from the introduction of innovations over time. The authors suggest applying the assessment results in the adjustment and designing of program and strategic documents of state policy in the field of demographic and innovative development of the Arctic territories of Russia.

At the article one of the main competitive advantages of the Russian Arctic zone in order to identify factors that increase its competitiveness are considered. An important place in these advantages is taken by everything that relates to the internal structures of regional governance, since the criterion of competitiveness of any subject of the Russian Federation (RF) implies an assessment of the interests of the region asserted, including the most favorable economic conditions for organizations and enterprises of the latter. Some factors affecting the improving competitiveness of the regions of the Arctic zone of the Russian Federation and the realization of their competitive advantages is identified and justified on the example of the Murmansk region.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.
